NEW YEAR - NEW RULES


It's more important than ever to stay on top of the rules and regulations that affect you. Here are just a few:


  • You must pay interest on your tenants' security deposits by the end of January, at a rate of 0.12% ($1.20 per $1000 of security deposit). This can only be paid as a check or a rent credit.
  • You are now required to provide and maintain a stove and refrigerator in all units, under AB628. The tenant has the option to bring their own refrigerator, but you must document that the tenant has done this voluntarily.
  • Los Angeles County continues to extend the wildfire state of emergency declaration every month. This means that rent increases on new tenancies are generally restricted to 10% under price gouging laws. This is a complex area, so seek legal counsel on whether this applies to your situation.


These rules are very detailed and sometimes seem deliberately intended to catch out housing providers. We will do our best to keep you informed. You may also find out more from sources like AAGLA's 2026 legal review.




FAIRNESS IN 2026


Appellate Court Justice Segal said, "this is the most unfair, discriminatory rent stabilization board that I have ever seen". We are continuing to fight for fair representation on the Rental Housing Board. Our recent survey shows that 80 percent of Pasadena's voters agree that there should be an equal number of tenants and landlords on the Board.


Our November 2026 ballot measure will:


  • Create a fair rent board with equal number of tenants and landlords
  • Promote the rental of single-family housing left empty because of Measure H's overreach
  • Cap rent registry fees to halt unconstrained spending
  • Improve accountability and reduce bureaucracy by merging the redundant and wasteful Rent Stabilization Depart into the pre-existing Pasadena Housing Department.
  • Retain protections for tenants around rent increases and unfair evictions.



Please contribute to our fund. $10 per unit per month will pay for the legal and political expertise we need to restore fairness and reasonable policies to Pasadena.
