March is here! Spring Break begins next weekend, Semana Santa is just around the corner, the weather is warming up, and tourist season really kicks off for another year this month.The winter seemed very cool this year so I'm sure that everyone is ready to get back to the weather that we all love. Winters are mild though and we definitely get far more nice days than not-so-nice days, plus we get sunshine literally about 90% of the time (look it up if you don't believe me :)
What's not to love about this place?
Rocky Point is still growing and every week I hear about some restaurant or bar or other business that has opened. They must be doing well because I haven't heard of any closing for a long time.There are times when I miss the old, quiet, fishing village type town but most of the time I appreciate all that this town now offers. If I want the small town feel, there are plenty of places near here to visit. El Golfo is my favorite and it's only 1.5 hours away up the Coastal Highway. Actually, I added a story about a popular El Golfo landmark this month, so keep reading if you want to see it.
This month promises to be a very busy one, starting today if you're in town. Carnaval 2020 is still here and today is the final day, so check it out if you can. Spring Break starts next weekend and we expect a good turnout based on rentals. The whales are still in the area and tours have been very successful in spotting the giant mammals. There are so many other activities and events happening that I won't try to list them, but if you're in town you will have plenty to do, and if you're in town on a weekend, there probably isn't enough time in the day to even scratch the surface.
Next month brings Easter Week, or Semana Santa as it's known in Mexico. While Spring Break brings in a lot of young people and there are some very busy "party" spots around town, it is mostly celebrated in the Malecon or the Mirador. Sandy Beach usually stays pretty calm and you can avoid the parties pretty easily if you would like. The Semana Santa long weekend on the other hand - not so much. Semana Santa is a city wide party that goes nonstop for several days. The beaches will be crowded and traffic will be crazy all over town. Don't even think of trying to drive down the Malecon. You can be stuck in traffic for hours, seriously. If you haven't experienced a Semana Santa here, it's hard to describe. For some, it is the best of times, but for many (dare I say most) of our "regular" tourists, it will be best to avoid that time.
Let's see, what else can I think of to talk about. Oh yes, our trio of round-trip cruises went very well and reports from passengers have been overwhelmingly positive. The ship, Astoria, will be retired this year, but we are all hoping/expecting that the company will return next year with a different, and probably newer, ship. There has also been talk of adding some shorter cruises as the 11 night one just doesn't work for the schedule of many folks. Time will tell and we haven't seen any official word yet, but based on the response from the first three, we feel that they will continue.
Oh, and our furry-faced friends the fariseos have been returning again for the Easter season. These are Yaqui who follow a religious tradition that is followed each year and they arrive in Penasco around this time. I have included the history and story in previous years' newsletters so I didn't add it again this month. Click on the links for my previous newsletters or just do a Google search and you'll find out all about them. In any case, it is a very unique and maybe a little disconcerting experience if you've never seen them roaming around, but not to worry, they are friendly and usually very entertaining.

Puerto Penasco Top Tourist Desination in NW Mexico
Of the entire State of Sonora, Puerto Peñasco receives more than 40% of the visitors, making us the most popular and obviously the most important tourist development desination in Northwest Mexico.
The success of the recent trio of cruises which called Rocky Point their "Home Port", was just one more example of the growth in popularity of the area. "The Treasures of the Sea of Cortez reconfirms Puerto Peñasco as the main tourist destination of Sonora, as it captures 40% of the economic gain and a similar proportion of visitors who choose Sonora to vacation", said Mayor Kiko Munro.
The Mayor of Puerto Peñasco stressed that in the last 4 years, we have seen an 8% growth in the economy, about the same growth rate as Los Cabos and the Riviera Maya, and the city has also seen around 450 million dollars in investment for the construction of new tourist and development complexes. From 2017 to the current date, 751 condominium units, 410 hotel rooms, and 899 houses have been built in and around Puerto Penasco.
"Puerto Peñasco is the main tourist destination of Sonora, providing an economic impact 8.8 billion pesos per year and we have full confidence that this tourist destination will continue to grow and thrive, thanks to the joint work of all," he said.
Mayor Kiko Munro confirmed that this is the ideal time to invest in Puerto Peñasco and to take advantage of the continuing advancement of economic and visitor development opportunities in this very popular seaside city with an annual influx of more than 2.5 million tourists.
"The main interest is that Peñasco's development translates into a substantial improvement in the quality of life of our people," he said.

