ROCHESTER / OLMSTED COUNCIL OF GOVERNMENTS
This group was organized to comply with the Federal Aid Highway Act. The Act requires all urbanized areas, with populations of more than 50,000, to have an organization designated by the Governor of the state responsible for implementation and maintenance of a regional transportation planning program.
