Project Update

NASED took another big step forward today with the announcement of the priority-listed offerors for the RFP published in December 2023. This marks the conclusion of the qualifications phase and commencement of the proposals phase, open only to the selected priority-listed offerors. In this next phase, the priority-listed offerors will develop conceptual designs, as well as other plans, for NASED and the new Aloha Stadium.

The deadline for proposals will be in summer 2024, with the selection of a preferred offeror targeted for fall 2024, and final execution of an agreement targeted for summer 2025.

Businesses or organizations that would like to register their interest with the priority-listed offerors may submit their contact information on the “Doing Business with NASED” page on the project website: https://nased.hawaii.gov/doing-business

FAQs

Q: How will the State maintain transparency and fairness during the procurement process?

A: Procurement transparency and fairness are central principles of the procurement process established for NASED. While the process does not fall within Chapter 103D of the Hawai‘i Revised Statutes, procurement plans have been developed for each to be broadly consistent with the State procurement code to protect the best interests of the State.

We have also structured our evaluation governance so that there is appropriate separation between reviewers, evaluators, and approvers.

Given the competitive nature of the procurement process, bidders’ proposals will remain confidential as they are being developed and evaluated. This is entirely consistent with procurements of this type. Once the contracts have been fully executed, proposals will be placed in the procurement file for public inspection in accordance with the State procurement code.

NASED Presents to the Quad Chambers

On March 11, Brennon Morioka, Stadium Authority Chair, and Ryan Andrews, Stadium Manager, delivered a presentation to the Quad Chambers at the Mission Memorial Auditorium at the Honolulu Hale Grounds. The Quad Chambers is comprised of the Filipino Chamber of Commerce of Hawai'i, Honolulu Japanese Chamber of Commerce, Hawai'i Korean Chamber of Commerce, and Chinese Chamber of Commerce of Hawai'i.

The presentation to the Quad Chambers provided a comprehensive overview of the NASED project. It began by discussing the project’s history and background, followed by highlighting key milestone decisions. Attendees gained insight into the project’s future vision and the procurement process. The presentation also addressed the economic impact of the project on the local community and economy. The session concluded with an interactive Q&A session.
