Happy February 1st! Another month has slid by and the new year is firmly upon us. The weather has been pretty cooperative and mild, especially when comparing to the majority of the USA over the past few days. I grew up in Minnesota and I just couldn't imagine spending another winter there. On Wednesday, there was a 110 degree difference in temperatures between my home town in MN and my adopted home town, here in Rocky Point. Crazy. In any case, we're in for another great month here in paradise.  
 
The Sonoran Resorts once again participated as a sponsor at the Scottsdale Barrett Jackson Show and Auto Auction last month. This was our 7th year and, by all accounts, our best year yet. More below on the show. We concluded our Annual Food Drive and gathered up all of the donations last month and we would like to give a great big Thanks to everyone who participated and donated. The food this year was donated to a fairly new charity organization here in town called Building Bright Futures. More on them below too.  
 
Of course, the big news for January was the announcement of the first cruise ship departing Rocky Point in December of this year. Yes, that's right, and if you have been hiding from news sources and social media and had not heard about it somehow, it really looks like it will happen. No, the new Home Port pier is not finished - in fact, there is still no activity on it that I have seen. But, the cruise has been scheduled and they are actually already selling tickets. Word is that the ship will anchor offshore and tender passengers back and forth to the Old Port area. That could work. I'm pretty sure that the first cruise or two will be a bit confusing but, with any luck, they will figure it out and, with a bit more luck, we will see the Home Port construction start moving again. I know several people who have signed up for the cruise already.  
 
Monday is a holiday in Mexico (Constitution Day) and offices, banks, and many businesses will be closed. Since it coincides with the day after the Super Bowl, I'm sure that many will take advantage of the holiday to rest up from the multiple parties going on around town surrounding the game. The Sonoran Sky's Sports Bar, La Cantina will have the game on all of their TV's and they will also have lots of specials so it's a good choice if you haven't already decided where you'll be watching the game.  
 
Besides, La Cantina Sports Bar, the Sonoran Sky also boasts a fine dining, beachfront restaurant called Cielito Lindo. Both of these businesses are open to the public so feel free to stop by to take a look whenever you're in the area. February is a special month with Valentines Day as the outstanding special day (unless you prefer Constitution Day). Cielito Lindo will have a special romantic dinner and you should contact them early if you would like to make reservations. Cielito Lindo will also be attending and providing samples at the Seafood Festival this weekend at Shrimp Park.

I have been approached countless times to ask if I allowed advertising on my newsletter. The answer has always been no. This newsletter is meant to share potentially interesting information and some of our Sonoran Resorts exclusive listings with the public, not to sell advertising. Why then, you may ask, do I always plug the restaurant and sports bar at the Sonoran Sky? The Sonoran Resorts sales team once again represented our clients and our resorts at the Scottsdale Barrett Jackson Show. This was our 7th consecutive year, and the positive feedback received at the show forecasts another very good year of sales by our exclusive Sonoran Resorts team. Once again this year, Sheri Jaymes was our onsite representative during the show. Though the hours are long and the show runs for 10 days, the overwhelming interest in Rocky Point and in our Sonoran Resorts listings make it all worthwhile.

In talking with literally thousands of people over a 10 day period, we always get a very good feel for the sentiment of the general population towards Rocky Point, towards Mexico in general, and towards our own Sonoran Resorts. This year's show probably had the highest approval rating and the highest level of interest that we have seen since we started attending the show 7 years ago. I guess that shouldn't be a surprise as we have seen an increase in local tourism every year for the same period of time. But, it sure is nice to hear it from such a cross section of people.  


Barrett-Jackson was the epicenter for raising much-needed funds and awareness on behalf of deserving charities nationwide at its 48th Annual Scottsdale Auction, January 12-20, 2019, at WestWorld of Scottsdale. During the weeklong premier automotive lifestyle event, Barrett-Jackson raised $9.6 million, which includes donations made on the block beyond the hammer prices, and is the largest amount raised at one auction in the company's 48-year history. To date, Barrett-Jackson has raised over $114 million for charity. The energy in the auction arena was tangible as celebrities - including Emmy and Golden Globe award-winner Gary Sinise, singer/songwriter Ray J, NASCAR legends, Medal of Honor recipient Dakota Meyer and top auto manufacturers - joined the Barrett-Jackson team to sell some of the most rare and desired cars.

