To Our New Hampshire Housing Community,
Daily, regardless of where our office space is, we focus on the housing needs of New Hampshire, from helping families buy a home, financing multi-family apartment developments, assisting people find safe and affordable housing, and analyzing and identifying the state's housing needs and ways to address them.
As expected, the coronavirus has triggered a significant increase in unemployment and requests for mortgage forbearances. Federal stimulus money, as well as the additional weekly CARES Act unemployment benefits, are helping businesses and families. Still, many will have difficulty in making rent and mortgage payments, and will face greater difficulty when the state eviction and foreclosure moratorium ends.
The staff of New Hampshire Housing will continue to serve and support communities, partners, renters and homeowners to weather this crisis. We are working with the Governor’s Office for Emergency Relief and Recovery, the legislature and organizations around the state to find solutions for keeping our state’s residents safe and in their homes.

New Supportive Housing for Women
Opens in Laconia
Compass House, which opened in March, provides a congregate living environment for up to eight women who have completed a residential treatment program for substance use disorder. They receive on-site recovery coaching.
Compass House was
financed through the state’s Affordable Housing Fund, a flexible revolving loan program that can be used for diverse needs such as transitional housing for people in recovery from substance use disorder or those experiencing a mental illness. Compass House
was developed through a partnership among Lakes Region Community Developers, Horizons Counseling Center, and Navigating Recovery of the Lakes Region.
The purchase of furnishings and decor for Compass House was supported by
Belknap Mill Quilters’ Guild, The New Hampshire Women’s Foundation, Annette P. Schmitt Trust, New Hampshire Charitable Foundation, Eversource, and DCI Furniture of Lisbon, NH.

2021 Low Income Housing Tax Credit Round Review
We are making changes to the
preliminary application review process
for the upcoming Low-Income Housing Tax Credit Program round. This will provide developers with a more comprehensive review response at the preliminary stage.
The review process will include feedback on threshold criteria and underwriting requirements, and will incorporate project-specific scoring information. Updates on
the LIHTC round will be emailed and

Impact of Multi-Family Development
|
Lead abatement projects now underway will be completed while ensuring the safety of tenants, owners and contractors. Program risk assessments and contract bidding are temporarily suspended.

Our Asset Management group oversees two types of publicly financed rental properties to ensure quality administration and maintenance of properties that house low- moderate-income, and extremely low-income, households.
We oversee the administration of 148 properties (5,799 units) that receive direct project-based rental assistance from the U.S. Department of Housing and Urban Development.

Apple Ridge Apartments in Rochester
, which
leased up in January, has 18 one-bedroom and 16 two-bedroom apartments available to households with incomes at or below 60% of the area median income. McIntosh Development financed the units with LIHTC and an Affordable Housing Fund loan insured by HUD.

Assisted Housing Division
Our staff respond to requests for housing assistance, primarily through the Housing Choice Voucher and other programs we administer. With the COVID-19 crisis, staff are working with both participants and property owners regarding changes in income and subsidy concerns. We also make referrals for emergency assistance.

Property Owners & the Section 811 Program
The Section 811 Project Rental Assistance
program provides rental assistance for extremely low-income persons with disabilities along with long-term services. Properties developed with federal, state or local funds may be eligible to house Section 811 tenants.
