Cyber Fraud Task Force Bulletin
The District Court of Guam has provided the business community with a downloadable Cyber Fraud Task Force Bulletin released this week which provides updated information on the ways businesses and individuals can be scammed across digital platforms, cyber attacked or taken advantage of regarding fraud associated with COVID-19. Feel free to share this information among your colleagues, partners and family members.

We are pleased to provide you with tools to help you and your business as you get your place of work ready for your employees and your customers. Some of you may have everything you need and others are still looking for guidance. Take what you need and pass along to other businesses that could use this assistance. Lets help one another get our economy back up and running safely.

A kind reminder to all businesses that have not been monitoring your contact tracing efforts: DPHSS has contacted the Guam Chamber to remind companies operating in PCOR 1 that their staff does review contact tracing information and is requesting that all companies operating in PCOR 1 must keep up with these protocols. Businesses are asked to keep a log of visitor/customer name and contact information.

Bill No. 373-35 has passed and will likely be signed into law. Alternative sources need to be sourced and adopted as Guam phases out the use of plastic bags and paper bags for most retail and all wholesale establishments.

PLASTIC BAG BAN EXEMPTIONS:
  • A bag for use in a retail or wholesale establishment to package bulk items such as fruits, vegetable, nuts, grains, candy, meats, poultry, or fish.
  • A bag provided to consumers for use in a retail or whole establishment to package small hardware items.
  • A bag to contain or wrap flowers, potted plants, or other items where dampness may be a problem.
  • A bag to contain non-prepackaged food items or bakery goods.
  • A bag provided by a pharmacy to carry prescription drugs.
  • A bag used for newspapers
  • A bag used for laundry dry-cleaning.
  • Bags sold in packages containing multiple bags intended for garbage, pet waste, or yard waste.
  • A bag used to package and secure fragile merchandize
  • A bag used to help isolate frozen items
  • A reusable carry-out bag

REMINDERS:
January 1, 2021: Non-biodegradable plastic carry out bags are banned.
January 1, 2022: All plastic carry out bags are banned.
July 1, 2022: Paper carry-out bags are banned unless you are a food service establishment.

Nav Fac Announced $990 Million Government of Japan-Funded Multiple Award Construction Contract for Work in the Pacific
JOINT BASE PEARL HARBOR-HICKAM – Naval Facilities Engineering Systems Command (NAVFAC) Pacific awarded today a $990 million multiple award construction contract (MACC) for work on projects located primarily in Guam and in various sites within the NAVFAC Pacific area of operations. The work to be performed includes, but is not limited to, work on administrative facilities, barracks/dormitories, dining facilities, ranges, educational facilities, training facilities, roads, streets, site utilities/infrastructure, and other base development facilities.
 
The contract supports the Defense Policy Review Initiative (DPRI) and is funded by the Government of Japan (GoJ) as part of the International Agreement between the United States and Japan.
 
“We are especially pleased to be awarding this MACC for the GoJ-funded construction projects on Guam,” said NAVFAC Pacific Guam Program Management Office Director Will Boudra. “With multiple contractors and a capacity of $990 million in new contract awards over the next five years, this MACC adds robust capacity to our acquisition toolbox in support of the DPRI construction program.”
 
Hensel Phelps-Shimizu Joint Venture of Honolulu, Hawaii is the first of seven companies being awarded the initial task order at $53.9 million for the construction of a base administration building on Marine Corps Base Camp Blaz (MCBCB) in Guam. Work for this task order will be performed in Guam and is expected to be completed by May 2023.
 
“These contract awards are another pivotal step as we continue to build MCBCB,” said MCBCB Commanding Officer Col. Bradley Magrath. “The J-011 base administration project will be the new command headquarters for Camp Blaz and we are very excited about this project and our progress with the establishment of Camp Blaz. We would like to thank our team members and partners as we continue to ensure a responsible construction process through extensive joint efforts.”
 
In addition to Hensel Phelps-Shimizu Joint Venture, the following six companies are each being awarded a MACC contract – Aptim Construction JV, LLC of Alexandria, Va.; Black Construction– Tutor Perini JV of Harmon, Guam; Caddell-Nan a Joint Venture of Montgomery, Ala.; Core Tech-HDCC-Kajima, LLC of Tamuning, Guam; CWI-Weitz JV of McLean, Va; and Gilbane SMCC ECC LLC of Concord, Calif. 
 
The majority of work will be performed in Guam, but may include other areas under the cognizance of NAVFAC Pacific, with an expected completion date of January 2026. 
 
“Over the five-year life of this MACC, significant funding will flow into the Guam business economy,” said Boudra. “The active participation of the Guam engineering and architectural design firms, construction companies and suppliers is critical to the success of the build-up in advance of the arrival of U.S. Marine Corps operational units on Guam.”

As difficult and trying as 2020 was for us all, I believe it is essential to look at the blessings, be it some small in scale, that manifested through these unprecedented times. From the intentional focus on our family to the unconstrained time of personal reflection, we rediscovered resilience and the ability to adapt, protect our loved ones, and prioritize our relationship with God, our health, and wellness.
Professionally, it was inspiring to witness the local business community rally in unity for our economy's livelihood and all those that depend on it. May this commitment continues to flourish, and may we continue to Support Local as we rebuild a better Guam!

Maintaining relationships in 2020 was hard for me. I want to improve on engaging with people virtually in 2021. I would like to use these new ways to communicate to reach out and reconnect with friends and colleagues and see what I can do to make new connections until we are able to meet again more regularly in person. 
 
I also felt that a lot of my 2020 was spent reacting to problems caused by the pandemic. I am looking forward to being more proactive in 2021 as we plan to put this pandemic behind us and help our businesses and our community recover.

Extension of Amended Hours of Operations for the Division of Environmental Health’s Processing Center Section effective January 4, 2021 - January 31, 2021.
 
The Director of the Department of Public Health and Social Services would like to inform the public of the extension of the amended hours of operation for the Division of Environmental Health’s Processing Center Section (PCS), which issues Health Certificates, Sanitary Permits, Disinterment/Reinterment clearances, and Guam Controlled Substances Registrations.
 
The extension of the amended hours of operation will be in effect from January 4, 2021 – January 31, 2021. During this time, PCS will be open from 8:00 AM to 12:00 PM, Monday through Friday, except observed Government of Guam holidays. The continued extension is necessary to address urgent assignments related to the Department’s COVID-19 response activities such as testing and vaccination distribution. All scheduled training courses will continue to take place and is not affected by this amended schedule.
 
Regular office hours will resume on Monday, February 1, 2021 as follows: 8:00 AM to 12:00 PM and 1:00 PM to 4:00 PM, Monday through Friday, except on Government of Guam holidays.