Regular Flights from Tijuana May Begin in June
Flights to Puerto Penasco are on the horizon from Tijuana, and could begin as early as June, representatives from the airline company, Aero Calafia, have stated.
Officials from Puerto Penasco have worked recent months, in joint cooperation with the Penasco Office of Conventions and Visitors, Municipal Government, the Sonora Tourism Promotion Commission, as well as the private business and tourism sectors in order to make this new air route a reality.
On a visit to Puerto Peñasco, Dr. Luis Nuñez Noriega, General Coordinator of the Tourism Promotion Commission of Sonora, stated that the Sonora government has been working closely and actively in ongoing meetings with various the airlines, particularly With the Aero Calafia company, and is coming close to announce a possible flight route from Tijuana to Puerto Peñasco, which could be activated as soon as June, with several arrivals/departures per week.
Recently, a letter of intent was received from the company, however locals are still waiting for the company to make the official launch of this air route, with schedules, fares and frequency of flights.
Nuñez Noriega said that without a doubt connecting Puerto Peñasco with Tijuana opens the doors for tourists from the Western United States, and once this door is opened it is expected that travelers from more areas will use the route.
Asia is considered as a strong potential in tourism for Sonora, particularly Puerto Peñasco. If the new flight route is fulfilled, the three access routes to this city would be covered; land, air, and sea.
At this time, the land route is considered the most important of three accesses, however, the maritime one has recently begun with the activation of cruises, and the aerial one, close to completion, has major potential to increase even more accessibility and increase economic benefit and global positioning of the destination.

Mexico Women Plan Protest Day for March 9
On March 9, women will skip work as a way to protest against violence against females. If every women in Mexico stopped working for a day, including unpaid work, the Mexican economy could register losses of over 37 billion pesos, a figure higher than the total income from oil obtained in December 2019.
However, the impact could be even more serious if estimates include unpaid work, such as caring for children and domestic work, which represents over 11 billion pesos of the GDP in one day.
Additionally, the manufacturing industry would be most affected since women are essential. It is estimated that the loss would amount to over 20 billion pesos, or 79% of the total income generated in one day. Other industries could lose millions as well. Commerce could lose over 6 billion, social services could lose over 3 billion.
Despite the economic consequences, the national women's strike do have several government departments and businesses showing support for the women who plan to join the protest, many offering regular pay for the day.
The Sonoran Resorts corporate office sent a memo offering all female employees a paid day off on March 9, in support of the cause.

19th Rocky Point Rally Presents Donation to the Hemodialysis Unit in Puerto Peñasco.
In support of the Hemodialysis Unit in Puerto Peñasco, members of the Organizing Committee of the traditional Rocky Point Motorcycle Rally went to the altruistic institution on Saturday, February 21, to present a donation of $ 20,000 pesos, as part of the result raised during the event held in November last year.
The donation, presented by Oscar Palacio Soto, founder and main organizer of the Rocky Point Rally and members of the Organizing Committee, is a culmination of the collection efforts during the 19th edition of the event called the largest Motorcycle Party in the Northwest of Mexico and complements previous donations to various charities in mid-December last year after the event.
This support comes from the proceeds through the record donations by the participants, as well as by activities such as the Bike Show and the Poker Run Contest, which received a sum of $396,560 pesos from the event.
Since the traditional Rocky Point Rally motorcycle festival began in 2001, one of the most important objectives has been to provide support to various charities in both Puerto Peñasco and Sonoyta.
The institutions and programs which have received support from the proceeds from the great event each November have been: DIF Puerto Peñasco and DIF Sonoyta, Rocky Point Student House in Mexicali (by DIF Puerto Peñasco), Firefighters of Puerto Peñasco, Red Cross Puerto Peñasco, La Montaña Rehabilitation and Special Care Center, George Papanicolaou Group Puerto Peñasco, and the José Dávila Valdivia Nursing Home, in Puerto Peñasco.
For the next celebration of the Rocky Point Rally, which will be its 20th Anniversary Rally and will take place from November 11-15, 2020, the organizers commented that they are analyzing strategies to increase the number of participants who donate to the various institutions of Puerto Rock through registration.

