Dear Indio residents,
My name is Reymundo Trejo, and I am excited to be given the opportunity by the City Council and City Manager to serve as the new Indio Water Authority (IWA) General Manager. I originally joined the City of Indio as the Assistant General Manager in January 2020 and look forward to continuing my journey with this team of talented professionals, where I will apply more than 25 years of water industry experience to ensure a safe and sustainable water resource portfolio to support the growth of the City.
In addition to leading IWA, I will continue serving as the City’s representative on the Imperial Irrigation District’s Energy Consumers Advisory Committee (ECAC), addressing the growing power-energy requirements of the Coachella Valley. I also serve on the Technical Advisory Committee (TAC) for the East Valley Reclamation Authority (EVRA), exploring the implementation of recycled water program as a long-term water supply resource for the City of Indio.
A lot of financial and project planning goes into bringing safe and reliable water from the water source to your tap. This includes a comprehensive capital improvement program to not only maintain infrastructure but also expanding the system to support demand. For instance, we have a water pipeline project scheduled to break ground in late January along Miles Avenue, from Monticello Avenue to Sedona Drive, where 3,700 linear feet of pipeline will be installed to increase water pressure and provide additional fire flow capacity to the western part of the City’s water service area. Last month, the City Council/IWA Board adopted the 2022 Indio Subbasin Water Management Plan Update. The groundwater management programs, including conservation, have replenished 4 million acre-feet of imported water into the Coachella Valley groundwater basin. Over the past 10 years, groundwater levels have increased or stabilized over most of the Indio Subbasin, and overdraft has been eliminated, a sign that the programs are working. This kind of progress is made possible through regional coordination and planning. Be sure to read the article in this newsletter for more details.
Not only does conservation play a role with sustainable groundwater management, but using water wisely is the new norm. The Governor’s drought declaration and call for 15% voluntary conservation is a reminder that water is a limited resource. Repeated actions such as timely repair of leaks, turning off the water when brushing, and reducing runoff from outdoor watering do make a difference. SAVE THE DATE TO TAKE CENTER STAGE
Grab your boots and get ready to take Center Stage in the Coachella Valley's original downtown! The City of Indio presents its first monthly event, at our Outdoor Living Room located at Smurr Street and Miles Avenue on Jan. 15, 2022 from 6 to 9 p.m. We'll feature different themed entertainment each month, but are kicking things off with a country night!
Our first Take Center Stage event will include music from the Sarah Winchester Band, DJ/Emcee Big John Miller, a “walk-about” area, corn hole tournament, line dancing instruction, tailgate party games, kids activities, BBQ and other down-home cooking, local brews, and sweets. Jan. 15th's event is a pilot for the City’s ongoing monthly events officially beginning Feb. 12, 2022 and operating year round!
All amenities will be provided for event goers: Seating area with picnic tables, standing room with nicely refurbished wine barrels, corn hole and other outdoor games, designated port-a-lets (located at Miles Avenue and Towne Street), and plenty of parking along Towne Street, Miles Avenue and Indio Blvd.
Take Center Stage is a non-ticketed event in a fenced-in, fully lit area the city is working hard to activate for you! Come dressed for the weather, the occasion, and wear proper shoes, as the boot-scootin' will be on an uneven surface. We encourage those who would like to bring their own chairs or blankets to do so-- consider it your Outdoor Living Room!
Team Indio created this outdoor space to help enliven and energize downtown, which has brought a high level of interest from business owners to relocate or expand their services into this walkable, shoppable location. Make sure to bring your cameras to capture the magic as we get ready for our next act downtown on Jan. 15, which will include the ribbon cutting of the Colossal Cacti sculptures at Smurr Street south of Miles Avenue at 7 p.m.
As part of our inaugural event, the City of Indio is also excited to announce its new collaboration with Desert Theatreworks (DTW) to invite audiences into our downtown entertainment district. On Jan. 15, grab some delicious BBQ, refreshing beverages and enjoy the live music at the Outdoor Living Room before heading to DTW's production of “Always, Patsy Cline” at 7:30 p.m. at the Indio Performing Arts Center (IPAC).

