Monday evening I moved to table CB-1, the bill to increase the length of time a new residential project needs to remain on hold if one of the schools servicing the project exceeds the utilization rate set forth in APFO (referred to as a closed school). “Tabling” means that we will consider the bill for another month during which we will hold additional work session(s) before voting on the bill. APFO is a complicated law and there are many factors to consider as we attempt to revise it. We will have another work session with DPZ and HCPSS on March 20. Work sessions are open to the public, and streamed live .

I co-sponsored Councilman Jones’ CB 8-2020 to require that the internal fiscal analysis prepared for all legislation be available to the public. The bill was approved this week and the auditor's office is setting up the Council website to post the fiscal analyses going forward.

This bill is a Zoning Regulation Amendment that would grant broader powers to the Hearing Examiner, adjust set back requirements between properties that are owned or controlled via easement in Conditional Uses and establish that a day care is accessory to a school use. I asked that we table this bill as well to conduct an additional work session before amending and voting on it. That work session will be held on March 20.

I introduced this bill to revise the County Code regulating leases and landlord-tenant relationships. The ch anges will allow a landlord to show a model or similar unit to a prospective tenant if the unit to be leased is not vacant under specified circumstances, adjusts several deadlines and revises what fees can be charged by a landlord. The public hearing on this bill will be March 16.

The resolution, which I co-sponsored with the County Executive, revises the purchase price formula for the Agriculture Land Preservation Program.
During Monday’s Legislative Session,  Xi Steven Chen ( CR1-2020 ) was approved by the County Council to be the District 5 representative to the Alcohol Beverage Hearing Board.

Steven is a patent attorney who lives in Woodbine and will be a welcome addition to the Board.

Update | Route 32

Traffic is now using the new westbound span of the Triadelphia Road bridge. The new sidewalk is also open on that side. The demolition of the existing eastbound span continues. The new bridge is on-schedule and expected to reopen to two-way traffic this summer. The contractor completed caisson drilling for abutment A at structure S6 (future bridge over the Middle Patuxent River) and will next drill for the center pier. Crews started placing new storm drains near the access road #4 tie-in at MD 144. In the southern work zone, a stream diversion is in place for three structures and crews are preparing the subgrade for a working platform to set new stormwater management structures. In the northern work zone, crews are clearing and placing a stream diversion at two structures and the newly named road, Terrapin Run. There will be minimal night work scheduled only to relocate cranes.
