President Biden Announces Climate Change Priority, Signs Executive Orders

Last week on January 27 President Joe Biden announced his Administration's priority for a comprehensive climate change policy, reversing the course set by former President Donald Trump's Administration. The White House announcement stated: "Today, President Biden will take executive action to tackle the climate crisis at home and abroad while creating good-paying union jobs and equitable clean energy future, building modern and sustainable infrastructure, restoring scientific integrity and evidence-based policymaking across the federal government, and re-establishing the President's Council of Advisors on Science and Technology."

The announcement followed President Biden's earlier decision for the U.S. to re-join the Paris climate change agreement.

Among the initiatives announced by President Biden last week were:
  • A "Build Back Better" plan calling for a $400 billion investment in clean energy research;
  • Establishment of a new federal agency to focus on climate;
  • Imposition of tariffs on imports from countries that lack adequate climate change policies as part of a new trade policy agenda; and
  • Development of the "low-carbon manufacturing sector" in each state by means of tax credits and subsidies to encourage employers to pursue clean technologies and the hiring of a new workforce to meet this objective.
The full Biden Administration climate change policy initiative is being studied and additional details will be reported in the weeks ahead.
Congressional PFAS Task Force Reestablished

The Congressional PFAS Task Force was reestablished in the 117th Congress last week. Chaired by Representatives Dan Kildee (D-MI) and Mike Fitzpatrick (R-PA), the bipartisan PFAS Task Force was originally established in the 116th Congress, and works to more urgently address the public health threat of per- and polyfluoroalkyl substances (PFAS) to better protect communities from the harmful effects of these dangerous chemicals. The Task Force is currently made up of over 50 bipartisan Members of Congress. A full list of Task Force members can be viewed here.

Additionally, the PFAS Task Force also sent a letter to the new Biden Administration last week outlining key priorities of the Task Force. The letter, signed by 132 Republican and Democratic Members of Congress, includes actions the administration can take to protect communities from PFAS immediately, including creating a nationwide drinking water standard for PFAS in drinking water and listing PFAS as a hazardous substance to clean up the harmful chemicals and make the polluters pay, not taxpayers. NEMWI President Pens Op-Ed Explaining State-by-State Presidential Elections

An Op-Ed written by NEMWI President and CEO Michael J. Goff on January 18 explained the basis and rationale in the U.S. Constitution for state-by-state power over presidential elections. Written in the context of questions about why states should run presidential elections and efforts by the U.S. Congress to insert itself in the process, the Op-Ed presents the basis in Article II of the U.S. Constitution for states to exercise power over U.S. presidential elections. The Op-Ed is presented from a non-partisan perspective and makes the case that James Madison's design for presidential elections is essential to keeping sitting presidents and the U.S. Congress out of running federal elections.

After the Op-Ed was published in the Baltimore Sun, it was picked up by newspapers in numerous cities, including in California, Florida, North Carolina, and Ohio. The Op-Ed can be read here.
