Change in Return to Work Rules
|
|
Current rule in effect through December 31, 2020
Under the current return to work rules, which are in effect through the end of 2020, employers must immediately enroll retirees when they are employed in an IMRF position that is expected to meet the applicable hourly standard.
New rule effective January 1, 2021
Under the new rules, employers should not immediately enroll retirees upon reemployment, even if they are employed in an IMRF qualifying position that is expected to meet the hourly standard. Instead, employers should only enroll retirees once they have actually worked the applicable hourly standard (600 or 1000 hours). Retiree hours are counted beginning on the date of their reemployment, and will reset on the anniversary of their employment date every year after.
Suspension of a retiree’s pension
If a retiree meets or exceeds the hourly standard in any 12-month period beginning with the retiree’s employment date, the retiree must either:
- Be enrolled in IMRF, and IMRF will suspend their pension payments or
- Stop working for their IMRF employer for the rest of the 12-month period

Last Call for Executive Trustee Election Petitions
|
|
IMRF is accepting nominating petitions for the 2020 Executive Trustee election through Tuesday, September 15, at 4:30 PM CST. Completed petitions may be scanned and emailed to IMRFTrusteeElection@imrf.org, mailed or hand delivered to IMRF's Oak Brook or Springfield offices, or faxed to 630-706-4656, ATTN: IMRF Trustee Petitions.
One Executive Trustee position
IMRF employers will elect one Executive Trustee to the Board this fall for a five-year term that will run from January 1, 2021 through December 31, 2025.
The 2020 Trustee elections also include one Annuitant Trustee seat and two Employee Trustee seats.
Executive Trustee qualifications
To qualify for the Executive Trustee position, you must:
- Be employed by a participating governmental unit as chief executive officer, chief finance officer, or other officer, executive, or department head.
- Be an active and vested IMRF member as of December 31, 2020.
- Gain the nomination of at least three IMRF employers, each of whom must submit a nominating petition to IMRF.

August Board Meeting Highlights
|
|
On Friday, August 28, 2020, at the IMRF Board of Trustees meeting, the following occurred:
- Learned about the CEM annual study, which ranks IMRF against similar pensions for cost and customer service.
- Reviewed progress on strategic objectives and key strategies.
- Passed two Board Resolutions relating to Return to Work and irregular service credit rules (details below).

New Board Resolutions Affecting Employers
|
|
The IMRF Board of Trustees passed two Board Resolutions at their meeting on August 28, 2020, including the following:

Board Resolution 20-08-08(a): Clarifies the enrollment procedures for a retiree who has returned to work for an IMRF employer. Instead of immediately enrolling retirees in IMRF after they return to work in an IMRF qualifying position, employers should wait until the 600 or 1000 hour requirement is met. Also clarifies the return to work date to be used for calculation of hours. See the “Change in Return to Work Rules” article above for more details.

Board Resolution 20-08-08(b): Changes the ability for members to earn irregular service credit. Effective immediately, employers can no longer enroll employees as irregular. Members currently earning irregular service credit can no longer earn this type of service credit after 12/31/2020. See General Memo 689 for details. We will follow up directly with the employers and members who are currently being reported as earning irregular service.
