Presented by Dr. Riah Lange, Evaluation Fellow with Florida BRACE: Dr. Lange (they/them) has a background in community development, qualitative methodologies, urban & regional planning, as well as climate & health adaptation.


This research is part of a growing, but nevertheless limited, body of knowledge pertaining to public health planning efforts in response to anthropogenic climate change. This research is a novel study looking at how the Climate-Ready States and Cities Initiative (CRSCI) is acting as a public health response to climate change and the implications therein. Findings show that practitioners of the 2010-2021 funding cohort display a high degree of adaptability and creativity to progress climate and health planning efforts into formalized and implemented climate and health adaptation plans. Furthermore, practitioners are seeking to support climate and health adaptation plan implementation as well as community health and resilience through collaborative planning processes that transgress, stitch, and redefine institutional boundaries to better connect bodily and environmental health to climate change.

Florida BRACE Launches New Website

The updated website is a reflection of what Florida BRACE has achieved in the past and hopes to accomplish in the future, including the program's current priorities. Florida BRACE Refunded through August 2025

The Florida Building Resilience Against Climate Effects (BRACE) program has been refunded by the U.S. Centers for Disease Control and Prevention's Climate-Ready States and Cities Initiative through a hurricane/tropical cyclone recovery appropriation through August 2025.

Meet the Florida BRACE Team


Dr. Christopher Uejio (Project Lead) is an Associate Professor in the Geography Department & Director of Geography Graduate Programs at Florida State University. His areas of interest include public health, medical geography, climate variability, climate change, vulnerability, health disparities, health interventions, environmental health, infectious diseases (mosquito-borne, waterborne, foodborne), and stakeholder driven science.


Dr. Tisha Holmes (Lead Evaluator) is an Associate Professor in the Department of Urban and Regional Planning at Florida State University. Her areas of interest include climate change and adaptation strategies in coastal zones, promoting socio-ecological resilience in marginalized communities, planning in ecologically sensitive areas, community participation and engagement.


Dr. Emily Powell (Program Manager) is the Assistant State Climatologist for Florida. Her work involves direct climate services, education and outreach, and applied research. Her interests include climate adaptation for human and ecological systems, stakeholder engagement, and developing climate products and decision support tools to inform decision making.


Dr. Zechariah "Riah" Lange (Evaluation Fellow) holds a PhD in Urban and Regional Planning from Florida State University. Dr. Lange is trained in ethnography, community development, urban and regional planning and public health.


Carol "CJ" Jeffers (Technical Consultant) is a Resiliency and Recovery Strategist at JAQARDEN LLC. CJ is a Certified Emergency Manager and Certified Healthcare Emergency Professional with experience spanning emergency management, health, education, and public/private partnerships. She is also a previous BRACE grant recipient.


David Zierden (State Climatologist) is the State of Florida Climatologist. His research interests include climate variability and prediction, (especially as applied to Florida and the Southeast U.S.), development of climate information products and decision support systems, outreach and interaction with stakeholder groups, agriculture, and climate change education.


Kyusik Kim (Postdoctoral Scholar) is a postdoctoral scholar in the Department of Geography at Florida State University. His research interests include sustainable transportation (equity in spatial access, long-distance commutes), spatial data analytics, and geographic information system (GIS).


Priya Pai (Graduate Research Assistant) is a graduate student in the Department of Urban and Regional Planning at Florida State University. Her interests include climate resiliency and emergency management in planning.


Mei Chen (Graduate Research Assistant) is a graduate student in the Department of Urban and Regional Planning at Florida State University. Her research focuses on environmental design, particularly understanding the preferences and age-specific expectations of vulnerable populations to enhance society's overall mental health, physical activity, and social interactions.

Hurricanes/Tropical Storms


The Florida BRACE team is developing a Climate Impacts Compendium on tropical cyclones that will: 1) provide a current state of the science on the relationship between climate change and hurricane activity, 2) demonstrate the associations between tropical storms and hurricanes and adverse health outcomes, including excess deaths from direct and indirect causes, adverse birth outcomes, and mental health outcomes, and 3) summarize the disparate health impacts of climate-related disasters.

Access and Functional Needs

Our research is investigating the experiences, challenges, and gaps of running the Special Needs Shelter (SNS) program in Florida. Typically, shelters are required to report on the number of evacuees sheltered during the impact period. However, there is limited understanding of the operation of SPN shelters during times of emergency and specifically, in what ways the needs of access and functional needs (AFN) populations are addressed.

Extreme Heat and the Emergency Power Rule

As a result of power outages and high heat following Hurricane Irma in 2017, twelve nursing home residents died from high indoor heat exposures. Florida BRACE is assessing the implementation of the state's Emergency Power Rule (EPR) and how nursing homes across the state are adapting to heat. The EPR is the nation’s first statewide law requiring nursing homes to have sufficient backup power to support air conditioning. According to the EPR, indoor temperatures must remain below 81°F for 96 hours in a sufficiently large area to accommodate residents.
