helpMontana HELP Act Update - stay up to date on Medicaid expansion

Since the legislative session, the Montana Department of Public Health and Human Services has been busy drafting a waiver to submit to CMS. We expect that they will finalize that waiver sometime soon and will begin a process to gather public input. In order to keep interested parties in the loop, DPHHS has put together a webpage and an email sign-up form. Make sure that you check out the webpage:  http://dphhs.mt.gov/medicaidexpansion and sign up to receive emails. One the waiver is final, we can expect a series of public hearing on the waiver and we want to make sure that health centers are involved. Once we have the dates and locations of those meetings, MPCA will be in touch about how you can get involved. Organizational Transformation 

nationalhealthNational Health Service Corps.  CHC Recruitment Tools WebinarMPCA staff on NACHC's HR Advisory Committee, are helping to coordinate a national CHC webinar to be held on August 4th .  The presentation will feature two presenters from the National Health Service Corps. who will specifically address topics important to CHCs, such as maximizing the use of NHSC's current offering of recruitment tools, such as the Job Board and the Virtual Recruitment Fairs. 

 

The learning objectives for this webinar are:

  1. Increase awareness of tools currently available from the NHSC to successfully recruit Scholars and clinicians interested in repaying student loans. 
  2. Be familiar with the process for determining eligibility for a NHSC Scholar placement and loan repayment.
  3. Understand Corps member responsibilities and health center commitment when employing a NHSC members.

We have also asked the presenters to provide data on the scholar placement success rates in rural CHCs as a result of the recruitment tools they offer.

Each month, tips will be shared on how to have a quality corporate compliance program at your health center. Having a good compliance program is necessary for Compliance with Office of Inspector General,  Section 330 regulations, and Medicaid/Medicare as well as being able to meet the future mandatory Affordable Care Act corporate compliance program condition for Medicare, Medicaid and CHIP program enrollment.  A good program demonstrates commitment to honest responsible corporate conduct, helps identify/prevent illegal and unethical conduct as well as improves quality of patient care.  A corporate compliance officer should be appointed at each health center who reports directly to the chief executive with periodic direct reports to the Board of Directors.   A good option,  especially for CHCs with smaller staffs, is to share compliance tasks with a committee.    Look for the personal qualities of integrity, sound judgment, leadership skills, assertiveness and approachability as well as expertise with health care industry operations and compliance.  If your health center has not designated a compliance officer, do so soon and send contact information to [email protected] to get on a list for any future mailings on compliance.

BPHC released PAL 2015-05, which outlines approved changes for the CY 2015 UDS to be reported by Health Center Program grantees and Look-Alikes in early 2016. Among changes are the addition of a new oral health measure: "Quality of Care Measures Table 6B, line22. "Percentage of children, age 6-9, at moderate to high risk for caries who received a sealant on a permanent molar during the reporting period.

While ICD-10 is almost here, you still have time to get ready. But you must get ready now!  Your health center should have completed or be close to completion on the following steps:

1) Make a Plan, 

2) Train Your Staff, 

3) Update Your Processes,

4) Talk with Your Vendors and Health Plans, and 

5) Test Your Systems and Processes. 

 

a)      Get Ready Now with the New CMS Quick Start Guide or visit  cms.gov/ICD10 for free resources, including the Road to 10 tool, designed especially for small and rural practices but useful for all health care professionals.

healthcareHealth Care Payment Learning and Action Network

The HHS Health Care Payment Learning and Action Network (http://innovation.cms.gov/initiatives/Health-Care-Payment-Learning-and-Action-Network/  ) has been launched to create a forum for public-private partnerships to advance value-based health care payment models.  All payers, providers, employers, purchasers, consumers and states are invited to participate

in the network by registering at. The network will move the Medicare program toward paying providers based on the quality, rather than the quantity.

Participants will be asked to participate in reporting progress toward alternative payment model goals to meet goals of 30 percent alternative payment model penetration by 2016 and 50 percent by 2018.  Alternative payment models include Accountable Care Organizations (ACOs), bundled payments and advanced primary care medical homes.
