Newly Appointed BOD Member

EnviroCert International, Inc. (ECI) is pleased to announce that Mr. Gerald Montgomery (Gerry) has been appointed to the Board of Directors to fill the remaining term of Jim O’Tousa who recently stepped down as a Director.

Gerry graduated from the University of Denver with a BS in Construction Management / Public Administration. As a career consultant, he has served in numerous capacities as a senior construction and stormwater compliance professional with more than thirty-three (33) years of experience in construction management, regulatory compliance, erosion and sediment control, spill prevention and response, and NPDES program management. He currently serves as Vice-President of SWPPQueen and has held key leadership roles on major public works and infrastructure projects throughout California.

Gerry currently holds the following Professional Certifications: CESSWI 331, CIHECP 021, CPESC 5691, CPIESC 010, and CPSWQ 918. He also holds the State of California QSP/QSD and QISP as well as serves as a ToR for these programs. He also was a 2019 John Peterson Award recipient in recognition of his outstanding contributions to ECI and service to the stormwater profession.

Gerry has provided stormwater compliance and construction management expertise for public agencies and utilities, including Caltrans, Sacramento Municipal Utility District, Pacific Gas & Electric, and multiple California municipalities. He has also served on industry committees and training initiatives, including the Construction General Permit Training Team, the Caltrans/Industry Storm Water Committee, and the CESSWI Technical Committee.

President and CEO Robert Anderson commented on the new appointment:

“We were very saddened to see Jim conclude his service with ECI, and he will be greatly missed. He made significant contributions during his tenure.”

Mr. Anderson continued:

“The Nomination Advisory Council (NAC) reviewed previous applications, current advisors/liaisons, and a number of volunteers in light of the Board’s current skill sets and workload. There were several outstanding candidates. However, given our current position and future strategic direction, Gerry became the clear choice.

ECI is at an interesting crossroads as we conclude portions of our technical development initiatives and adapt to changing market demands and economic conditions.

In addition, with the loss of John Peterson, and as I begin to transition toward the end of my tenure, the Board, staff, and I are carefully considering the organization’s direction over the next decade, as well as the significant challenges facing the stormwater industry.

I have known Gerry since I joined ECI over the past twelve (12) years, the staff and I have worked very closely with him on several occasions, and he has become a trusted volunteer and advisor through his service in a variety of capacities. We believe his business expertise and technical knowledge will be a tremendous asset to ECI in the years ahead.

Gerry is also deeply passionate about training and education within the industry. As a result, I will be appointing him to a leadership role in this area of the organization. I look forward to working alongside him and am confident that he will make significant contributions to ECI in his new position.”

On behalf of the Board of Directors and staff, we are pleased to welcome Gerry as a new Director and extend our sincere appreciation for his willingness to serve the organization in this important role.
