Important Update:

Addressing New California Fire Hazard Zone Maps


The updated Local Responsibility Area (LRA) Fire Hazard Severity Zone (FHSZ) maps for the BIASC region were released on Monday, March 24, with the exception of Ventura County, which was made available on March 10.

 

These updated maps expand the areas designated as "high" or "very high" fire hazard zones across the state. As a result, changes may impact building codes, defensible space requirements, and real estate disclosure rules, influencing where and how development occurs.

 

Our BIASC leadership and government affairs team is actively engaged in assessing the implications of these new maps, collaborating with our California Building Industry Association (CBIA) and local government leaders to understand their impact. Our focus remains on preserving a regulatory environment that supports home builders and ensures community safety and resilience, especially considering recent wildfire concerns.

 

As part of the process, local agencies must make these maps available for public review and comment within 30 days. Affected members should stay alert for opportunities to provide feedback. Additionally, local agencies have 120 days to adopt ordinances reflecting these FHSZ maps. Note that while they may expand areas or increase severity, they cannot reduce designations.

Action Alert - Rancho Cucamonga DIF Update

 

The City of Rancho Cucamonga has released their two new DIF studies with a public hearing scheduled on April 2.

 

Below are the Proposed Transportation Fee Schedule, Proposed Non-Transportation Fee Schedule, the Proposed Projects List, and the Transportation DIF Nexus Study.

Transportation DIF Nexus Study


City of Ontario DIF Update


The Ontario City Council on Tuesday, voted in support of an updated DIF Schedule with an effective date of July 1, 2025. The City has agreed to the following accommodations regarding the effective date of the ordinance. See Item 22 – Page 12 of the City Staff report for details. Given the significance of the fee increase, the fees will be phased in over time:

  • 50% of the fee increase will be effective July 1, 2025 and
  • 50% of the fee increase will be effective July 1, 2026.

 

Please note the established “Safe Harbor” date of May 30, 2025 and May 30, 2026 respectively.

 

If you submit for your permit by May 30th, then you will pay the DIF Fees in effect at the time of your submittal regardless if you actually receive your permit after the July 1 effective date of the increased fees. Hence, you are safe from having to pay the increased fee even after the new fee schedule is in effect.

 

Importantly, you must have a complete submittal by May 30th, with the concurrence of the City that your submittal is complete, to be sure you qualify for Safe Harbor treatment.