BE CERTAIN IN A DISASTER WITH CERT TRAINING
Be part of Indio’s disaster response team by learning some basic techniques to positively contribute during an emergency! The City of Indio is holding a free Community Emergency Response Team CERT training Feb. 4 to 6 to prepare citizens with basic disaster response skills such as fire safety, light search and rescue, team organization, and medical operations.
CERT training will require a commitment of 20 hours of your time. Those who successfully complete the practical exercises in fire suppression, search and rescue, and medical operations will receive a certificate of completion.
The CERT training will be held at the Indio Emergency Operation Center on 45222 Towne Street in Indio:
Friday, Feb. 4, 2022 from 5:30 p.m. to 9:30 p.m.
Saturday, Feb. 5, 2022 from 8:00 a.m. to 5:00 p.m.
Sunday, Feb. 6, 2022 from 8:00 a.m. to 5:00 p.m.
The Community Emergency Response Team (CERT) program educates community members about disaster preparedness and offers a consistent, nationwide approach to community training and organization that professional responders can rely on during disaster situations, allowing them to focus on more complex tasks. CERT members can also assist people in their neighborhoods or workplace during or after an event when professional responders are not immediately available.

SPRUCING UP OUR ACT!
The City of Indio is helping our neighborhoods set the stage for an even more beautiful community by hosting a series of five cleanups around the city, beginning in January.
City staff, volunteers, commissioners and councilmembers will be out in force in the northeast area of the Kenner neighborhood on Jan. 22 from 7 a.m. to 11 a.m. armed with brooms, dustpans, trash bags, water and snacks for maximum impact in minimal time. In addition, through its partnership with Burrtec Waste & Recycling Services, the city will provide free curbside pick-up for bulky items and other trash and debris like mattresses, old carpet, toys and green waste during each cleanup day. Please place your items out for pick-up prior to 7 a.m. and refer to our website for a full list of acceptable items.

COUNCIL APPROVES REGIONAL GROUNDWATER MANAGEMENT PLAN
The Indio City Council/Indio Water Authority Board adopted the 2022 Indio Subbasin Water Management Plan Update (“Plan Update”) at its Dec. 15 meeting. The document outlines how water agencies in the Coachella Valley plan to meet current and future water demands through Year 2045, sustainably manage groundwater, protect water quality and manage future costs. The Plan Update for the Indio Subbasin was a collaborative effort with other water agencies which includes Coachella Valley Water District, Desert Water Agency, and City of Coachella/Coachella Water Authority, that help manage the basin.
The Plan Update is to comply with the Sustainable Groundwater Management Act (SGMA), the 2014 legislation designed to halt overdraft and bring groundwater basis into balanced levels of pumping and recharge. Plan Updates are submitted to the State every five years, with this Plan Update due to the State by January 1, 2022.

'ALWAYS' A GOOD TIME AT THE IPAC
Desert TheatreWorks is proud to present a musical tribute to the First Solo Female performer to be inducted into the Country Music Hall of Fame – Patsy Cline!
However, "Always…Patsy Cline” is more than a tribute to the legendary country singer who died tragically at age 30 in a plane crash in 1963. The show is based on a true story about Cline’s friendship with a fan from Houston named Louise Seger, who befriended the star in a Texas honky-tonk in l961, and continued a correspondence with Cline until her death. The show’s title was inspired by Cline’s letters to Seger, which were consistently signed “Love ALWAYS… Patsy Cline.”
This show, complete with down home country humor, true emotion and even some audience participation, includes many of Patsy’s unforgettable hits such as Back in Baby’s Arms, I Fall to Pieces, Sweet Dreams and Walking After Midnight, She’s Got You, and, of course, Crazy.

