Good Day Highland Park,
I hope that everyone was able to incorporate random small acts of kindness into their daily routine.
It is truly my pleasure and honor to let you all know what I have been working on these past few weeks. With $5000 of NC Emergency Funds the Historic Highland Park Neighborhood Council will be able to provide a total of 790 meals to those most affected by COVID-19 in our community.
In coordination with CD1 Council Member Gil Cedillo’s Team, St. Ignatius of Loyola Parish, The North Figueroa Association, FEAST, and Everytable our funds will be used to service those affected by COVID-19 in our community directly by feeding our unhoused neighbors, working families, and community members.
Last week we also received more masks from CD1 to donate to the community and were able to donate them to those volunteering and working at Luther Burbank Middle School passing out food to our local families Monday-Friday from 8-11am.

- Mayor Garcetti will be providing the City with briefings Sunday-Friday at 5:15pm until further notice. You can watch the Mayor’s briefing on Facebook.
- The County Board of Supervisors are having daily briefings every day at now 1:00pm until further notice. You can watch the County briefing on the County Channel, Facebook, or on local news stations.

Updates from Mayor Garcetti

- TESTING FOR FIRST RESPONDERS AND CRITICAL WORKERS – Testing is now available to all critical workers, including those who are asymptomatic (first responders, healthcare professionals, grocery store workers, critical government personnel, etc.)
- LA PROTECTS BUSINESS AMBASSADOR PROGRAM – Ambassadors will go out to essential businesses, such as those manufacturing cloth face coverings. They will focus on physical distancing at workstations, disinfection protocols and ensuring that the county’s physical distancing protocol is complete. Ambassadors will also document any company they think should be referred to the city’s office of wages and standards and workers safety issues that should be raised with CAL/OSHA.
- OFFICE OF WAGE STANDARDS (OWS) – The Office of Wage Standards enforces the City’s Minimum Wage Ordinance and investigates minimum wage complaints. Anyone who is aware of a city business that is not adhering to wage laws can submit a complaint online at wagesla.lacity.org or by calling (844) 924-3752. It is completely safe for anyone to submit a complaint — OWS does not look into anyone’s immigration status as part of their investigations.
- SURGE TESTING AT NURSING HOMES: The Mayor announced we are working with County and UPS and Everlywell to increase surge testing team capacity from 3 teams to 6 teams. We will also offer monthly free testing at all skilled nursing facilities for residents and workers This is in response to the 74% of those who have died in LA of COVID-19 being 65 or older. Of this group, more than 30% of people who died lived in residents of long-term care facilities.
- HIGH-CAPACITY TESTING AT SKID ROW: Free access to COVID-19 testing for residents who walk up or are referred to the program by street outreach teams. High Capacity Testing Site in Skid Row next to Gladys Park. In the first 3 days, we’ve provided 468 free tests to unsheltered Angelenos.
- ANGELENO CARDS: We’ve provided 1,136 cards, totaling more than $1.1 million dollars in assistance for 3,341 individuals through this program. We will hand out 15,000 cards (instead of just 10,000). State of Qatar gave $5 million to Angeleno Fund to make the increase possible. Two Tawainese American entrepreneurs – Dr. Jackson Yang and Mr. David Sun also donated $1 million dollars to the fund.

- RIGHT OF RECALL AND WORKER RETENTION – Yesterday, the Council provided direction to the City Attorney to develop ordinances to establish a Right of Recall and Worker Retention protections to workers laid off during the COVID-19 pandemic.
- PRICE GOUGING AND HOARDING – The Council approved an ordinance that makes price gouging and hoarding medical supplies for the purposes of reselling illegal.
- EMERGENCY RENTAL RELIEF PROGRAM – Council approved the creation of an Emergency Rental Assistance Subsidy (ERAS). ERAS will be available to tenants citywide with incomes at or below 80% of Area Median Income (AMI), depending on household size. The rent subsidy would be a grant paid directly to the landlord on behalf of the tenant for up to 50% of the monthly rent, with a maximum of $1,000 per month for up to three months through the expiration of the declaration of emergency, with a maximum grant of $3,000 per household. - TRAFFIC AND SAFETY AT FOOD PANTRIES – Following a tragic event in CM Rodrigez’s district, the council approved to instruct LAPD and LADOT to develop general traffic operational guidelines that can improve safety at food pantry locations.

Special Education Virtual Town Hall

Los Angeles County Department of Parks and Recreation (LA County Parks) launched “
Parks From Home
,” a virtual recreation center to provide free access to fitness and instructional classes for the public to enjoy from home during the COVID-19 crisis. The free online programming includes videos of LA County Parks staff teaching recreation, sports, arts, and specialty courses, plus virtual tours of trails, gardens, and popular attractions throughout Los Angeles County.
New video content will be added regularly and announced via social media @lacountyparks.

The Los Angeles County Department of Animal Care and Control (DACC) is currently waiving adoption fees at all seven animal care centers in an effort to quickly place animals in homes during the COVID-19 crisis. The fee waived adoptions are possible thanks to an $80,000 grant DACC was awarded from the Petco Foundation to support life-saving efforts for Los Angeles County animals. Those in LA County wishing to adopt must first make an appointment to visit their local care center by going to
www.animalcare.lacounty.gov.
