Change to Deadline for TSP/EIV Policy Updates

Today, February 28, 2024, HUD’s Office of Multifamily Housing Programs published HSG Notice 2024-04 Revised Compliance Date: Updates to Tenant Selection (TSP) and Enterprise Income Verification (EIV) Policies and Procedures. This Notice extends the HOTMA deadline for owners to update their Tenant Selection Plan (TSP) and Enterprise Income Verification (EIV) Policies from March 31, 2024, to May 31, 2024.

For those of you who are still working on these updates, RBD has developed a TSP Checklist and an EIV Policy Checklist to help you identify new requirements for these policies. These checklists are available on our HOTMA Resources page.

RBD has updated the HOTMA FASTForms Package, the TSP FASTForms Package and the EIV FASTForms Package to include policies, notices and checklists to help you implement changes introduced when sites implement HOTMA. Forms may also be purchased individually. 

For those of you who do not need a new TSP, but who are interested in samples of new language requirements for the TSP, we offer a document that includes only new language for both Section 8 and non-Section 8 TSPs - TSP Sample Language for Tenant Selection Plans and House Rules. 

The remaining RBD FASTForms, including the new House Rules FASTForms Package, are currently under review and are being updated to comply with the most recent, revised HOTMA HSG Notice 2023-10 released in 9/29/2023 and revised on 2/5/2024.