YAC GIVES BACK FOR THE HOLIDAYS
What better way to start the holiday season than by giving back to those who need it most? Members of Indio's Youth Advisory Council (YAC) volunteered at the Narrow Door’s annual Coachella Valley Christmas Store in December, providing gifts to needy families across the Coachella Valley. Families were pre-selected thanks to the support of all three local school districts. During this event, each family received a gift for each of their children and a food box with all the holiday trimmings.
“The experience of being able to work at the Christmas Store made me feel emotional, blessed, and joyful," said YAC member and Indio High School freshman, Frida Arriaga. "I always feel happy when I help someone else and having the opportunity to help others also reminds me about the things I am grateful for. It was an amazing experience and I really recommend volunteering at the Christmas Store to everyone!”
Due to COVID-19 families weren’t able to come in and take a picture with Santa and ‘shop’ at the Christmas Store like in past. Fortunately YAC members stepped up to the challenge. The YAC elves personally picked out gifts for children ages 14 to 18, based on information taken during registration. They packed all gifts, which even included shoes, so they could be delivered during a drive-thru pick-up type event.
Teen Center Community Program Administrator, Rosalva Campos, talked about the importance of giving back to a community with fewer resources. “Reading Christmas lists with kids asking for ‘their own blanket’ as their Christmas gift reminded me of the tremendous need out there.”
YAC member Kailey Cisneros, a freshman at Indio High, mentioned being happy to “have had the opportunity to help wrap Christmas gifts for those parents that can’t afford to buy their children a Christmas gift.” She later added that this act of kindness, “put a smile on a kid’s face this year for Christmas.”
When talking about bringing smiles and joy this time of year, YAC Senior from La Quinta High, Lilyana Garcia also said it made her “happy knowing that she’s making someone smile,” during her time volunteering with the other YAC members.
YAC Indio High School sophomore, Miabella Cancino, explained “the Christmas Store was a great experience. It’s the season of giving and this way is a great way to show it.” She went on to say that volunteering brought her a learning experience. “Because it taught me not to take anything for granted."
The Indio Youth Advisory Council is composed of select high school students that reside in the City of Indio. YAC is, in essence, the voice of the youth of the City of Indio. They sit alongside City Council Members on the dais, represent the city at various community events like this year’s Christmas Store.

EAGLE PROJECT TAKES FLIGHT AT CITY HALL
Since its inception in 1911, only four percent of Scouts have earned the highest rank of Eagle Scout, and Ruben Diaz, Jr., a senior at Shadow Hills High School and a lifelong resident of Indio, will soon become one of them!
Diaz, or RJ, as he is called by friends and family, unveiled his Eagle Scout service project on Dec. 18 in front of Indio City Hall. The project is a flag drop box, where people can leave their tattered American flags with assurance they will be safely and reverently retired.
RJ worked with Eagle Scout and Indio City Manager Bryan Montgomery to determine the best placement for the flag drop box. He also learned procedures for flag retirement from members of the Herman Granados American Legion Post 739. His project included beautification of the grounds where the flag drop box is located near City Hall.
Following months of determined hard work and lessons from Ruben Diaz, Sr. on metal fabrication, RJ’s project was unveiled at a ribbon cutting ceremony. He was helped by volunteers from Troop 50, the oldest in the desert.
“As a fellow Eagle Scout, I understand all of the hard work that Ruben and his parents have put forth to earn this award and we’re grateful for his project to bring a flag box to Downtown Indio,” added Montgomery.
RJ also expressed his gratitude “for the leadership opportunities I’ve had so I can demonstrate the skills I’ve learned over the years and help people who don’t have the same skills.”

HITTING IT OUT OF THE PARK
Indio residents scored a major victory in December when California State Parks awarded the City $8.5 million to build a new sports park on a 31-acre city-owned parcel between Jackson Street, Avenue 44 and Market Street. Indio was one of four Coachella Valley cities to receive funding as part of the Statewide Park Development and Community Revitalization Program. Indio submitted an application in March 2021 after an extensive planning and public input process.
Thanks to the grant, plans are now in place to build two baseball, four soccer, one football, and seven open play fields with lighting. In addition, the park will include a lighted parking lot, restroom/concessions building, eight play structures on sports fields, two shade structures, five picnic areas with shade, public art, trees and lighted walking pathways.
“The project will transform vacant land into much needed sports fields and park amenities for the whole community,” said Indio Parks and Facilities Project Coordinator Mike Edgar. “The park has been a long-term dream of the neighborhood, and when it’s done, it will be a real gathering place for residents and visitors.”
The City will now obtain bids for project construction, and hopes to break ground in 2023.

