Center Releases Gulf Coast Energy Outlook for 2023


On November 16, 2022, the LSU Center for Energy Studies released the 2023 edition of the Gulf Coast Energy Outlook (GCEO). As in previous years, this sixth edition of the GCEO provides a comprehensive overview of the Gulf Coast region’s energy industry outlook for the upcoming year. David E. Dismukes, executive director and professor, and Greg Upton, associate professor, LSU Center for Energy Studies, authored the report.


Last year’s GCEO addressed post-pandemic operational adjustments implemented by industry, as well as impacts of the 2020 and 2021 hurricane seasons. The 2023 GCEO addresses implications of the Russo-Ukrainian war on global energy markets and energy security. The impacts of decarbonization policies and the Inflation Reduction Act on corporate strategies are also considered.

Workshop Addresses Environmental Justice Best Practices


On December 13, Dr. Brian F. Snyder, associate professor, College of the Coast & Environment, and David E. Dismukes, CES executive director and professor, hosted the first in a series of collaborative workshops addressing best practices and methods for environmental justice in the Gulf Coast region. The Bureau of Ocean Energy Management (BOEM)-sponsored project brings together professionals from academia, consulting, non-governmental organizations, and government executive agencies to exchange expertise and identify goals, methods, applications, and alternative solutions. The first workshop provided an overview of the issues, examined the spatial, social, legal, and economic boundaries of environmental justice at BOEM, and considered issues related not only to traditional oil and gas, but also to carbon capture, utilization, and storage, as well as renewables. Subsequent workshops will be held over the course of 2023.

Greg Upton speaks at Ways & Means committee meeting

Upton Presents to La. House Committee on Ways & Means


On November 30, 2022, CES Associate Professor Greg Upton presented an overview of Louisiana's mineral revenues to the Subcommittee of the House Committee on Ways & Means of the Louisiana Legislature. The subcommittee meeting was held to study the state's severance, gas and other excise tax structures, and property taxes. Upton provided a brief history of Louisiana's severance tax system and its structure.

Kaiser Publishes Pipeline Engineering Text


CES Professor Mark Kaiser has authored, with E.W. McAllister, the ninth edition of Pipeline Rules of Thumb Handbook: A Manual of Quick, Accurate Solutions to Everyday Pipeline Engineering Problems. Considered the "go-to" reference for pipeline engineers, the updated handbook includes new data, graphs, and chapters on economics and the environment, covers emissions, decommissioning, and cost curves, among other topics.

American Board of Health Physics Honors Wang


The American Board of Health Physics (ABHP) has awarded LSU Center for Energy Studies Professor and Radiation Safety Office Director Dr. Wei-Hsung Wang the 2022 Williams A. McAdams Outstanding Service Award. The award, given annually since 1989, honors a certified health physicist who has made significant contributions toward professionalism in health physics and to the certification process.


Established in 1959, the ABHP grants professional certification in the field of health physics. The certification process is accredited by the Council of Engineering and Scientific Specialty Boards.

CES Faculty Go-to for Radio Energy Segments


WWL Radio First News with Tommy Tucker regularly invites Associate Professor Greg Upton to discuss current energy news. On November 21, Tucker asked Upton to allot a full hour for a thorough discussion of the Gulf Coast Energy Outlook. Earlier in the fall, Upton was asked to provide insight into OPEC’s oil production cut, and in preparation for hurricane season, Tucker asked Upton to explain how storms impact gas prices.


In October, CES Assistant Professor Cody Nehiba spoke with WWL Radio about electric vehicles (EVs) in Louisiana: Who's buying, what credits are available, and what role the availability of charging stations plays in the decision to buy an EV.

Wang Named to EPA Science Advisory Board Panel


Dr. Wei-Hsung Wang, professor, Center for Energy Studies, and director, LSU Radiation Safety Office, has been invited to serve as a member of the Radionuclide Cancer Risk Coefficients (RCRC) Panel of the U.S. Environmental Protection Agency (EPA) Science Advisory Board (SAB). The panel will provide independent advice on the EPA’s draft update to the Federal Guidance Report No.16: Cancer Risk Coefficients for Environmental Exposure to Radionuclides.The SAB is a chartered Federal Advisory Committee that provides independent scientific and technical peer review, advice, and recommendations to the EPA Administrator on the technical basis for EPA actions.

CES Scholarships Available for 2023-2024


The Center for Energy Studies continues to offer two scholarships annually. LSU students may apply for the LMOGA/Robert R. Brooksher and F. Malcolm Hood scholarships via the LSU Scholarship Opportunities homepage using their myLSU credentials.


Application deadline is March 1. Scholarships are awarded at the start of the fall and/or spring semester each year and are processed through student accounts. Final award amounts may vary and are subject to availability of funds.
