Project Update

We are very pleased to announce that the New Aloha Stadium Entertainment District (NASED) has reached another major milestone. Yesterday, the state Department of Accounting & General Services and the Stadium Authority received a proposal from Aloha Halawa District Partners (AHDP), in response to the NASED Request for Proposals (RFP).


The state team will now undertake a detailed and rigorous evaluation of the proposal against the RFP and the evaluation criteria. If its proposal is evaluated as suitable, AHDP will be selected as the preferred offeror in September.


NASED is being procured via a "progressive" procurement approach. This means that the state will select a single preferred offeror and then, over the following nine (9) months’ diligence and discussion phase, resolve a range of technical and other matters and negotiate and sign the relevant agreements. Consequently, the state expects to execute final agreements with the preferred offeror (which then becomes the master developer) by June 2025.


The NASED procurement process remains an active procurement process. Preliminary details (e.g., concept images) of AHDP’s proposal will not be made public until the selection of a preferred offeror, at the earliest.

Q: How will proposals for the RFP Proposals Phase be scored?


A: The state has selected a specialist evaluation committee for the NASED project. This committee is comprised of a mix of state employees and subject-matter experts from the development industry. Proposals will be assessed against the following criteria: 


  • Administrative Proposal (“Acceptable” or “Unacceptable”)
  • Technical Proposal (20 points)
  • Financial Proposal (15 points)
  • Diligence and Discussion Phase Proposal (15 points)
  • Statements of Commitment (40 points)
  • Post Submission Presentation (10 points)
