While Women’s’ History Month is a time to celebrate the contributions of women to science, art, education, industry, and more, it is also a time to reflect on how our patriarchal culture continues to devalue women’s time, especially in the arena of caregiving. Compared to men, women are more likely to do the difficult work of caregiving as a paid or unpaid role, accept a lower wage when paid, and suffer the deleterious effects of caregiving on their own physical and mental health.
As we recognize these truths, we must continue our work to do the research that highlights inequities and points toward solutions – improved career pathways, greater employment compensation, and more supportive work environments. We know that better conditions for caregivers result in better outcomes for care recipients. Ultimately, our society must do better to take care of those among us who care for the diminished and disabled due to age, accident, or illness.
This newsletter highlights new HWRC publications, as well as workforce-related research conducted by our team at the Institute for Health Policy Studies and Healthforce Center at UCSF, and other research partners.

Identifying Research Gaps and Opportunities to Improve the Care, Services, and Support of Persons with Dementia and Their Caregivers
The quickly approaching National Institutes of Health event will offer an extravaganza of fresh opportunities that will build on progress of the previous summits to review research progress, highlight innovative and promising research, and identify remaining unmet research needs with input from the research community, persons living with dementia (PLWD) and their care partners, those who provide healthcare or services and supports to persons living with dementia, and other stakeholders. UCSF HWRC Director Joanne Spetz has served on the event steering committee and will moderate a session on workforce issues. The summit will be held virtually on March 20-22, 2023. Staffing at Adult Day Health Centers Strongly Associated with Participant Outcomes | |
The increasing rates of Alzheimer disease and related dementia (ADRD) has resulted in greater reliance on adult day health centers (ADHCs) and their skilled workforce as support for this population. What can we learn about the relationship between staffing and client outcomes? What are the staffing differences between ADHCs that offer ADRD services versus those that do not, and what is the tipping point for these proportions?
New research in JAMDA by Joanne Spetz and Jason D. Flatt, with funding from HRSA to UCSF HWRC, examined how staffing levels and provision of ADRD services are associated with participant outcomes. See the research.

UCSF HWRC Collaborator Testifies to the Senate Special Committee on Aging | The US Senate Special Committee on Aging held a hearing titled “Uplifting Families, Workers, and Older Adults: Supporting Communities of Care” on March 9 to highlight the need to create “a workforce that is professionalized and respected so that we can recruit and retain the workers to provide more of these critical services.” Kezia Scales, PhD, Vice President of Research and Evaluation at PHI and a long-standing collaborator of ours, testified at the hearing. In her testimony, which can be viewed on the Committee website, Dr. Scales discussed challenges faced by direct care workers related to poor job quality and the benefits of investing in direct care jobs. | |

The UCSF Health Workforce Research Center on Long-Term Care (UCSF HWRC) is a dynamic hub of policy-oriented research and investigation, established through support from the National Center for Health Workforce Analysis in the US Bureau of Health Workforce. UCSF HWRC closely examines the health care workforce and helps shape policies to meet expanding LTC needs. Our research includes the workforce in nursing homes, home health care, adult day care, community-based settings, and home settings, and includes all LTC occupations.