Tourist Auxiliary Unit is Well Trained and Ready for the 2020 Tourist Season
Four years after its creation, at the instructions of Mayor Kiko Munro, the Tourist Auxiliary Unit (TAU) has performed well and provided exemplary service to the community, while fulfilling the objectives for which it was created, said Carlos Bravo Martínez, Director of the TAU.
The Coordinating Commander of the TAU commented that with 14 active officers, the individuals in the unit are constantly being trained to reinforce skills in preparation for security issues through the strategic plan of Puerto Penasco Public Safety department.
He remarked that prior to the high tourist season and especially prior to special holidays such as Spring Break and Easter, in which a large influx of tourists is expected, several extra training courses are attended, many increasingly specialized, to best meet any possible contingency that can occur in the city during the very busiest times.
Officer Bravo stressed that the TAU is the preventive arm of the Municipal Police and the Public Safety Department, which frequently acts as the first responders in cases of off-road accidents, drowning, sting ray stings, missing children, and many other unimaginable mishaps that can arise.
The work of the officers, he explained, is carried out in Malecon, Playa Hermosa, Sandy Beach (Certified Clean Beach) the sand dunes between La Cholla and Las Palomas. This year their field of action will be extended to Mi Playa and the area of The Mirador.
"We are under the direction of Mayor Kiko Munro, and we are here to serve all persons, regardless of whether they are a tourist or a resident of Puerto Peñasco. Also, the Officers of the TAU do not charge anything for our services, they are totally free" He stressed.
Officer Bravo reiterated that the objective of the Mayor of Puerto Peñasco is to continue the work so that Peñasco continues to prosper as a safe, modern destination in order to continue attracting more visitors, and of course more investments.
"Mayor Kiko Munro continues to improve the level of preparation and training of the Officers that make up the Public Safety Department, including the TAU in ongoing efforts to keep Puerto Peñasco as the safest tourist destination," said public servant Carlos Armando Bravo.

Malecon Parking Meter Infractions being Enforced
This is just another reminder that the Malecon now has "pay to park" meters and they are being enforced. Several a surprised tourist has come out of the restaurant or bar to find a "shoe" fastened securely to one of their vehicle tires. Though the change is still controversial and it is possible that things will change in the future, for now be sure to bring some coins and feed those machines if you want to avoid the problem.

Why-Lee Coyote Killed by Motorist
For those of you who travel through Why Arizona, you may remember the "friendly" coyote who frequents the area around the gas station there. He had become fairly domesticated by the constant attention and frequent offer of a free meal given by tourists passing through. Why-Lee was killed recently after being struck by a passing motor vehicle. As is often proven the hard way, this is another example of letting wild animals stay as wild animals. Becoming too comfortable around people and around traffic ultimately ended his life.

The Day of the Child Beach Party is an annual fundraising event supporting Casa Hogar Esperanza para Los Ninos, a children's home in Puerto Penasco, Mexico. 1st Red Tide alert on bivalve mollusks 2020
The head of the Puerto Peñasco Sanitation Control Unit, Carlos Decina Torres, reports due to toxins produced by what is known as a "red tide", the State Health Secretary has issued a precautionary alert on bi-valve mollusks in Puerto Peñasco. This includes the prohibition of extraction, production, sale, and consumption of mollusks originating from the Morua Estuary, and includes clams, oysters, and mussels.
Carlos Decina made it clear that no contaminated mollusks have been found in the city, nor have there been any reports of intoxicated people in Puerto Peñasco.
The Sanitation Control Unit will continue to take samples from the estuary in order to determine when the waters are free of toxins so they can lift the present alert; samples are routinely taken to ensure that only sanitary products reach Puerto Peñasco businesses and homes.
He also highlighted the closure is merely a preventive measure, duration of which will be defined by the State Commission for the Protection Against Sanitary Risks (COESPRISSON) once they are certain there aren't any risks to consumers' health
Beware - New Stop Signs Around Town
Driving in Mexico often presents challenges in regards to traffic signage, signals, poorly market streets, incomplete or non-existant GPS mapping. One challenge is the fact that traffic signs go missing, fall into disrepair, or appear without prior warning. Sometimes, they are "unofficial", hand-painted or homemade signs that someone living in the area put up to replace one that went missing. The best advice is to pay attention, drive slowly and defensively and, when in doubt, make the stop.
Lately, the city has been replacing many of the old or missing signs and they have also added a few new ones. For those who have lived here for some time or who frequent our little city, some of these may come as a surprise. One in particular has caused a few problems, as it appeared at the intersection of the road to Sandy Beach and the turnoff to Playa Bonita. This has been a particularly dangerous intersection and has been the scene of several accidents, some claiming the lives of those involved. Please make note of this new stop and be sure that you obey the intent of the sign.
Home Fire Tragedy Prompts Community Action to Help
On March 31st of 2019, Cruz Toriz Castro 58 (mom and grandmother), Marlenne and her children, Evelyn (10) and Elicseer (5), lost their home and belongings in a fire. The entire family are Puerto Peñasco natives. Marlenne and her mom have dealt with various personal challenges over the past several years, and now with the loss of their home and belongings being the most recent. Cruz works full time and Marlenne works part-time and is committed to doing what they can to make life as normal as possible for her children as they deal with their housing situation. A home would go a long way towards helping to bring hope and a new start to this family.
Dwellings plans to build them a two bedroom home that has a bathroom, kitchen area and living room. The house will have a flat roof to give the family the option of adding a second level some time in the future.

