You May Qualify for Discounted License Plates and Ride Free Transit Card

More Illinois seniors will qualify for state benefits such as discounted license plates and free transit under new income guidelines that took effect for 2020.

The Department of Aging announced new, higher income limits will be used for the state's Benefit Access Program. The program includes discounts on license plates, the Seniors Ride Free Benefit and the Persons with Disability Free Transit Ride Benefit.

Under the new guidelines, single-person households will qualify if they earn less than $33,562 in annual income.
  • $44,533 for a 2 person household (yourself and your spouse, or yourself and one Qualified Additional Resident); or
  • $55,500 for a 3 person household (yourself, your spouse and one Qualified Additional Resident, or yourself and two Qualified Additional Residents). For more information contact: https://www2.illinois.gov/aging/BenefitsAccess/Pages/default.aspx
Application for Summer Youth Employment Program 2020


It is time, once again, for the Lake County Summer Youth Employment Program!
This popular program, funded by the Lake County Board, will provide meaningful work experiences for approximately 215 youth this summer.

Applications for the summer program will be available Saturday, February 1 and will be accepted until Tuesday, March 31 at 5:00 pm.
You can pick up an application at any of these locations:

• Waukegan Job Center, 1 N Genesee Street
• Many local township offices or schools
• You can also print or fill out an application online at www.lakecountyjobcenter.com
Applications will be accepted at the following locations:
• Waukegan Job Center (in person)
• By mail (Job Center of Lake County, Youth Dept., 1 N. Genesee St. Waukegan, IL 60085)
• By fax: 847-249-2214
• You can apply online February 1 through March 31 at www.lakecountyjobcenter.com

Mailed applications must be postmarked no later than March 31 in order to be considered. We cannot be responsible for lost or misdirected mail. Only one application, per person, will be accepted. Applications will be randomly selected by a computer program. To qualify for employment, youth must be:
• Age 14 to 18 (by April 15) OR age 14 to 22 with an Individualized Education Plan (IEP)
• Attending middle school or high school
• Receive free or reduced lunch OR meet low income guidelines
Check the Job Center website after April 15 for the status of your application. Work opportunities for participants will begin June 15, 2020 at sites throughout Lake County. The program lasts approximately 6 weeks.

Shields Township will be closed on Monday, February 17, 2020 for President's Day. We will resume operation on Tuesday, February 18, 2020.
Recreational Cannabis Q&As
As of Jan. 1, the recreational use of cannabis in Illinois for persons 21 and older is legal. Under the law, jurisdictions in Illinois can ban recreational cannabis businesses within their boundaries or, alternatively, establish regulations to allow businesses engaged in the production, transport and sale of cannabis. Lake County has developed an information Q&A to provide answers to questions you may have about the new law.  Read more 


TOI SCHOLARSHIPS

Seven $2,000 SCHOLARSHIPS will be awarded to graduating high school seniors this year. Each year since 1989, the Scholarship Fund has awarded scholarships to graduating high school seniors to continue their education at Illinois colleges/universities. Seven $1,500 scholarships were given in 2019, making a total of $317, 500 that has been awarded to 193 students over the years.

The scholarships are named for people who have made significant contributions to township government. Application deadline is March 1, 2020.

2020 Census

Census Day is observed nationwide on April 1. By this date, every home will receive an invitation to participate in the 2020 Census. Once the invitation arrives, you should respond for your home in one of three ways: online, by phone, or by mail. When you respond to the census, you'll tell the Census Bureau where you live as of April 1, 2020.
Order Your Ballot By Mail
Lake County registered voters are now able to submit an application to receive their ballot by mail in the March 2020 Primary Election. Students away at school, traveling snowbirds, and those who will be out of town on Election Day may have their ballot mailed to an alternate temporary address.
Complete the short, required application form and return it to the Lake County Clerk’s office before noon on Thursday, March 12.
Applications are available by:

• Calling 847-377-2406, or
• Emailing your name, date of birth and address to VotingbyMail@lakecountyil.gov .
Pending state certification of the candidates, ballots will be printed and mailed beginning February 6.
What Identification Do I Need For Real ID?
REAL ID goes into effect on October 1, 2020.
For Illinois residents who fly domestically, effective Oct. 1 2020 the federal government will require you to use a valid U.S. passport or obtain a REAL ID from the Illinois Secretary of State’s office.

Emergency Contact Information
The Secretary of State allows you to enter emergency contact information as well as disability/special needs information into a voluntary, secure database at no charge. In the event you are involved in a motor vehicle crash or other emergency where you are unable to communicate, law enforcement can access this information and notify your loved ones, as well as provide any helpful information to emergency personnel.  Click here to register.

RTA Reduced Fare
Seniors:   If you are 65 years or older, you are eligible for a reduced fare permit.

Disabled:   All persons with a qualifying disability who are not enrolled in the Illinois Department on Aging’s Benefit Access program are eligible for reduced fare permit. 

Veterans:   If you are a veteran with a disability, a letter from the Veteran's Administration regarding your service connected disability must be submitted with your application.   For more information...

ElderCARE services are catered to the needs of adults over 65 years of age residing in Northern Lake County.
ElderCARE will match you with a caring volunteer who will assist you. They will take you to medical appointments, grocery shopping, and even pay a friendly visit.

GENERAL ASSISTANCE AND EMERGENCY ASSISTANCE 
General Assistance: The Township’s General Assistance Program provides monthly financial assistance to low-income residents to help in meeting their basic living expenses. The process of applying involves filling out an application, then making an appointment for an interview. For more information, call Devon Nelson, Case Manager, at 847-234-0802 . The application is available for download here .

Emergency Assistance: Assistance may be provided by the Township to alleviate life-threatening circumstances. Residents experiencing financial hardship may apply for this assistance to pay for shelter, food, utilities, medical services, or transportation. An individual may receive Emergency Assistance once in a 12-month period. Call Devon Nelson, Case Manager, at 847-234-0802 for information.
Appointments are now being taken at Shields Township for residents who meet the income guidelines. If you know residents that meet this criteria, please have them call DeVon at 847 234-0802 to schedule an appointment.

Dial-a-Ride
You can register at the Shields Township office for this curb-to-curb service that takes the elderly or disabled where they need to go. Once you are registered and have made a reservation, you will need $3 for a one way trip and $6 for a round trip.
Property Tax Relief
Illinois law provides homeowners with homestead exemptions that may lower the amount of property tax you owe. Our office can assist you with filing your exemptions. Call us at 847-234-3485 for more information .
