INTRODUCTION
University Area CDC (UACDC) is accepting proposals from qualified CPA firms to provide audit and tax services for our organization. We invite your firm to submit a proposal for consideration. Below, you will find details regarding our organization, the services required, and proposal submission guidelines.
ABOUT UNIVERSITY AREA CDC
The University Area Community Development Corporation (UACDC) is a 501(c)(3) nonprofit organization dedicated to the redevelopment, sustainability, and empowerment of the University Area community in Tampa, Florida. Our mission is to foster positive community transformation through strategic initiatives that address social, economic, and educational disparities.
For over 26 years, UACDC has served as a catalyst for change, enhancing the quality of life for residents through an array of comprehensive programs and services. Our efforts focus on housing stability, workforce development, education, health and wellness, and community engagement.
Recent Impact Highlights:

Harvest Hope Park: Continues to thrive as a hub for family-friendly activities, now featuring a new turf field, generously supported by Hillsborough County.

Community Outreach: Engaged residents through 36 events, providing vital information about programs, services, and cultural opportunities.

Get Moving Program: Expanded to include activities such as water safety/swimming and girls' flag football, alongside existing programs, serving over 4,400 youth and adults.

Prodigy® Cultural Arts Program: Celebrated its 25th Anniversary, having served 45,000 individuals across seven counties since its inception, and offering transformative opportunities for youth and adults to explore, create, and develop life skills through the arts.

Attainable Housing Development: Actively repairing and rebuilding several housing developments affected by Hurricane Milton and preparing to break ground on University Townhomes, which will provide safe, affordable homeownership opportunities and housing counseling services to residents.

The Campus at Harvest Hope: Progressing as part of a five-year, $15 million capital campaign, including rehabilitation of an existing warehouse on site, and constructing an Economic Development Center which will serve as a hub for programs, services, and economic growth.

SCOPE OF SERVICES
Submitted proposals should cover the following services:
Annual Financial Statement Audit & Florida Single Audit:
- Conduct an independent financial audit in compliance with GAAP, Uniform Guidance, and State of Florida single audit requirements.
- Provide recommendations for financial process improvements based on audit findings.
- Attend scheduled meetings with UACDC’s Audit Committee, key personnel, and/or Board of Directors as needed.
Tax Services:
- Prepare and file IRS Form 990 and all applicable tax filings in compliance with federal and state deadlines.
- Provide guidance on tax-related issues affecting nonprofit organizations.
EVALUATION CRITERIA
Proposals will be evaluated based on the following and all items must be included in the submitted packet:
- Experience with nonprofit audits and government contracts
- Technical expertise and industry knowledge
- Proposed audit approach, use of technology, and efficiency
- Staff qualifications/resumes, retention rates, and three client references
- Fee structure and cost-effectiveness
- Commitment to client service and responsiveness
Note: UACDC may choose to award audit and tax preparation services to different firms based on proposal evaluations.

Initial Interest Calls to Audit Firms - May 9, 2025
RFPs Sent Out - Ongoing
Proposal Submission Deadline - June 6, 2025
Finance Committee Discussion on Proposals - June 20, 2025
Zoom Interviews with Top 3 Candidates - July 11, 2025
Final Selection & Award Notification - July 18, 2025