El Golfo Historic Lighthouse Demolished, Rebuilt
If you're ever ridden an ATV around the dunes of El Golfo, then you are almost certainly familiar with the old lighthouse on the hill, overlooking the majestic Sea of Cortez. If you have made a trip lately, you may have been surprised to see that the old lighthouse is gone and there is a new one in its place. While the change was certainly necessary, it leaves some sad and nostalgic because the old lighthouse has been a focal point for longer than most have been visiting the area.
The new lighthouse replaces the old lighthouse which was demolished last January to build a more modern and functional one, said a representative of Grupo Unidos, Andrés Gonzalez Lopez
Lopez is a local employer of fishermen and states that there have been some criticisms on social media from people who wanted the old lighthouse, dating more than 50 years, to be maintained instead of demolished, but the truth is that the old lighthouse structure was too far gone and had represented a danger to the public At this time, the new one shows about 90% progress and in the coming days it will be inaugurated, inviting the civil and military authorities, and the local deputy Lázaro "Chichí" Espinoza, to witness the event.
Residents of El Golfo as well as tourists can enjoy a new lighthouse in the Machorro area, which will have a light range of 15 to 20 nautical miles, an important icon which serves as both an effective beacon for boats and a fun place for children and adults to visit.
Lopez explained that it was through the Deputy General Directorate and the Port Captain who determined that the work be carried out, resulting in a totally new and modern lighthouse with solar cells that will supply the spotlight that will illuminate 15 to 20 miles all around.
He explained that despite the fact that the old lighthouse was a historical point of reference for locals and vacationers for over 50 years, federal authorities determined that rehabilitation was impossible due to structural damage to the base.
"Here in the population, certainly nostalgia is felt, since the lighthouse had been a fun place for motorcyclists and all-terrain vehicles for so many years, however we are happy because we will have a new lighthouse in the Machorro area; greatly decreasing the risk for those who visit it since the old one was so badly damaged," he said.
Once the work is finished, the town will have a modern lighthouse available to fishermen, in compliance with its main objective, to be a coastal reference for navigators without neglecting the symbolic value for families visiting the place. But most importantly, it will increase the safety and protection of the people who go to sea. It is an instrument of location that each port must have to serve as a guide or location point towards a safe place for sailors or fishermen.

Mayor Kiko Munro Confirms José Tlaseca Méndez as the New Commissioner of Public Safety
Mayor Kiko Munro legally and officially swore in officer José Tlaseca Méndez, as the new Commissioner of Municipal Public Security, after unanimous approval of his appointment by the members of the City Council.
Kiko Munro commented that Tlaseca Méndez, until yesterday, was commander of the Youth Patrol. The well respected officer has 15 years of experience in Public Security and law enforcement, so he met the requirements of the Puerto Peñasco Seguro Plan in order to be considered for the important promotion. The program which has strict guidelines as to required qualifications of personnel in supervisory roles in public safety has the purpose of making the city the safest tourist destination in Mexico.
Mayor Munro explained that the new police commander will strengthen the operating section of this department and will build on and enhance the work that has been achieved over the past four years, noting the improvements in the preventive law enforcement, combat techniques, theft deterrent and investigation, and domestic violence. The administration and Public Safety Division continues to strive for consistent improvements in areas which can most affect this municipality.