The City of Indio is developing a plan for increased and better broadband that will improve internet access for residents, support new and future businesses, and help the City remain economically competitive. COMMUNITY POLICING IN PRACTICE AT INDIO PD
IPD is fortunate to have a dedicated social media team that also helps plan and organize special events. During the pandemic, we transitioned many of these events to virtual platforms through Facebook Live. Our 2020 Virtual National Night Out and Coffee with the Chief events were widely successful and engaged our community. Community events are integral to the fabric of Indio and IPD because of our commitment to the community, especially during the trying times we've experienced since March 2020.
IPD has resumed planning in-person events with our residents, including a Coffee with a Cop event that featured different sections of our IPD family at Indio coffee shops. Coffee with a Cop is a national event that strives to provide a forum for proactive conversations between law enforcement and the community.
In December 2021, Team IPD also hosted a booth at the 29th Annual Indio International Tamale Festival showcasing our fantastic officers, code enforcement team, and administrative staff! Also in December, IPD, through a partnership with Walmart, helped sponsor a shopping spree for nine middle school students from our four Indio middle schools. The IPD team shopped with students to choose, purchase, and wrap presents for the holidays.
By far IPD's biggest outreach event is National Night Out, usually held in October. The event is based on a national model that fosters positive relationships with the community and its partners, which are showcased during the event. IPD brought together more than a dozen different agencies and non-profits that underscore the department's goal of providing resources and inspiring the future generation of law enforcement professionals. Our 2021 National Night Out was nationally recognized – ranking 13th in the nation within our award category out of over a thousand participating communities!
"The national honor is truly spectacular as we brought together all segments of Indio," added Indio Police Administrative Officer Ben Guitron. "The community support the department receives is crucial to all its members."

JUNIOR HISTORIANS PROGRAM: JANUARY 24 - MARCH 9, 2022
The Junior Historian Program is a dynamic after-school program for 3rd, 4th, and 5th graders that includes hands-on activities and beloved old-fashioned games in a safe and encouraging environment. From January 24 to March 9, Junior Historians meet Mondays and Wednesdays from 3:30 p.m. to 5:30 p.m. at the CV History Museum. JAPANESE MEMORIAL GARDEN
The Japanese Memorial Garden at the CV History Museum is undergoing extensive renovations to help restore the beauty and vitality of this important cultural treasure. Initiated by a local chapter of the Japanese American Citizens League (JACL) in 1985, the garden’s features need refurbishing so it can continue to be a fitting memorial to the Coachella Valley’s early “Issei” pioneers. CV History Museum’s newest exhibit, "Salton Sea Stories," is an eclectic mix of photos and artifacts from the area’s heyday as a popular riviera in the desert. WITHOUT FURTHER ADO
On Dec. 1, 2021, in front of a standing-room only crowd at the City of Indio Council Chambers, outgoing Mayor Elaine Holmes swore in Waymond Fermon as the city's 58th mayor, and its first African American mayor. Mayor Fermon was born at the former Indio Community Hospital (now John F. Kennedy Memorial Hospital), and spent his entire childhood here, playing football, basketball and running track and field for the Indio High School Rajahs. Outside of his service with the city, Mayor Fermon is a father and a 20+ year veteran state corrections officer.
"I'm looking forward to continue working on some of the initiatives we've moved forward with as a City Council," said Fermon. "The expansion of College of the Desert's Indio campus, homelessness and housing issues, the highway 111 corridor, improvements downtown, and of course, welcoming back our festivals."
Fermon was elected to the Indio City Council in 2018, and currently serves on the Public Safety and Homelessness committees for the Coachella Valley Association of Governments, Eastern Riverside County Inter-operable Communications Authority (ERICA), Riverside County Transportation Committee, and the Joint Powers Authority for the Visit Greater Palm Springs Visitors Bureau, among other partner agencies.
Oscar Ortiz has now rotated into the position of Mayor Pro Tem, supported by Councilmembers Lupe Ramos Amith, Elaine Holmes and Glenn Miller.

