DMH/DD/SUS is announcing the release of an additional Request for Applications (RFA) for counties in Western North Carolina that were impacted by Hurricane Helene. This funding will offer vital support for community-based diversion programs and reentry services, assisting individuals involved in or at risk of entering the justice system. Funding for these services has already been awarded for other regions of the state. This RFA will allocate the remainder of the funds for areas that were impacted by Hurricane Helene.
These efforts are part of DMH/DD/SUS’s Strategic Plan to expand services for individuals in the justice system through its historic $835 million investment in North Carolina’s mental health and substance use services, I/DD and TBI services and support, and improvements in services for individuals in the justice system.
This new funding opportunity aims to provide support for law enforcement-assisted diversion (LEAD) programs, as well as housing and employment services for individuals reentering their communities after leaving carceral settings.
By offering these critical interventions, NCDHHS aims to reduce the reliance on incarceration and provide better pathways for individuals to receive treatment and support in their own communities.
Strengthening Services for Justice-Involved Individuals
The funding will support programs that focus on:

Expanding LEAD (Law Enforcement-Assisted Diversion) programs, which offer an alternative to jail for individuals with substance use disorders, connecting them to mental health, medical, and social services.

Increasing access to transitional housing and employment services for individuals reentering their communities after incarceration, addressing two of the most significant barriers to successful reentry.
These services are critical to ensuring that individuals have access to the support they need to recover and reintegrate, reducing the likelihood of re-incarceration and building a North Carolina where individuals have access to the services they need when they need them.
Applications Now Open
The RFA is now open and will close on March 18, 2025. A notice of awards will be distributed on April 11, 2025.
