Cascade Care Savings

Special Enrollment Period (SEP)

The state exchange, Washington Healthplanfinder, opened a special enrollment period (SEP) to allow enrollment outside open enrollment (OEP) and will be facilitating additional premium assistance to qualified individuals through a program called Cascade Care Savings. 

New and existing Washington Healthplanfinder customers who meet all qualified health plan eligibility requirements, have projected incomes below 250% federal poverty level (FPL) and are not currently enrolled in a Cascade Silver or Gold plan will be eligible for this new SEP. This SEP allows for enrollment on a Cascade Silver or Gold plan at any time throughout the year without having to experience a qualifying life event (QLE). Click here for a list of QLE’s.

If utilizing the Cascade Care Savings SEP for new enrollment or to make a change to a Cascade Silver or Gold plan, coverage will begin the first day of the month following plan selection. As an example, if a plan is selected anytime during the month of July the effective date will be August 1.

Current Healthplanfinder customers already enrolled on a Cascade Care Silver or Gold plan will not have the ability to make a plan change. Eligible customers who change plans within the same insurance carrier will retain policy accumulators (deductible and out-of-pocket maximum) met year to date. 

If customers choose to change insurance carriers their cost accumulators (deductible and out-of-pocket maximum) met year to date will be lost. 

How do I know if I am eligible for Cascade Savings special enrollment period?


Existing customers can check eligibility for this SEP by accessing their Healthplanfinder account and looking for the “Shop for Plans” button. Cascade Silver and Gold plan options can be accessed by clicking the active Shop for Plans button. 


New customers will need to complete an application, sign and submit to determine eligibility.

Cascade Care Savings

State Premium Assistance

Cascade Care Savings provides state premium assistance to eligible Washington residents earning up to 250% of FPL who enroll in Cascade Silver or Gold plans through the Washington Healthplanfinder. The expected implementation date for this program is January 1, 2023. We expect to have additional information on state premium assistance as we get closer to the 2023 OEP, which begins November 1.

Washington Apple Health Public Health Emergency (PHE) Extension

The Health Care Authority has been extending Apple Health coverage for those that would otherwise lose coverage due to income since the beginning of the public health emergency. The state of emergency has been extended in three month increments since the onset of the COVID-19 pandemic. 

The current PHE is set to expire October 13, 2022.


Current WAH customers will not lose their coverage during the PHE unless they do not meet residency, citizenship or immigration requirements, or request closure. Customers should continue to report changes, including changes to their household contact information.