"Our focus must always be to be prepared to react, but above all things to be working hard on prevention so that the issues do not arise, and I believe that the profile of the official José Tlaseca, meets precisely the experience, vocation, and especially the training needed to carry out this approach," said the Municipal President.

Government of Puerto Peñasco to Donate Land for New IMSS Hospital
Mayor Kiko Munro has announced that the municipality of Puerto Peñasco will donate the land on which the new General Hospital for the Mexican Social Security Institute (IMSS) will be built, a donation with value of 600 million pesos.
The Mayor of Puerto Peñasco stated that the IMSS delegate, Guillermo Noriega Esparza, visited Puerto Peñasco in recent days and confirmed that this municipality will included in the Hospital Infrastructure Plan for Sonora, with new hospital to be built between 2021 and 2023.
Mayor Munro further explained that the IMMS delegate made the formal request for the donation of a 2-hectare property on which to build a new hospital with 50 beds, two operating rooms, and other specialty facilities, which will replace the 12 bed hospital currently operating in the Centro neighborhood.
He also informed that before the approval for donation, two land options were analyzed, one in the area near the Technological University of Puerto Peñasco is located and another behind the current Family Medicine Unit of the IMSS, both which were be submitted to the full City Council for consideration.
"Obviously this fills us with motivation because we are aware that Peñasco needs and deserves more and better clinical-medical facilities and, of course, we are coordinating very effectively so that this project is achieved in the short term. "
Mayor Munro added that the investment cannot take place before 2021, but during 2020 the process will be ongoing to explore and verify all the procedures inherent with the acquisition of the property and the processing of all permits for the construction of the new Hospital.
The Mayor of Puerto Peñasco reaffirmed that the city council has always been very eager to support projects such as the new IMSS hospital which are beneficial for the population. For that reason it appears that he is only waiting for a formal request for land in which to build the hospital which has already authorized.
When completed, this health facility with have ample capacity to serve the more than 36,000 residents per year, however it is important to note that it is intended for those who are part of the IMSS system, and not for the general public.

