It’s Spring in Horseshoe Bay – and though we are missing the wildflower explosion this year, we are “greening up” and neighbors are stepping outside to enjoy our community. Your POA is prepared to support your social connections. The Spring Fling last week brought our local artist to a Quail Point showcase of their talent AND the beautiful area flora/fauna through painting, photography, and crafts. There was music, drink, nibbles, and great opportunities to catch up with other POA members as all browsed. Take a look at some of the artwork on our website.

With the welcoming of two new Board members following our Annual Meeting, attention has turned to orientation and a review of the big picture planning for our POA future. The signing of an agreement to end legal conflicts has resulted in a reshaped POA opportunity to focus on ensuring all POA funds support quality of life priorities of members. The new POA structure:

·        Returns all entryway along Hwy 2147 and boulevard/greenspace maintenance to the Declarant, taking your POA out of the business of landscaping, including care and upgrades of the HSBay Lighthouse.

·        Retains POA responsibility for your Quail Point clubhouse, Slick Rock Creek hiking trail, the Fuchs/Fox Park, and campgrounds. (Take a look at the great hiking trail upgrades!)

·        Authorized your POA to enforce architectural guidelines. We are proud of our home investments and neighborhoods and will dedicate needed actions to help any property owners who don’t understand the compliance expectations. If you have a concern for a property you’ve observed, reach out to the POA office. We will be hosting a workshop in the coming months to inform all property owners of the Architectural Compliance standards so that all can work together to keep our neighborhoods safe and beautiful.

·        Separates the budget management of the POA and Maintenance Fund so that POA business has clear independence in applying POA fees to the care of its facilities and the implementation of long-range goals based on member survey priorities. The budget will operate with efficiency and transparency. Our website will become more user-friendly. Meetings will be open – with minutes of Board actions shared directly to members so that you can see how every dollar is budgeted, spent, and committed to user needs.

A member of the Board/Executive Team will join the Maintenance Fund Board to ensure all member funds are fully accounted for each year.

As the reorganized POA begins, a new budget will be developed. The Board will review its capital project plans, explore planned community events, and review its daily operations. This will include major focus on Fuchs Park/Fox Park and the hiking trail, honoring the long-range projects of prior years. Reach out to your POA Board of staff members if you have questions or suggestions for activities, community needs so that we all benefit from our association resources – and can enjoy our community together. The next POA Board meeting is Wednesday, April 16 at 9 am (Quail Point). You are always welcome.

Already planning has begun for a return to a full-out 4th of July celebration just months away. Please let the POA office know if you are willing to volunteer time/talent along the way.

Get connected! There are groups enjoying Bridge, Mah Jongg, Poker, Bunco, Canasta, and Crafts. There’s Bible Study, Bingo, and exercise classes. Contact the office if you are interested in joining in the fun. AND..looking ahead, mark your calendars for the return of Wednesday evening Boogie at the Bay, every week in MAY. Bring your chair/blanket, picnic basket and friends to enjoy the Business Alliance sponsored outdoor concerts.

Wishing you all a blessed Easter season ahead!   - Your POA Board and Staff

Gardening with Drought-Tolerant Plants: A Talk by Elias Guerrero

Are you looking for sustainable ways to beautify your home or business despite challenging drought conditions and rocky soil? Join us for an insightful educational seminar featuring Elias Guerrero, the Hill Country Horticulturist with over 40 years of experience in Central Texas. In his talk, Elias will share practical techniques using Native Texas plants and species adapted to Horseshoe Bay’s unique climate, drawing inspiration from the Tuscan design influences and Mediterranean landscapes. “Of course, we want to use Native Texas plants, but we can also follow the general design guidance provided by Horseshoe Bay’s Tuscan influence and use Mediterranean plants and plants from other arid regions. People frequently don’t realize that Horseshoe Bay is on the same latitude as Cairo, Egypt,” Elias explains.

In preparation for this talk, Elias consulted with the Lower Colorado River Authority, the Central Texas Groundwater Conservation District, and the Texas Water Development Board—all of whom emphasized the importance of conservation through drought-tolerant plants.

With a distinguished career that includes time at the Lady Bird Johnson Wildflower Center and Escondido Golf & Lake Club, Elias now consults on garden design through A-Game Construction Coordination. This seminar is part of our ongoing Community Education Series.

Join us on Wednesday, April 9, 2025, at 3:00 PM at Quail Point Lodge, 107 Twilight Lane, Horseshoe Bay, Texas. The event is free, but RSVP is encouraged. For more details or to RSVP, please call 830-598-8795 or email whit@hsbpoa.org. We look forward to seeing you there!

Caring for Our Feline Friends with Llano Kitty Fixers

by Whit Holcomb

Meet Gina Vincent, a dedicated Llano Kitty Fixers (LKF) member whose commitment to compassionate animal care is making a real difference in our community. Gina and her husband, George, retired to Horseshoe Bay in May 2024 after years of life in bustling urban centers, and they quickly embraced the local lifestyle filled with excellent golf, lively social activities, and warm community spirit. As lifelong cat lovers, they welcomed several furry friends into their lives. When a charming tabby caught Gina's attention, she knew she had to ensure his well-being. After struggling to find affordable spay/neuter options, Gina discovered Llano Kitty Fixers, and they promptly assisted in neutering their outdoor boy, Leo. "He may be a bit skittish, but he takes his mousing job very seriously," Gina smiles.

Formed by a group of dedicated members from a neighboring county's TNR initiative, Llano Kitty Fixers was born to address the growing feral and community cat population in Llano County. Their mission is simple yet vital: to provide humane, cost-effective spay and neuter services that help control cat populations while ensuring that these animals receive proper care. LKF offers low-cost spay/neuter appointments starting at just $65 per cat, including rabies vaccination, and supports pet owners through every step. From providing humane traps and transportation to setting up safe, temperature-controlled staging areas for surgery preparation and recovery, LKF's volunteers are on hand to guide clients through each stage with compassion and expertise.

Llano Kitty Fixers is also actively seeking new volunteers who share their passion for animal welfare. Whether you have experience trapping and handling feral cats or want to lend a helping hand in raising awareness, LKF welcomes individuals who wish to be part of a movement transforming animal care in Llano County.

Plans of LKF include expanding the identification of community cat colonies and groups of cats not "owned" by anyone who lives underbrush, in caverns, and under sheds and buildings. LKF wants to be able to begin trapping these community cats and get them spayed and neutered through their funds built from donations. Such a program, supported by Horseshoe Bay residents, groups, and businesses, will go far in checking the population growth of the area community cat colonies.

For those in need of assistance or for anyone interested in joining this caring group, please call 325-248-7842. When you call, leave a detailed message with your name, phone number, and a brief description of your situation or interest in volunteering.

Through the tireless efforts of volunteers like Gina and many others, our community is building a future where every stray and feral cat is cared for with dignity and respect.
