The three-story apartment building was opposed last year by West Side residents concerned about aesthetics, noise, traffic and flooding in their largely single-family neighborhood.
The project would replace a vast parking lot and a small house and tavern at the intersection of Packers and Commercial avenues with a five-story apartment building.
