Currently, there is a severe shortage of qualified early childhood educators in Mecklenburg County impacting our community’s economic growth and the healthy development of young children.
The development of a high-quality substitute pool provides apprenticeship opportunities and grows the capacity for teachers to take advance their academic and professional growth.
All too often, early childhood professionals come to work sick, forego time off, and neglect professional development due to the lack of available substitutes. Substitutes are temporary Smart Start employees and receive ongoing support and coaching.
What Are the Eligibility Requirements?
- Minimum of 18 years of age and with a H. S. Diploma or equivalent.
- Completion of EDU-119 - Introduction to Early Childhood Education: NC Early Childhood Credential (prefer applicant with a grade of “B” or better)
To Be Approved as a Substitute, Individuals Must Submit:
- A qualification letter from NC DCDEE that indicates clearance to work in a child care facility or family child care home
- TB Test (negative results by skin test or chest X-Ray)
- Emergency Information Form and Health Questionnaire
- Confidentiality Agreement

Staff Orientation
- Substitutes are temporary Smart Start employees. Benefits not provided.
Ongoing Support
- Individual Coaching during all phases of the program and after moving on to full-time work
- Connections with other people in the program
- Extra training opportunities
