Using Opt Out to Demonstrate MU Modified Stage 2
|
|
When patients elect to Opt Out of participating in electronic access to their health information, this impacts a provider’s ability to meet two related Meaningful Use Modified Stage 2* measures:
- Measure 1: Unique patients provided with access to view, download, transmit their information
- Measure 2: Unique patients who view download or transmit their information
CMS recently confirmed that providers can apply the Opt Out method to measure 1 and 2
,
which may aid providers with Opt Out patients to successfully attest in Program Year 2017.
|
|
* Note: How Opt Out can be used and documented for MU Stage 3 will be communicated separately.

The Massachusetts Health Policy Commission's Shift-Care Challenge is a $10M grant opportunity designed to foster innovative care delivery models in Massachusetts.
The SHIFT-Care Challenge aims to strengthen partnerships between community-based organizations, Accountable Care Organizations (ACOs), hospitals and health systems, and support the delivery of coordinated care that meets the whole-person needs of patients, including their behavioral health care and health-related social needs. This investment represents a unique opportunity for Massachusetts health care providers to test leading-edge ideas for transforming care and to advance the HPC’s goal of better care, better health – at a lower cost – across the Commonwealth.
The SHIFT-Care Challenge offers two funding tracks for competitive applications for innovative care delivery models that:
- Address the health-related social needs of complex patients.
- Provide timely access to behavioral health services.
- Included within this track is an opportunity to focus specifically on addressing the opioid epidemic by implementing progressive models of care that seek to initiate evidence-based treatment in the emergency department (ED) for patients who present with an opioid use disorder.