The 1031 Offshore Exchange - Can It Benefit You?
Are you planning to sell your Mexico rental or business property? Are you thinking about buying a similar property in Mexico (or anywhere other than in the United States)? Then you may want to understand more about the offshore 1031 exchange for foreign real estate transactions.
Here are some basics of the offshore real estate tax:
If you are a US citizen and sell an offshore property, you will probably owe the US IRS. It doesn't matter that you have not lived in America for years or that the money never touches the US. You will often owe Uncle Sam a big piece of the pie.
Americans are taxed on their worldwide income no matter where a US Citizen lives. Expats may be able to use the Foreign Earned Income Exclusion to reduce or eliminate US tax on a salary or income from an active business. But the FEIE does not apply to passive investments or capital gains from real estate.
The only savings available for capital gains is the Foreign Tax Credit. You get a dollar for dollar credit with the IRS for any taxes paid to the country where the property is located.
If the capital gains rate in your country is equal to or higher than the top US rate of about 23.8% for long term gains and 38.6% for short term (max ordinary rate), you will probably not pay taxes on the transaction to the IRS. You would still need to report the sale on Schedule D and take the Foreign Tax credit, but you shouldn't owe any tax.
Because the US has one of the highest capital gains tax rates, most clients get a nasty surprise on their US return when they sell an offshore real estate property. They get to pay both the local tax rate and then 10% or so to the IRS. Mexico, however, has tax rates which may be even higher than the USA so, depending on the circumstances of your sale, the option may or may not be beneficial for you.
Here's how you may be able to use the offshore 1031 exchange to pay zero US tax on your foreign real estate transaction. There are many rules to follow, but this info should take care of most of the compliance and documentation items for you.
Here's what you must do to ensure that the transaction qualifies as an offshore 1031 exchange after you sell your foreign real estate property:
You must exchange your foreign property for another foreign property or properties. This means you can exchange your rental property in Mexico for an office building in Colombia or France if you like. You may not exchange your foreign property for a US property.
You must identify the exchange property or properties to your accountant in writing within 45 days of closing on your sale property. They will require a dated and notarized letter to ensure compliance.
You must close on the exchange property within 180 days of the sale of your property. If the cash remains in the custodial account for even one day beyond the 180 day limit, the entire transaction is void, all of the tax benefits are lost, and stiff penalties will apply.
You may not receive any cash from the transaction until after the purchase of the exchange property has been completed. All cash must be held by a qualified intermediary until the entire transaction is completed.
- A partial offshore 1031 exchange is acceptable. You are not required to exchange your sale property for one of equal or greater value. You may exchange it for one or more properties that total to less than the sale price. Of course, this will reduce the tax benefit of the offshore 1031 exchange, but it is permissible under the rules.
- Even if you are going to purchase an exchange property for less than the sale property, you can't receive any cash until the entire transaction is completed.
Surprisingly, you may exchange your property with a related party such as a family member, business associate or relative. If you set up an offshore 1031 exchange with a related party, the only limitation is that the property may not be sold for two years. In other words, a 1031 exchange with a related party adds the requirement that you must hold the exchanged property for at least two years.
The person who sells the property must be the same person who buys the exchange property. So, a husband can't sell a property in Panama and his wife buy a like-kind property in Colombia. If H sells the property, H must buy the exchange property.
- However, you may use a different offshore company to by the exchange property. This can be a very important distinction when structuring an offshore 1031 exchange because of the local tax rules around holding title in a foreign company.
- The offshore company must to structured as a disregarded entity for US tax purposes.
- For example, if H sells a property in Panama, he may buy a property in Mexico in his name or in the name of an offshore company structured as a disregarded entity.
* There are three ways to deal with the cash issue in an offshore 1031 transaction as described above.
You can hire any of the US based 1031 exchange providers. This will require your buyer to wire funds to a US intermediary rather than you. It also means that all of the cash in the transaction will be held in a US bank, in the name of the US firm, and subject to US government inspection.
Documents Required for an Offshore 1031 Exchange
The Exchange Agreement: A contract between you and the Qualified Intermediary that sets out the rules and guidelines. This must be followed to the letter in order to complete the 1031 exchange.
Notice of identification: A notarized legal notice must be sent from you to the Qualified Intermediary advising him that you have identified a property. The purpose of the legal notice is to prove you identified the replacement property within the required 45 days time frame.
An Assignment: An assignment of the sale to the Qualified Intermediary is required. This is in necessary because, in theory, the Qualified Intermediary steps into your shoes and sells the property.
Purchase Notice: A notice to the party on the other side of the transaction advising them that the transaction is indeed an offshore 1031 exchange. The purpose of notification to the other party is to prove, without doubt, that the 1031 exchange was in place at the closing.
Finally, and most importantly: Do NOT act on anything in this article without first checking with your tax professional, financial advisor, or other qualified party.

