As we reach triple digits, it's hard to believe the cool, misty morning we had just a few weeks ago for our 2nd Annual Chairman's Cup! We're confident that all of the players at this sold-out event had a great time playing Stone Canyon and networking at the cocktail reception after the round. SAHBA is thrilled with the response and in addition to raising funds to advance industry issues, we were able to contribute to our community through our partnership with the Stone Canyon Foundation.

The 2025 edition of "Turn the Tables" was our best yet! Over 15 builders and 120 associate members came together for networking, fun and business development. This event is tailored to promote members doing business with members. We've already heard feedback about new leads and opportunities!

COMMUNITY BUILDING


LOCAL CONSTRUCTION TRAINING PROGRAM SHUTTERED


Late last week, the Fred G. Acosta Job Corps was notified by the Department of Labor that it, along with all Job Corps Centers nationwide, would need to cease training and education programs by June 6. For more than 50 years, Job Corps has been offering free education, career training and housing for low income youth. For nearly that long, SAHBA has supported the Center and the Home Builder Institute program which trains students in plumbing, electrical and HVAC skills. Many community organizations, including the City of Tucson, Pima County, Pima Community College and I Am You 360 are working along with SAHBA to provide support for the students, instructors and faculty including finding housing for students who would otherwise be homeless. SAHBA will be communicating the importance of Job Corps, and similar training programs to Congress during the NAHB Legislative Conference next week. We will share more information as the matter evolves.


NOTE: We are collecting grocery store gift cards for the displaced students. In addition, I Am You 360 is looking for an in-kind donation of pea gravel and a small amount of artificial turf to finish a couple of the homes. GOVERNOR SIGNS EARLY START TIMES BILL


Governor Hobbs signed Senate Bill 1182 allowing construction activities as early as 5:00 a.m. on weekdays and 7:00 a.m. on Saturdays from May 1 to October 15. SAHBA strongly supported this legislation as a commonsense solution to protect worker safety and improve project efficiency during Arizona’s extreme summer heat.

TUCSON APPROVES IMPACT FEES, CODES & PLAN TUCSON



On June 3, the Tucson Mayor and Council approved several significant measures that SAHBA actively tracked and engaged. The Council unanimously approved increasing impact fees despite SAHBA’s request to cap the fees, delay implementation and address concerns with the IIP. Councilmembers also voted 7-0 to adopt the 2024 Building Codes but did not adopt the IECC nor accept SAHBA’s proposed amendments. Most notably, the final adoption of Plan Tucson included many of SAHBA’s comments and recommended language changes.

COUNTY COMMITS $8.5M TO AFFORDABLE HOUSING


The Pima County Board of Supervisors approved $8.5 million for affordable housing in the Fiscal Year 2025-26 budget without raising the primary property tax rate. They also adopted a 10-year policy to invest at least $200 million in additional funding beginning in FY 2026-27.

SAHBA RAISES CONCERNS OVER PROPOSED SEWER FEE CHANGES


SAHBA submitted a letter to the Regional Wastewater Reclamation Department (RWRD) expressing concerns about proposed increases to sewer connection fees and the planned elimination of utility fee discounts for infrastructure improvements. 

CONCERNS RAISED OVER TRICO CONDUIT REQUIREMENTS


SAHBA members are expressing growing concern over newer TRICO requirements that mandate upgraded conduit and riser installations, which could increase costs by as much as $1,600 per home. SAHBA is currently reviewing the impacts of this policy and will be engaging with affected builders and TRICO leadership to better understand the scope and identify possible solutions.

SAHBA’s next Tech Committee Meeting is scheduled for Tuesday, June 17th from 3:30-5PM, and we invite you to register today. This is a hybrid meeting, but we encourage in-person participation. The Tech Committee reviews city, county, and state ordinances, regulations, and policies related to land-use planning, zoning, and development. It also serves as an active platform for communication with appointed staff and elected officials. Don’t miss this opportunity to stay informed and engaged on key issues shaping our industry. 

NAHB LEGISLATIVE CONFERENCE & SPRING LEADERSHIP THIS WEEK


A contingency from SAHBA is making their way to Washington, D.C. this week for the annual Legislative Conference and Spring Leadership Meetings. The group will be meeting with several Members of Congress and their staff to discuss key issues including renewing business friendly tax laws, preventing a ban on natural gas and support for workforce training programs.
