Greetings and welcome to the latest edition of the Washington County District Attorney’s Office newsletter!


I hope you are enjoying a nice and relaxing summer. Here in the DA’s Office, we continue to remain busy as we work with local law enforcement to keep Washington County safe.


In this newsletter, you can read about several of our recent cases and accomplishments. We continue to prosecute all levels of crime, ranging from lower-level misdemeanors up to the most serious crimes. Three recent serious criminal trials are highlighted in this newsletter, including a murder case, a child sex abuse case, and a child predator sex sting case.


On a more positive note, we have worked on several important projects to benefit our Washington County community. These included leading a training session to recognize Elder Abuse Awareness Day, spearheading an effort to organize the 3rd annual Oregon Diversity Legal Job Fair, and coaching local high school mock trial students in their annual mock trial competition! We also were proud to help celebrate yet another successful graduate of our Veterans Treatment Court.


Many persistent challenges remain both within Washington County and statewide. Rising crime continues to be a concern, especially as our local resources are not sufficient to meet rising needs. I recently spoke with KGW-TV regarding efforts we have taken to address the impact of the public defender shortage, and you can watch that story in this newsletter.



Despite these challenges, we remain committed to our office mission of seeking justice and protecting our community. I wish you and your family a safe and relaxing remainder of the summer!

Herbert James Rabago Found Guilty in Murder Case

HILLSBORO, Ore.- On June 21, 2023, a Washington County jury found Herbert James Rabago guilty of Murder in the Second Degree, Unlawful Use of a Weapon, and Felon in Possession of a Firearm. On June 29, 2023, Judge Andrew Erwin sentenced the Defendant to 390 months in prison. Chief Deputy District Attorney Bracken McKey and Deputy District Attorney Sean Kallery prosecuted the case.


On February 18, 2021, the Defendant shot the victim, Jeremy Lee Covey, outside an apartment complex in Aloha, Oregon. The victim was in his vehicle at the time of the shooting. He then exited the vehicle and yelled for help. An acquaintance drove Mr. Covey to an urgent care facility where he later died. 


Sheriff’s deputies immediately responded to the scene and began canvassing the area for evidence and witnesses. They eventually linked Mr. Rabago to the shooting and later obtained a secret indictment for his arrest. 


On March 2, 2021, Beaverton police spotted a vehicle associated with the Defendant. Officers attempted to stop the vehicle, but Mr. Rabago sped off. Officers pursued the Defendant until he stopped the car near the Beaverton Central Max Station and fled on foot. He was apprehended shortly thereafter. 



The Washington County District Attorney’s Office wishes to commend Detectives Brad Verboort and Ryan Carey, the Washington County Sheriff’s Office, the Beaverton Police Department, the Washington County Major Crimes Team, and the Washington County Digital Forensics Laboratory for their work on this case. 


Aubrey Ryan Quinn-Ward Convicted After Child Predator Sting Operation

HILLSBORO, Ore.- On June 27, 2023, Washington County Circuit Court Judge Eric Butterfield found Aubrey Ryan Quinn-Ward, age 26, guilty of Online Sexual Corruption of a Child in the First Degree following a bench trial. Deputy District Attorney Conor Jones prosecuted the case against the Defendant.


On September 2, 2022, the Washington County Sheriff's Office conducted a child predator sting aimed at identifying individuals willing to engage in sexual activity with children. Undercover detectives posed as teenage boys and girls on social media platforms associated with child sexual abuse. The detectives posed as 15-year-olds and directed interested suspects to a location in Beaverton, Oregon where they would meet the purported child.


The Defendant communicated with a detective claiming to be a 15-year-old girl. In text messages, he discussed having a sexual interaction with the purported 15-year-old and agreed upon a location for them to meet near her house. The Defendant then arrived at the agreed-upon location and was arrested without incident.

The Washington County District Attorney’s Office commends the work of the Washington County Sheriff's Office on this case.


A sentencing hearing is scheduled for September 29, 2023.

