President's Message

Greetings to all,
The last Provincial Board meeting was held on October 19th at our Edmonton office.
We welcomed Jeff Light, PEC as our new Education Chair. Jeff has a long history with the ECAA as past Central Chapter President for many years and Provincial President (1994-1995). We are glad to have his knowledge and expertise back at the table.
After the meeting, a number of the Board, members and spouses attended the Hope Mission in downtown Edmonton and volunteered by helping to prepare and serve a meal to impoverished and homeless men, women and children. Thank you to all who attended and helped out.
The STARS, Building Magic in the Air Gala was the following evening at the Chateau Lacombe. This was an amazing evening filled with fantastic food, wonderful company and many laughs. The theme for the evening was "The Great Gatsby", many people attended in era specific costumes. Thanks again for the wonderful work that the folks at STARS do. I understand that over $150,000 was raised.
There will be a one day low voltage, arc flash and shock training course at our Edmonton office on November 20th, presented by Mr. Terry Becker. The following day (21st) there is an Interview & Selection Skills seminar co-hosted by the Mechanical Contractors Association, at the ECAA office. Register on-line or by contacting the ECAA office.
The first Annual Calgary Chapter Christmas Social will be held on November 24th at the Fairmont Palliser Hotel in Downtown Calgary. 149 tickets have been sold to-date. Come join Calgary Chapter President Andrew McGuire and his wife Kristina for a fun filled evening of dining, dancing and networking.
Our next Provincial Board meeting will be held on December 6th, with the Open House to follow, from 3:30 - 6:30 pm. I hope to see you there.

Meet the New Director of Corporate Services and the ASCA Director for Safety Codes Council.
The Safety Codes Council is pleased to welcome two new faces to their team, Rob Dean, Director of Corporate Services, and Charles Hallett, Director of the Alberta Safety Codes Authority (ASCA).
Rob Dean.
Looking out for three Council departments: Accounting, Human Resources, and Information Technology Services, Rob comes to the Council with wide-ranging leadership experience in various roles. Rob began his career in health and safety for Capital Health, and progressed to managing a provincial portfolio for one of the largest not-for-profit trust insurance companies in the country, supporting the recovery of teachers and support staff across the province. Rob also played an integral role in the development of a new IT program providing enhanced self-service and communications options with the Alberta School Employee Benefit Plan. Most recently, he was the Director of Finance and Business Operations at MacEwan University, supporting the operations and strategic direction for the School of Business.
Charles Hallett.
The ASCA Director has oversight of the division, which is responsible for providing safety codes services, including inspection and permitting services, in unaccredited municipalities throughout the province. Charles comes to the Council with extensive leadership experience in both the private and public sector, including Western Camp Services, Aquamax Wastewater Solutions, and Health Canada. Charles has an expansive working knowledge of the safety codes system and the Council's mandate. He spent nine years as a Plumbing Sub-Council member, and was Chair of the Private Sewage Disposal System Working Group. He was also this year's recipient of the Council's Dr. Sauer Award as a result of these contributions, in addition to actively participating in the Council's appeals process. As an active volunteer within his community, Charles has been involved with the Alberta Onsite Wastewater Management Associate (AOWMA) for many years. In addition to his extensive field experience, Charles is a Certified Public Health Inspector.
ECAA congratulates and welcomes these two Directors to the Safety Codes Council.

We are saddened to share the passing of Don Currie, P.Geol., who served as the Managing Director of ACR and COAA from 1985 to 2000.
Don took the helm as ACR and COAA came together under one roof to share staff and overhead expenses, and he was just the right person for the job. His intellect and personality bridged seamlessly between the group skilled at attracting investment and the group skilled at transforming investment into productive capital assets. Recognizing the "big ideas" that were important to the Alberta economy and the people of Alberta was his forté - and he could charm senior executives into putting their shoulders to the wheel to get the big ideas into action. The National Oil Sands Task Force, which provided a new energy vision for Canada, and the then-novel concept of all construction owners sharing safety lessons-learned are just two examples of Don's behind-the-scenes leadership. He was recognized by the ACR as Resource Person of the Year in 2000, and by the naming of COAA's top annual honour as the Don Currie Award in 2004.
Beyond his out-side-the-box leadership and aversion to bureaucracy, those of us who had the privilege of working with Don remember him best as an always-reliable colleague, a fascinating raconteur and a loyal friend. Provincial Board of Directors Update

A Provincial Board meeting was held on Friday, October 19th in the ECAA Boardroom. President Tim Tarita called the meeting to order at 10:30 and welcomed and acknowledged Jeff Light, new Education chair. In attendance were Terry Barnett; Darrell Castor, PEC; Bob Clarke; Eric Fadden, PEC; Tim Fehr; Dave Hagen; Jay Kuystermans, PEC; Jeff Light, PEC; Bob Maslanko, PEC; Brandon Thoma, PEC; Keith Urlacher; Steve Warholik; and Sheri McLean, Recording Secretary. ECAA still waiting for approval from Municipal Affairs on the updated Fire Alarm course manual prior to proceeding with a fire alarm course in partnership with CFAA.
Bert DeBruin was nominated by Board as ECAA's representative to the Electrical Sub-council. The issue of master electricians pulling permits for more than one company was once again brought to the Board table. ECAA was assured that Safety Codes Council will address concerns if specifics are given (including the name of the master electrician). If companies are using non-indentured apprentices there is provision on the AIT website to make a complaint through the Enhanced Compliance initiative with OH&S officers. OH&S officers will have the authority for specific regulations and sections of the AIT Act to confirm eligibility to work in a compulsory trade; employment of a person in a designated trade; impeding an officer; confirming ratios of journeyperson to apprentice; appropriate supervision.
ACE Technology will offer a one-week master electrician course in Edmonton in February and reached out to ECAA to advertise. Question will be asked how Provincial master's exam will be written. August pro forma, Wood Gundy investments and 60/90 overdue invoices reviewed. Membership and PEC applications approved. Bob Prowse and Barrack Anderson, lawyers from Prowse Chowne joined the meeting at 11:50 am. to discuss membership in ECAA. Purpose of their membership in ECAA is to connect generals with subs. (Lou Hiemer and Rob Little attended in the afternoon). Chapter and Committee reports presented. Code rule pertaining to permit requirement when replacing fixtures was again discussed. Meeting adjourned at 2:00 p.m. Next Meeting: Thursday, December 6th, followed by ECAA's Christmas Open House from 3:30 - 6:30 pm.