Dozens of Historic Mexican Cookbooks Are Now Available Online
The oldest Mexican cookbook in the University of Texas at San Antonio's (UTSA) collection was never meant for public consumption. Handwritten in 1789 by Doña Ignacita, a woman who probably served as the kitchen manager for a well-to-do family, the manuscript includes recipes for such specialties as "hidden vegetable stew," or potaje escondido, and an orange-hued soup called zopa de naranja.
Volumes like this 200-year-old specimen-many boasting scribbled notes and stains on their owners' favorite recipes-form the heart of the university's collection. Now, thanks to a renewed digitization campaign, around half of the school's approximately 100 manuscript cookbooks are available for anyone to browse online, reports Nils Bernstein for Atlas Obscura.
"I've had students in tears going through these, because it's so powerful to see that connection with how their family makes certain dishes and where they originated," UTSA Special Collections Librarian Stephanie Noell tells Atlas Obscura. "I want anybody with an internet connection to be able to see these works."
UTSA's collection features a timeline showing how traditional Mexican and Spanish cuisine mixed during the colonial period. According to Noell, Bernal Díaz del Castillo, a 16th-century Spanish conquistador, called locals' corn dishes "misery of maize cakes," while the indigenous Nahua culture considered the Spaniards' wheat bread "famine food." Eventually, however, cultural exchange and mixing of European and local ingredients blended to produce North America's current culinary delights.
Per Atlas Obscura, the university's cookbook collection-totaling more than 2,000 volumes, including the 100 manuscripts never intended for public use-traces its origins to San Antonio resident Laurie Gruenbeck's 2001 donation of nearly 550 cookbooks. Gruenbeck amassed her collection, including Doña Ignacita's handwritten recipes, during the decades she spent traveling through Mexico.
Since 2001, the collection has grown to more than 2,000 books, among them some of the oldest cookbooks published in Mexico, as well as vegetarian cookbooks dating to the early 1900s. One of the highlights, an 1828 cookbook titled Arte Nuevo De Cocina y Reposteria Acomodado al Uso Mexicano, may be the only surviving copy of the publication, according to a statement.
British-born ethno-gastronomer Diana Kennedy donated the 19th-century volume, along with hundreds of other documents, to the university in April 2019. Kennedy made a 900-mile, two-day road trip from her home in Michoacán to deliver her archive of books, reporting notes, and correspondence exchanged by famous chefs and their fans.
Kennedy has spent more than 50 years studying Mexico's culinary culture. Speaking with Texas Monthly's Cat Cardenas in May of last year, she pointed out that "Mexican cuisine" is a misleading term; each of the country's 31 states brings its own unique flavors and techniques to cooking. Dishes take time-and care-to get right.
"I wish people would realize that the preparation of Mexican food is detailed, and it takes more time," Kennedy told Norma Martinez and Lauren Terrazas of Texas Public Radio in May 2019. "Most people don't bother. I do. I'm always saying, 'oh my god, they didn't do something,' or 'they put garlic in their guacamole,' which they should never do. So I'm a bit of a scourge, all right?"
Kennedy's books represent the culmination of decades of research. Per the New York Times' Tejal Rao, she details dishes alongside regional histories, as well as socioeconomic and ecological information. Recipes are prominently attributed to the home chefs who originally shared them.
Taken together, the resources housed in the UTSA's collection provide valuable information for those studying Mexican cuisine as historians. Late 18th- and early 19th-century recipes frequently refer to vino de Parras, a wine from the city of Parras that was made despite a ban on winemaking by everyone but the clergy. And Doña Ignacia's 1789 notebook includes recipes for a sweet spiced sauce that seems to be an early version of mole enjoyed in northwest and central Spain.
"Aside from the treasure of the recipes, many of these [manuscript cookbooks] read like stories themselves," says Rico Torres, chef and co-owner of the restaurant Mixtli, to Atlas Obscura. "Often there's a hint of longing for a dish from a faraway place."

Capirotada
A modest dish that combines humble ingredients with holy symbolism makes a special Mexican dessert beloved during Lent and at Easter.
It's capirotada, a simple bread pudding that forgoes the common egg-milk custard base. Instead, capirotada gains its moisture from a deeply flavored clove-and-cinnamon-spiked sugar syrup. Capirotada may also include dried fruits (such as raisins, chopped apricot or chopped dates), fresh fruits (such as banana or pineapple), nuts (such as pine nuts, slivered almonds or chopped walnuts) - but many families' versions include neither fruits nor nuts.
Like all bread puddings, capirotada's origins are ancient, dating to 15th century Spain or perhaps even earlier. In its earliest incarnations, capirotada was a Moorish-influenced sweet-and-savory dish. Bread pudding surely arose from kitchen economy, when bread going stale was rescued from ruin, but it originally wasn't a dessert dish. Rather, it was a sopa seca, a "dry soup," or a savory dish served at the beginning of a meal. Some versions of capirotada include tomato and onion, even today. This combination of what Westerners traditionally consider "sweet" spices - cinnamon and clove - with savory ingredients is commonplace in Moroccan cooking, for example.
Its constants, then, are the bread, symbolizing the body of Christ; the dark syrup, echoing Christ's blood; the cinnamon sticks, symbolizing the wood of the cross; the cloves, representing the nails used in the Crucifixion; and the cheese that cloaks the dish, suggesting the holy shroud. Beyond that, it seems, any amount of customization is allowable and acceptable.
Bolillos, Mexican sandwich rolls, and piloncillos, cones of unrefined brown sugar, are widely available in supermarkets these days. Look for the bolillos in the bakery section; you can often find piloncillos in the specialty part of the produce section. But if you can't find them, don't fret: A sturdy baguette and some dark brown sugar will substitute quite nicely.
Here's a basic capirotada recipe to get you started. Customize it as you wish, and enjoy your date with history.