John Richard Movick Sentenced to 18 Years in Prison in Child Sexual Abuse Case

HILLSBORO, Ore.- On June 8, 2023, Washington County Circuit Court Judge Erik Buchér sentenced John Richard Movick, age 61, to 225 months in prison. On April 10, 2023, a jury found the Defendant guilty of three counts of Sexual Abuse in the First Degree and Luring a Minor. The jury was hung on two counts of Sodomy in the First Degree and one count of Incest. Deputy District Attorney Rayney Meisel prosecuted the case against Mr. Movick.


In March of 2021, the victim’s mother contacted the Oregon Department of Human Services after her daughter disclosed sexual abuse committed by Mr. Movick, her stepfather at the time. The victim told investigators of numerous occasions in which the Defendant groomed and sexually abused her between the ages of five and nine years old.

The victim’s mother detailed the toll the abuse took on her daughter in a powerful victim impact statement read during the defendant’s sentencing hearing.


“What John did to [my daughter] will affect her the rest of her life. She was robbed of her innocence. John played mind games with her to make her think she was the guilty one. The trauma affected her ability to trust others,” the victim’s mother wrote.

[The victim’s] mental and physical health have also suffered. Her academic performance has become erratic. Her grades and concentration and motivation vary widely. She still experiences depression and anxiety. Smells, sights, and sounds trigger the memories of his abuse.”


The Washington County District Attorney’s Office wishes to commend the victim for her bravery in reporting the abuse and for facing her abuser in court. This office also thanks the Washington County Sheriff's Office for its work on this case.



Mr. Movick will be transferred to the Oregon Department of Corrections to begin serving his sentence.


Honoring Important Awareness Dates

DA's Office Recognizes World Elder Abuse Awareness Day


In honor of World Elder Abuse Awareness Day, which took place on June 15th, we want community members to know we are dedicated to protecting older adults from fraud, abuse, and neglect.


Our office helps run the Vulnerable Adults Multidisciplinary Team. This team consists of a group of law enforcement, medical, and community safety professionals from across Washington County. This team recently conducted an elder abuse symposium, hosted by the Washington County Sheriff's Office, to educate members on the latest threats and challenges facing vulnerable adults.

3rd Annual Oregon Diversity Legal Job Fair a Success


On March 8, 2023, the Washington County District Attorney’s Office, along with 26 participating employers throughout Oregon’s legal community, hosted the third annual Oregon Diversity Legal Job Fair. The 2023 Oregon Diversity Legal Job Fair received 68 job seeker registrations and was supported by 13 sponsors.


This year's job fair featured two live panel discussions: "Conversations With Our Attorneys: Navigating Your Career as a New Attorney" and "What Are Employers Looking For in a Candidate? Navigating Hiring in the Legal Community." This was the first year the Oregon Legal Diversity Job Fair featured a second panel specifically for legal professionals pursuing non-attorney positions. 


The virtual portion of the job fair was followed by an in-person networking and social hour hosted by Schwabe, Williamson & Wyatt to allow job seekers to take their networking beyond the screen.

Hillsboro High School Mock Trial Team Completes Second Year

We are so proud of these students!


We just completed our second year coaching and mentoring the Hillsboro High School Mock Trial Team.


Freshman, sophomore, junior, and senior students worked together to learn the case of Maren Murgia v. Hayden Hardy.


We could not be more impressed with the growth they showed throughout the season and we can’t wait to see who returns next year!

Veterans Treatment Court Celebrates Graduation

Please join us in celebrating Thomas Carson Jr. for his successful completion of the Veterans Treatment Court (VTC) program!


Mr. Carson served his country in the U.S. Army. Unfortunately, he developed PTSD as a result of his service. That PTSD played a role in his arrest in 2021. However, due to his military service, he was granted the opportunity to enter the program.


District Attorney Kevin Barton attended the graduation and presented Thomas with our office challenge coin to mark the occasion.


This specialty court wouldn’t be possible without the support of Washington County, the Washington County Sheriff's Office, Washington County Community Corrections, Judge Eric Butterfield, the Department of Veterans' Affairs, and the Oregon Defense Attorney Consortium.

Harpreet and Natalia both served as law clerks in our office before joining the team as attorneys.
