Lisa Joiner appointed as new Deputy Director of Building Division
After a competitive recruitment this winter, Lisa Joiner has been appointed as the Deputy Director to oversee the Building Division, replacing James Son who retired last year. Lisa left private sector work in 2012 to join San José as a Plan Check Engineer and progressively promoted to Senior Engineer, Division Manager, and then in late 2020, began in the acting role as Deputy Director of the Building Division.
Lisa holds a B.S. in Structural Engineering from University of California, San Diego and a M.S. in Civil and Structural Engineering from Stanford University. She is a registered professional Civil Engineer and Structural Engineer in the State of California; is certified by the International Code Council (ICC) as a Building Plans Examiner and Building Official; and is a Certified Access Specialist (CASp). With Lisa’s deep understanding of Development Services priorities and her strong commitment to excellence, we welcome her expertise and leadership to continue the Building Division’s great efforts in serving San José residents.

New "Permit Services & Virtual Appointments" system for building permits

The new Permit Services & Virtual Appointments system provides building permit applicants with a clear path for different types of projects. For several projects, applicants can directly set an appointment to meet City staff online and submit and discuss their project plans.
Even before the pandemic, the City's Building Division team were hard at work to improve the digital permitting experience for customers.
“We've been working on the digital permit experience in recent years — recognizing the time and resource savings and Climate Smart benefits such as reduced emissions associated with driving to the Permit Center. With the pandemic, it’s been clear that digital services, being inherently remote, contribute to protecting public health as well,” Rosalynn Hughey, director of the Department of Planning, Building and Code Enforcement.
Under shelter-in-place, emailing City staff for project submittal appointments has been cumbersome. With this new system, applicants can set the appointment themselves for projects involving accessory dwelling units (ADUs); simple projects; and projects involving either quick "over-the-counter" plan review or the more extensive regular plan review.
The technology underpinning the virtual appointments is Qmatic, a system that the Development Services Permit Center, when open, also uses for customer ticket issuance. The online meeting takes place on the free Microsoft Teams platform.

SJePlans now processes plans for fire permits
Effective March 3, 2021, SJePlans, the City's electronic plan submittal and review system, handles Fire Special System permits and Hazardous Materials System permits, as issued by the City’s Bureau of Fire Prevention.
SJePlans rolled out in August 2020 with the capability to handle five types of major Planning permits and nearly all types of Public Works permits and Public Utility permits. Now fire permits have been added.
“These are among our most common types of fire permits, and we’re excited to give our permit applicants the ease and efficiency that comes with using SJePlans,” said Deputy Chief Hector Estrada, who heads the Bureau of Fire Prevention.
To date, more than 1,300 projects have funneled through SJePlans. In a future phase, building permit projects will be added to the electronic plan review system, enabling thousands of more projects to be efficiently handled by this system.

Find more than 50 types of permits that you can download at SJPermits.org
Yet another enhancement to digital permit experience is our expansion of the types of building permits that can be downloaded through SJPermits.org from your home or office computer. Most recently, the Damage Survey Request, Temporary Power Pole, and Minor Historic Residential Permits were added to the list of available online permits. Online permits are not only fast and convenient, they are also cheaper, offering customers a savings of $48 off the regular permit fee.
