Congress returns from the August recess with an October 1 deadline to keep the government funded for FY 2024. While both the Senate and House Appropriations Committees have approved all twelve of the annual appropriations bills, only the House Military Construction and Veterans Affairs bill has cleared the House floor. Congress will most likely have to pass a continuing resolution (CR) to prevent a potential government shutdown.
The Senate, which returns this week, is rumored to be considering moving forward with a CR that might also include a supplemental appropriations bill to provide additional funds for Ukraine, FEMA disaster relief accounts, and border security.
The House, which returns to DC next week, has encountered some difficulties after the conservative Freedom Caucus announced that it would not support a “clean” CR, that would likely fund the government at its current funding levels. The Freedom Caucus cited its opposition to the FY 2023 funding levels when Congress passed an omnibus appropriations act last December as its main concern with passing a clean CR. Speaker Kevin McCarthy’s (R-CA) slim majority in the House will require him to either maintain full support from his caucus or negotiate a bill that can garner both Democratic and Republican support.
In addition to keeping the government funded, the Biden Administration has requested a $40 billion supplemental appropriations package for the Ukraine conflict efforts, FEMA emergency funding, and border security. While the House normally originates spending bills, it is very possible that the Senate will move first on a CR and supplemental bill, as the path for passage in the House remains very tricky.