Prep: 20 minutes
Cook: 65 minutes
Makes: 6 to 8 generous servings
This very old, Spanish-influenced form of bread pudding has origins dating to the 15th century and perhaps earlier. It's a popular Lenten and Easter dessert in Mexico, where the bump of protein from the cheese during a meatless Lent may be welcome. Commonly eaten warm from the oven (or reheated), it's also good when eaten at room temperature or chilled, especially with a bit of crema, sour cream or heavy cream.
4 bolillos, cut crosswise into 1/2-inch slices, or 1 large baguette, sliced similarly
6 tablespoons butter, melted
2 cups water
2 large piloncillos, or 1 1/2 cups dark brown sugar, packed
4 cinnamon sticks
8 whole cloves
1 cup raisins, golden raisins, dried cranberries, dried cherries or other dried fruit, optional
1 cup pine nuts, slivered almonds, chopped walnuts, chopped pecans or other nuts, optional
3 cups shredded mild cheese, such as Monterey jack, Colby, queso fresco or mild cheddar
1. Lay the sliced bread on rimmed baking sheets, and toast under the broiler until golden, 2 to 3 minutes, turning once. Brush slices on both sides with melted butter. Set the bread and any remaining butter aside while you make the syrup.
2. Place water in a large, heavy saucepan with a close-fitting lid. Add the piloncillos or brown sugar, cinnamon sticks and cloves. Over medium high heat, bring the mixture to a boil, cover and reduce heat to a simmer. Cook, 10 minutes. Remove from heat to cool slightly before straining out cinnamon sticks and cloves. Set the strained syrup aside.
3. Butter a 9-by-13-inch baking dish. Heat the oven to 350 degrees.
4. Cover the bottom of the baking dish with buttered bread. Strew a third of the dried fruit, if using, and a third of the nuts, if using, atop the buttered bread. Scatter a cup of shredded cheese over all. Pour over 1/3 of the syrup; let stand, 15 minutes.
5. Repeat layers as needed to fill dish, allowing the syrup-drenched bread to stand for 15 minutes before adding another layer. If you have melted butter left over, pour it over the final, top layer before adding cheese. End with shredded cheese.
6. Heavily butter a piece of aluminum foil, and cover the filled baking dish. Bake, 30 minutes; uncover and bake until the cheese is browned and bubbly, 15 minutes.
7. Remove from oven; let stand 15 minutes before serving. Garnish each serving with crema, sour cream or heavy cream, if desired.

Spider tacos and gorditas made with agave worms are among the pre-Hispanic recipes on offer
Beetles, crickets, winged ants and other bugs may not be your idea of tasty snacks but experts say they could stave off an impending world food crisis. A community garden in Mexico City will host a festival to celebrate that very notion.
According to the UN's Food and Agriculture Organization (FAO), overpopulation, water scarcity and deforestation are driving the world toward a global crisis and insects may be the only way out.
Although for many in the western world entomophagy - the practice of eating insects - is a stomach-churning idea, indigenous people in Mexico have included bugs in their culinary traditions for millennia. Most species are very high in protein as well as fatty acids and vitamins A, D and E.
Those who need to catch up will find the perfect introduction to the practice at the 2020 Festival of Edible Insects at Huerto Roma Verde, a community garden in Mexico City's trendy Roma Sur neighborhood.
Chefs at the event will offer a wide variety of recipes inspired by pre-Hispanic kitchens, using such creepy-crawly ingredients as fireflies, worms, grasshoppers, scorpions, ant eggs, stinkbugs, tarantulas and more.
They will be served up in tacos, gorditas, sopes, tlayudas, and other tortilla-based Mexican favorites, and even in drinks like chocolate and pulque, a fermented drink made from the sap of the agave plant.
Don't worry if you have no idea what to order. Chefs will be there to help offer suggestions like tlayudas (oversized quesadillas from Oaxaca) made with beetles called copoaches, scorpion tacos, salsas made with flying ants called chicatanas and fritters called buñuelos made with ground-up grasshoppers.
Other don't-miss dishes include snail ceviche, spider tacos, gorditas made with agave worms, ant eggs called escamoles flavored with a piquant herb called epazote and, of course, chapulines, or fried grasshoppers.
The festival will be held at Huerto Roma Verde on March 13-15 from 1:00 p.m. to 7:00 p.m. each day. Admission is just 10 pesos (US $0.50).
