INTRODUCTION

University Area Community Development Corporation (UACDC) is inviting proposals from qualified technology firms to provide comprehensive IT services in support of our strategic 2024 Technology Roadmap. We are seeking a proactive partner who can enhance our technology infrastructure, ensure compliance and security, and support long-term organizational growth across our primary campus and satellite locations.


ABOUT UNIVERSITY AREA CDC

The University Area Community Development Corporation (UACDC) is a 501(c)(3) nonprofit organization dedicated to the redevelopment, sustainability, and empowerment of the University Area community in Tampa, Florida. Our mission is to foster positive community transformation through strategic initiatives that address social, economic, and educational disparities.


For over 26 years, UACDC has served as a catalyst for change, enhancing the quality of life for residents through an array of comprehensive programs and services. Our efforts focus on housing stability, workforce development, education, health and wellness, and community engagement.


Financial Overview:

  • Annual Revenue: Approximately $8 million​
  • Funding Sources: State of Florida, Hillsborough County, private donors, and grants/contracts​
  • Staffing: Approximately 42+ full- and part-time employees
  • Related Entities: UACDC has 4 additional LLC’s that must be included​ in all services
  • Audit Firm History: Services currently provided by Cherry Bekaert


SCOPE OF SERVICES

Submitted proposals should cover the following services:


  • Cybersecurity & Compliance: Ongoing antivirus, antimalware, ransomware protection; security awareness training; firewall management; and data encryption strategies.
  • Cloud & Server Infrastructure: Maintenance of our cloud-hosted environment (Windows Server 2019), backup solutions, and lifecycle planning.
  • Network Infrastructure: Replacement of end-of-life switches and access points, network re-cabling, wireless dead zone analysis, and firewall upgrades.
  • Internet Redundancy & ISP Management: Assessment and implementation of dual-provider internet solutions to minimize downtime.
  • Email & Productivity Tools: Management of Microsoft 365 licenses (E1, E3, Business Standard), cost optimization, and user support.
  • End-User Computing: Hardware lifecycle planning, warranty tracking, OS upgrades, imaging strategies, and proactive device deployment.
  • Data Protection & Disaster Recovery: Development and maintenance of a 3-2-1 backup strategy with HIPAA compliance and business continuity planning.
  • VoIP & Telecom: Evaluation and potential implementation of a cloud-hosted VoIP phone system with modern mobility, conferencing, and cost-saving features.


PROPOSAL REQUIREMENTS

Interested vendors should submit:


  • Company profile and relevant experience (especially with nonprofits)
  • Approach to delivering services outlined above
  • Key team members and certifications
  • Work plan, timelines, and implementation milestones
  • Detailed cost proposal (hardware, licensing, labor, optional services)
  • Three (3) references from similar organizations
  • Proof of insurance and compliance credentials


EVALUATION CRITERIA

Proposals will be evaluated based on the following:


  • Technical expertise
  • Cost-effectiveness
  • Proposed approach
  • Experience with nonprofit/community-based organizations
  • References


SUBMISSION TIMELINE & SELECTION PROCESS

RFP Released - August 13, 2025

Proposals Submission Deadline - August 22, 2025

Interviews (if applicable) - August 25, 2025 through August 29, 2025

Vendor Selection & Notification - August 29, 2025

Project Launch - September 15, 2025
