New Executive Order from Gov. DeSantis:
Important Changes to Early Child Care Programming Effective May 13, 2020

Dear Provider,

On May 13, 2020, Governor DeSantis issued Executive Order No. 20-52 for the Department of Education in response to the COVID-19 public health emergency.

Effective immediately, important changes to early childhood programming are as follows:

Voluntary Prekindergarten (VPK) Education Program:
Effective May 13, 2020

  • Students who have completed more than 70% of the 2019-2020 VPK school-year program are permitted to reenroll in another 2019-2020 school year VPK program at a provider that is open.
  • VPK classes are allowed to have less than four students during the remainder of the 2019-2020 school year program and for the 2020 VPK summer program.

School Readiness (SR) Eligibility:
Effective May 13, 2020

  • Searching for a job can be used as a valid purpose for care to establish eligibility for the School Readiness program through August 1, 2020.
  • Searching for a job can be used as a valid purpose to establish eligibility for families applying to the waitlist through August 1, 2020.
  •  Parents on the waitlist have 60 calendar days to submit the required documentation through September 30, 2020.
  • The 20 hours per week of work/education requirements for initial eligibility for School Readiness programs are suspended through August 1, 2020.

School Readiness Curriculum:
Effective May 13, 2020

  • School Readiness providers have until September 30, 2020 to implement an approved curriculum. The approved list, effective July 1, 2020, is available here.

Additional Information for School Readiness Providers:
Typically at this time of the year, completion of School Readiness contracts for the upcoming year is well under way. Your current contract is set to expire on June 30 and we have heard from many of you that wish to be proactive and complete your new contract as soon as possible.

At the current time, the Office of Early Learning has not made the 20/21 School Readiness contract available. OEL has been discussing options, including extending current contracts, to ensure School Readiness contracts are in place on July 1 and we are awaiting their final plans.

We will update you as soon as more information becomes available. Please be sure to check your e-mail regularly for updates about the steps needed to ensure there is no disruption to your School Readiness agreement.

Additional Information for VPK Providers
If your 2020/2021 profile is active in the Provider Portal, you should now see your 20/21 VPK contract and VPK application among your ELC contracts. These contracts will be in “initiated” status until you complete and submit them for review. The Provider Relations team has begun reviewing VPK contracts for the upcoming program year, please submit your VPK application and contract as soon as possible. Please note that both of these documents must be submitted before we can begin to review them.
 
If you have not yet submitted your 20/21 provider profile, we ask that you do so as soon as possible, so that it doesn't delay the contract review process. If your 20/21 profile was previously submitted, check the status to ensure no changes or corrections are needed. OEL Questionnaire Due Monday, May 18
As a reminder, for payment of the May Service Period, you are required to complete an online questionnaire in the provider portal and provide information related to any closure in April and the use or planned use of funds received. The questionnaire link is located on the provider portal homepage in the Common Tasks panel. You will be prompted with a pop-up when you log on to the provider portal. The questionnaire is required to be completed by Monday, May 18.
