New Traffic Control Setup on Genesee Avenue

November 4, 2025

Construction on the Morena Conveyance South & Middle and Conveyance Bike Lanes Project is scheduled to begin on Genesee Avenue between Clairemont Mesa Boulevard and Appleton Street starting as soon as Monday, Nov. 10. Work is expected to continue through the end of the year. Crews will install two underground pipelines that will connect to the Morena Pipelines Northern Alignment in University City, marking a major milestone for the Pure Water Program. Outlined below are the expected impacts to your neighborhood. This work plan is designed to allow the contractor to progress as quickly and safely as possible through the area.

What to Expect:

During working hours, 7 a.m. to 3 p.m., Monday through Friday, crews will operate large

excavators to dig the trench where the two new pipelines will be installed. All the work will take place behind the barricades of the work zone to ensure the safety of the public and crews while working. While crews are working, typical noise associated with construction may be heard. After the pipelines have been installed, crews will install temporary paving to cover the trench and continue to install pipeline. Every street where pipeline is installed will be fully repaved curb to curb and re-striped. Throughout this work, crews will maintain the cleanliness of the work zone to minimize any dust. Other portions of work, such as welding the newly installed pipelines, will also be taking place as part of this project.

The southbound side of Genesee Avenue will be closed to through vehicle traffic for approximately three weeks; however, local access will be maintained for residents, and one lane in either direction is currently maintained on the northbound side of Genesee Avenue. Once this phase is complete in a few weeks, crews will transition traffic control to the northbound side of Genesee Avenue with access to through traffic and two-way traffic maintained on the southbound side of the street.

Why: Pure Water San Diego is the City of San Diego's phased, multi-year program that will provide nearly half of San Diego's water supply locally by 2035 and significantly reduce treated discharges from the Point Loma Wastewater Treatment Plant. Pure Water San Diego will use proven water purification technology to clean recycled water to produce safe, high-quality drinking water. The program offers a cost-effective investment for San Diego's water and wastewater needs. San Diegans are getting dual value from this investment — reliable, sustainable drinking water and avoided wastewater costs. The Morena Conveyance South & Middle and Morena Conveyance Bike Lanes project is one of several major projects in Phase 1 of Pure Water San Diego.
