Opening the briefing will be the House Manufacturing Caucus’ Co-Chairs, Representative Tim Ryan (Ohio) and Representative Tom Reed (New York). Panelists from Retriev, 6-K Inc., and Enersys will be presenting, with the panel moderated by NEMWI Board Vice Chair, Mary Cronin, the VP for Government Affairs at 6-K Inc.

NEMWI To Host Great Lakes Primer and Orientation Webinar on PFAS
Per- and poly-fluoroakyl substances (PFAS), which are also referred to as the “forever chemical” because they don’t breakdown in the environment, continues to emerge as one of the most urgent public health concerns to the Great Lakes region. PFAS, which includes thousands of chemicals that are used for their nonstick, stain-repellent, waterproofing, and fire-retardant purposes, are used in a staggering array of consumer products and commercial applications, and are especially prevalent in the Great Lakes region due to decades of industrial activities throughout the region. Because of their widespread use, PFAS can be found in almost every aspect of American life, even though PFAS has been linked to numerous medical conditions including cancer, weakened immune systems, and reproductive problems.

Historic Infrastructure Bill Passes Congress
Congress passed a $1.2 trillion infrastructure bill last week that will provide federal funding for key infrastructure priorities, including highways, bridges, seaports, waterways, transit systems, airports, passenger rail, and freight rail. The Infrastructure Investment & Jobs Act, which passed the U.S. House of Representatives by a bipartisan vote of 228-206 Friday night, also provides resources for drinking and wastewater systems, broadband, and energy infrastructure. The Senate had approved the bill in August. Reports have stated that the President could hold a bipartisan signing ceremony for the infrastructure bill as soon as this week.
Of particular interest to the Great Lakes community, the bill includes an additional $1 billion for the Great Lakes Restoration Initiative (GLRI). Key highlights of the bill include:
$110 billion for roads and bridges;
$66 billion for passenger rail;
$11 billion for highway safety;
$39.2 billion for public transit;
$25 billion for airports;
$55 billion for drinking water and wastewater;
$65 billion for the power grid;
$47.2 billion for infrastructure and cyber resiliency;
$7.5 billion for electric vehicle charging infrastructure;
$21 billion for superfund and other legacy pollution clean-up;
$8.3 billion for Bureau of Reclamation western water projects; and
$7.5 billion for school bus and ferry emission reduction.
National Flood Insurance Bills
Introduced in U.S. House, Senate
NEMWI’s Great Lakes Legislative Tracker highlights that this past week, U.S. Representative Frank Pallone, Jr. introduced the National Flood Insurance Program Reauthorization and Reform Act of 2021. This legislation, if signed into law, would reauthorize the National Flood Insurance Program. The bill currently has 14 co-sponsors.
Additionally, U.S. Senator Robert Menendez introduced S.3128. If signed into law, S.3128 would reauthorize the National Flood Insurance Program. The bill currently has eight co-sponsors.