RHFAC Accessibility Assessor Training At SAIT
This fall, the Southern Alberta Institute of Technology (SAIT) will be offering the Rick Hansen Foundation Accessibility Certification™ (RHFAC) Accessibility Assessor Training course for the first time. This 48-hour course is the first step to qualifying for an RHFAC Professional designation, providing you with the knowledge and practical skills needed to rate a building for its overall accessibility under the
RHFAC program.
Join an up-and coming profession, and learn to view barriers in the built environment from the perspective of people with disabilities.
Prerequisites include:
- You have a diploma of technology in architecture, engineering, urban planning, interior design or a related program; or
- You have a Journeyman Certificate of Qualification in a designated trade related to building construction; or
- You are an engineer or are eligible for registration as an engineer; or
- You are an architect or are eligible for registration as an architect; or
- You have a minimum of five years' experience related to building construction.

Towards a Western Canada Growth Strategy
On Friday October 19, ACA submitted a letter calling on the Government of Canada to develop a Western Canada Growth Strategy.
ACA answered a number of questions regarding what we see as ways to increase growth in the economy, development of representation of more underrepresented groups and how to work together with stakeholders to create success.
Passive House Design Course
In August 2017 the Federal Government released
Build Smart - Canada's Building Strategy,
providing a pathway for Canada to build drastically better buildings. This policy initiative aims to make high-performance energy-efficient buildings the norm by 2030. The international Passive House Standard is identified as one way to achieve that target. Becoming trained in Passive House design and construction, and/or becoming a certified Passive House professional will positions professionals for future building expectations and helps to lead the way in the building industry.
Here are our late-fall offerings taking place in Edmonton:
This in-depth four-day program covers the technical, economic and policy elements of Passive House buildings. Participants will learn how to apply Passive House principles in the context of building physics, windows and mechanical systems. Numerous case studies, both domestic and international, will be used to demonstrate current best practices and teach concepts of cost assessment. Participants will also have the opportunity to solidify their learning with interactive exercises throughout the course.
Understanding and Working with PHPP will enable you to take on your first Passive House project. It provides step-by-step instruction for using the PHPP energy modelling software, which is essential for designing a Passive House building.
Participants will learn the structure, inputs and outputs of PHPP, and how to select appropriate climate data sets and record building measurements. The course includes modelling a sample Canadian project, where participants will assess building heat loss, energy demand and summertime overheating risk, as well as looking at the reliability of data sources and how design decisions impact the building energy demand.

There are two methods of becoming a certified Passive House Designer or Consultant, through submission of a certified Passive House project, or by passing the standardized international exam. Examination dates are fixed by the
Passive House Institute; (PHI) and offered by Passive House Canada in cooperation with PHI. Certified Designers and Consultants will be listed on our website, as well as the international database. For information on certification via project design and documentation please see
PHI's Project Qualification page .

Federal Government Seeks Input On Integrity Regime
In the fall of 2017 the Government of Canada sought stakeholder views on enhancing the Integrity Regime as part of a public consultation on addressing corporate wrongdoing.
In the spring of 2018, the Government of Canada
announced that the following enhancements to the Integrity Regime would be made, incorporating the feedback received during the fall 2017 consultation:
- introduction of greater flexibility in debarment decisions (rendering companies ineligible from receiving federal contracts or real property agreements)
- increasing the number of triggers that can lead to debarment
- exploring alternative measures to further mitigate the risk of doing business with organized crime
- expanding the scope of business ethics covered under the regime into key areas such as combatting human trafficking and the protection of labour rights and the environment
As the Government of Canada prepares to release the Integrity Regime's revised
Ineligibility and Suspension Policy, a public consultation is now being held to seek comments on the application of the proposed draft Policy and any of its requirements. This feedback will be taken into consideration to further refine the draft policy before it comes into effect.

Industry Taskforce Subcommittee to Examine the Effects of Bill 30
The Industry Taskforce (ITF) has struck a subcommittee to conduct an objective review of Bill 30 changes and identify items industry would like to see repealed if the opportunity arises, as well as those industry would like to see retained.
ACA will be working with the ITF in the new year to help create a policy document around these points as we get closer to the election in the spring. In the coming months if you have issues with the changes to WCB legislation it would help us represent you to government if we have examples of where the pressure points are for your business in these changes.
Beyond ACA's work with the ITF on the WCB, ACA is also interested in any changes members are seeking to Government regulations, including Employment Standards, Occupational Health and Safety, etc.
