An update from our August 16th Board Meeting

What is a Community Impact Statement?


A Community Impact Statement is an official statement or position adopted by a Neighborhood Council on issues pending before the City’s decision makers. The Community Impact Statement process was created specifically for Neighborhood Councils so they can publicly express their support, opposition, or suggestions about any matter pending before the City Council, its committees, or City commissions. A Community Impact Statement (CIS) is an official statement used to express the position of a Neighborhood Council (NC) as a whole, and is not to be used to express personal opinions.


At the August 16, 2022 Board & Stakeholder Meeting, the CeSPNC Board approved Community Impact Statements on the following topics:


EV Charging Stations (DWP): A request that more charging stations be provided in public areas throughout the city of San Pedro, including the Port of Los Angeles facilities.  


Sidewalk and Transit Amenities Program (STAP) digital signs:  Opposition to the collection of any person data in conjunction with the STAP program.  


Billboard Removal Request to the Council District 15 Office to provide a statement in writing of the status of the lease and future plans regarding the eventual removal of the billboard at the Terminus of 110 Freeway San Pedro


Walker’s Cafe | (View Council File):  A request to the City Department regarding unpermitted work being on this pending Historic Cultural Monument.

On Thursday September 1st from 6pm – 9pm, HACLA will be hosting the monthly Art Walk at the One San Pedro office.


In addition, HACLA has offered this event as an opportunity for the outreach effort on the proposed Enhanced Infrastructure Financing District for San Pedro.

Board of Equalization to Hold its Annual

Taxpayers’ Bill of Rights Hearing

Sacramento – The California State Board of Equalization (BOE) will hold its annual Taxpayers’ Bill of Rights Hearing on August 30, 2022, scheduled to begin at 10:00 a.m. in conjunction with the Board’s August 2022 Meeting. Taxpayers and stakeholders are invited to attend in person, participate by phone, or submit comments online on items described in the BOE’s Taxpayers’ Rights Advocate’s Annual Report, and share suggestions, comments, or concerns on California’s property tax system. Taxpayers and stakeholders can also present any ideas or changes to the Alcoholic Beverage Tax Law or comment on their experiences or issues regarding BOE services.

“Californians fund schools, local communities, and state programs by paying property taxes and the Alcoholic Beverage Tax,” said BOE Chair Malia M. Cohen. “The BOE is constitutionally and statutorily responsible for the oversight of California’s property tax system and the Alcoholic Beverage Tax, and taxpayers and stakeholders are strongly encouraged to participate and directly provide input to assist the Board in fulfilling its duties.”

San Pedro Bay Ports Seek Comment on Second Drayage Truck Assessment

Public may submit feedback through Sept. 27

The public is invited to comment on a draft 2021 feasibility assessment of cleaner drayage truck technologies needed to help the San Pedro Bay ports of Los Angeles and Long Beach reduce air pollution and reach the ambitious zero-emissions goals adopted in the 2017 Clean Air Action Plan (CAAP) Update.


The draft 2021 assessment, which builds upon the inaugural 2018 assessment, examines the current state of technology, operational characteristics, economic considerations, infrastructure availability and commercial readiness related to zero-emissions and low-emissions drayage trucks.

988 Crisis Lifeline
As of Saturday, July 16, people nationwide who are experiencing a mental health crisis and in need of immediate help will be able to dial or text 988 and receive assistance through the new Suicide and Crisis Lifeline number. As the lead agency in developing a seamless roll out of 988, Los Angeles County Department of Mental Health (LACDMH) has been preparing for this launch for more than a year to ensure operational logistics and response teams are in place to enable Los Angeles County community members to call 988 and receive immediate help during a mental health crisis.
