2023 Turn the Tables Was a Success!
SAHBA Members were thrilled to attend the return of Turn the Tables on March 22nd. Over 100 participants - builders and associates - got to network face-to-face at the intimate venue. They were able to exchange their business information, ideas, and products!

The 2023 SAHBA/TAR Power of Real Estate Summit presented by Tucson Appliance is in the books. Thank you to the more than 250 people who attended and all of the sponsors including: Southwest Gas, Mattamy Homes, Fidelity National Title, 1031 Corp, MLSAZ,

2022 OF THE YEAR AWARDS SPOTLIGHT
Production Builder of the Year
KB Home
Congratulations to SAHBA’s 2022 Production Builder of the Year – KB Home! KB Home Tucson had a highly successful year in a very challenging homebuilding environment in 2022. KB closed 420 new homes, accelerating up three positions to 3rd in the overall Builder Rankings for 2022. KB attributes much of its success to a local leadership team exceeding 120 years in combined experience in the Tucson market. KB opened seven communities in 2022, purchased four new land deals totaling approximately $10 million and contributed over $8 million in permit fees to local municipalities.
The KB team demonstrated a deep commitment to supporting SAHBA in 2022. From leadership on Councils and Committees to volunteering at the Home Show, a KB employee was always available to lend support. KB has been integral to the success of the Sales and Marketing Council providing the Chair leadership for over ten years and committing a new Chair to leadership in 2023. KB’s team participation supported the successful re-launch of both a standing Purchasing Roundtable and Membership Committee last year. Multiple KB employees actively participate in the SAHBA Tech Committee and provide ongoing collaboration to problem solve various issues among the municipalities. Several KB team members served on the Golf Committee in planning the Charity Golf Outing, which was sold out and surpassed budget expectations. The KB Team was out in force on the day of the Golf Outing with both a Hole and Tee Sponsorship manned by their team members as well as 16 golfers. Many members of the KB team (and their families!) are regular volunteers at the Home Show twice a year, providing support to the SAHBA staff, manning the info table and walking the show floor to provide vendor support. KB joined 80+ industry organizations with a booth at the Southern Arizona Construction Career Days last Fall and has taken a position on the Board to plan the 2023 event. KB has maintained a position on the Board of Directors for many years and has a team member serving as Second Vice Chair on the Executive Council for 2023. In addition to SAHBA support, KB represents industry interests in multiple municipality forums as well as engaging in the debate for solutions to water resource challenges.
SAHBA is proud to honor KB Home with this award for 2022 and appreciative of the leadership role they provide in SAHBA and throughout the local community.

March Technical Committee Meeting
This month’s tech committee meeting offered SAHBA members a great deal of information on topics affecting the homebuilding industry. Michael Mittelholzer, Assistant Vice President at NAHB, provided members with an overview of the new Waters of the United States rule that went into effect on March 20th. Leslie Ethen with the City of Tucson also provided an update on the Resilient Southwest Building Code Collaborative, a joint effort by communities across Arizona and New Mexico with the goal of advancing energy and water efficiency, climate resilience, and affordability throughout southwest-adapted building codes. The Committee also heard updates on the Town of Marana Drought Management Plan, proposed changes to the warranty period for sewer work, the City of Tucson UDC amendments and other items.

Changes to Tucson Development Code Go to Mayor & Council
Earlier this week, the Tucson Mayor & Council approved several changes to the Unified Development Code as recommended by the Planning Commission. The proposed changes were a result of a months-long process initiated by the City to explore ways to improve the Code for industry professionals. SAHBA supported the amendments and spoke at the public hearing. The changes should reduce barriers of development and increase supply of housing including one proposal that allows for construction of townhomes in the City limits something that is difficult to do today. Housing Bill Falters but Modified Version Moves Forward
Last week, Senate Bill 1117, the affordable housing bill sponsored by Senator Steve Kaiser, was defeated in a vote on the Senate floor. This week, however, the Senate Commerce Committee approved SB 2536, an amended version of SB1117 that seeks to address concerns of those who voted against it. We will continue to provide updates.

TDC Training Recap
SAHBA recently hosted a third training session with the City of Tucson Planning & Development Services team for members on the new Tucson Development Center (TDC) permitting and plan review system. SAHBA appreciates the efforts by PDSD staff to work with our members as they learn and navigate obstacles with the new system. If you are working with TDC and have any questions or encounter any challenges, please reach out to david@sahba.org.

SAHBA Meets with County Administrator
As part of our ongoing advocacy efforts, SAHBA periodically meets with leading government officials. It is an opportunity to share news and information as well as discuss housing policies. SAHBA's most recent meeting was with Pima County Administrator Jan Lesher. Topics discussed included: water management strategies; the proposed code amendment for development along the Loop; affordable housing and efforts to address drive and homelessness.

Pima County Sewer Warranty Period Update
Pima County Wastewater is proposing extending the sewer warranty period from one year to two years to make this consistent with other utilities. SAHBA has remained engaged in discussions with the Pima County Regional Wastewater Reclamation Department on the origin and history of making this change and its impact on our members. The County was very receptive to our questions and concerns. SAHBA is working on a final assessment and will provide formal comments before the item goes to a public hearing at the Pima County Board of Supervisors.

Informational Briefing: Waters of the United States
On March 20, 2023, the revised regulatory definition of Waters of the United States went into effect. This rule governs the scope of jurisdiction under the Clean Water Act and is the basis for determining whether a Section 404 Permit or AZPDES Permit is needed.