CITY OF INDIO REDISTRICTING PROCESS 2021-2022
Get involved in the City of Indio redistricting process for 2021-2022.
Local governments are required to use new census data to redraw district lines every ten years.
The City of Indio is asking for your help to plan, draw, and re-divide new City Council districts to make sure each city councilmember represents about the same number of constituents. Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a councilmember who will best represent their communities. This process must be completed by April 17, 2022.

GRANT AND ESL OPPORTUNITIES AT COD
Students who take Spring 2022 classes at College of the Desert (COD)'s Indio or other campuses, can take advantage of a one-time federal grant encouraging students to start or continue their education following hardships caused by the COVID-19 pandemic.
The U.S. Department of Education grant will award students up to $100 per course credit, more than double the per-unit cost of $46. This could amount to $1,800 for students taking 18 units in the semester.
The grant is also available for COD non-credit courses. Grants are available for $25 per non-credit course for Adult Basic Education and upper-division noncredit classes and $150 per course for English as a Second Language Noncredit.
No application for the grant is required but students must be actively enrolled in spring classes by March 15, 2022, to qualify.
“This grant allows College of the Desert to make education much more affordable for the Spring term,” College Superintendent/President Martha Garcia, Ed.D., said. “The College appreciates its ability to support students who had to forgo their education because of the pandemic, and provide them with funds to pay for books, tuition, living expenses, and other necessities.”
Students qualify for the funds regardless of residency or immigration status. Partnership and Community Education (PaCE) program students are not eligible.

SOUTHWEST ARTS FESTIVAL RETURNS TO INDIO
Four days, two hundred plus artists, and countless reasons to attend the 2022 Southwest Arts Festival.
The Southwest Arts Festival® Indio returns to beautiful Empire Polo Club from Jan. 27 through Jan. 30, 2022 courtesy of the Greater Coachella Valley Chamber of Commerce, in partnership with the City of Indio. The acclaimed art festival features a variety of traditional, contemporary, and abstract fine works of art, jewelry and quality crafts.
This once a year art festival takes place at the Empire Polo Club - an international destination renowned for its natural beauty, featuring natural landscape and sweeping mountain ranges. This year’s festival will feature live music, with pottery, glass and fine art painting on display.
The festival’s reputation for first-class quality and professional integrity make it one of the country’s finest juried art festivals, with over 200 community leaders and volunteers contributing numerous hours to make certain its success.

THE FAIRGROUNDS 'THRILLS' IN FEBRUARY
Although the traditional Riverside County Fair & National Date Festival will not be taking place in February 2022, recognizing the need for a family friendly community event, “Thrillville at the Riverside County Fairgrounds” will take place February 18 to 27, 2022.
Thrillville has been touring nationwide and the team is excited to bring their brand of fun to Indio. Thrillville at the Riverside County Fairgrounds will feature food, rides, games, vendors and activities for the whole family. The event is seen as an interim event to take the place of the traditional February Fair.
"We look forward to welcoming visitors back to the Fairgrounds, as Thrillville offers a lot of fun and activities for our families, community and visitors to enjoy!” said Riverside County Fourth District Supervisor V. Manuel Perez.

VALLEY SANITARY DISTRICT REDISTRICTING
Valley Sanitary District (VSD), which was founded in 1925 to collect and treat wastewater, provides service to roughly 82,000 people in its 19.5 square mile territory in Indio. Similar to other local and state districts, VSD is seeking feedback from customers about the development of new voting district division maps.
“As a special district providing a vital public health service – the collection and treatment of wastewater – it is imperative that our customers feel empowered to help determine how they are represented,” General Manager Beverli Marshall said. “The public hearing is one of the ways Valley Sanitary District is involving them in the process.”
The maps define the boundaries for the District’s five divisions, each with roughly 16,000 residents represented by an elected Board member. Because communities grow at different rates, boundary adjustments are required after each Census.
The public hearing will start at 1 p.m. on Tuesday, Jan. 11, 2022 in the conference room at Valley Sanitary District, 45-500 Van Buren St. in Indio. A second public hearing will be held at the District on March 22 at 1 p.m. The public may also attend the hearing virtually via a Zoom option, which will be noted on the meeting agenda and on the District’s website.
