The State has finally released its long-awaited regulations spelling out next steps for police oversight. The Maryland Police Training and Standards Commission published emergency regulations regarding police accountability boards (PABs)/administrative charging committees (ACCs) and the police disciplinary matrix. As emergency regulations, released in the final days just before the 2021 legislation takes full effect, they will be in effect for 180 days until fully finalized.
