Work Zone Travel Time Delay

VT AOT Research is excited to share our new Enhanced Fact Sheet for the Validating Travel Time Delay Quantification and Measurement Methods for Vermont Work Zones project! This project was just submitted as a potential AASHTO High Value Research project.


This project addresses the challenge of measuring work zone delays in Vermont, where current delay thresholds lack consistent measurement methods. By leveraging new data collection technologies, such as RITIS for probe-based data and Bluetooth pairing systems, the project evaluates and quantifies delay impacts across various roadway types. The study identifies travel time reliability metrics as effective measures and a framework was developed to select appropriate data collection methods based on roadway type and traffic volumes. This approach enhances the efficiency and accuracy of work zone delay assessments, ultimately improving mobility and reliability for the traveling public.


The results in the project helped VT AOT make the case to use probe data to meet federal requirements around work zone mobility reporting. The project has already reduced the number of smart work zone packages VT will need to pay for—the smart work zone item was already moved from a project currently under construction (I89 Exit 16 Diverging Diamond Interchange). An implementation guide is included in the project report to establish and monitor travel time reliability measures. This scalable framework is crucial for ongoing improvements and is being submitted for the national award due to its significant contributions to work zone management and safety.