"With the help of the generous car collector community, we raised $9.6 million for charity, the most of any auction in our 48 year history," said Craig Jackson, chairman and CEO of Barrett-Jackson. "As a company that was built on giving back to the community, this is a significant milestone worth celebrating. We're so grateful for the countless wonderful people and companies, from OEM partners to celebrities, who have joined us on this phenomenal journey. Giving back is the heartbeat of Barrett-Jackson and the collector car community."

A total of 13 lots were generously donated to help raise funds and awareness for deserving charities across the country. The auction was adrenaline-filled as some of the greatest names in NASCAR were on the block in support of their favorite charities. Richard "The King" Petty, as well as former NASCAR Winston Cup Champion Rusty Wallace, Monster Energy NASCAR Cup Series driver David Ragan and NASCAR Hall of Famer Jeff Gordon each took to the auction block to encourage bidding during the sale of vehicles for their charities.

In keeping with tradition, Barrett-Jackson gave bidders the chance to own three very special VIN 001 vehicles. On Friday, Carolyn and Craig Jackson were the winning bidders of the 2020 Ford Mustang Shelby GT500 VIN 001 ( Lot #3008), which sold for $1.1 million to benefit JDRF.

2020 Toyota Supra VIN 20201 ( Lot #3010), which raised $2.1 million to benefit the American Heart Association and The Bob Woodruff Foundation "I'm a lifelong Shelby enthusiast and enjoyed a long friendship with Carroll Shelby," said Jackson. "Over the years I've collected several rare Shelby Mustangs, including the 'Green Hornet,' and more recently the experimental Shelby, 'Little Red.' The 2020 GT500 VIN 001 is a descendant of those vehicles, and I'm honored to have it as a part of my collection. More importantly, the money from the sale of this rare Mustang will be donated to JDRF. Type 1 diabetes is a terrible disease, and Carolyn and I are grateful to be a part of helping JDRF find a cure."
The auction action continued on Saturday when Barrett-Jackson teamed up with Toyota North America for the sale of the 2020 Toyota Supra VIN 20201 ( Lot #3010), which raised $2.1 million to benefit the American Heart Association and The Bob Woodruff Foundation. The winning bidders of the first global production Supra were renowned collectors Jeanette and John Staluppi. The spirit of giving continued when the 2019 Ford GT Heritage Edition VIN 001 ( Lot #3012) sold for $2.5 million, with 100 percent of the hammer price benefiting United Way for Southeastern Michigan, which was purchased by Hendrick Motorsports owner Rick Hendrick.

The four Bumblebee Camaros were seen in "Transformers: Revenge of the Fallen" ( Lot #3009), "Transformers: Dark of the Moon" ( Lot #3009.1), "Transformers: Age of Extinction" ( Lot #3009.2) and "Transformers: The Last Night" ( Lot #3009.3). Sold as a group for $500,000 with an additional donation of $25,000, 100 percent of the sale benefited Operation Homefront, which helps build strong, stable, and secure military families.

A local charity was also supported when a 2018 Ford Mustang Cobra Jet ( Lot #3011), donated by Sanderson Ford, hammered for $200,000 with 100% of the sale price benefitting Fighter Country Foundation at Luke Force Air Force Base, which supports the men, woman, and their families stationed there. U.S. Air Force veteran and Top Gun Pilot Col. Richard Toliver took center stage for this historic sale. Col. Toliver is one of the first five African American F-4 Phantom II pilots to serve under the famed Tuskegee Airman Gen. Daniel "Chappie" James, flying 446 missions over two tours in Vietnam.

"There are no words to express how blessed we feel to be able to support so many wonderful charity organizations," said Steve Davis, president of Barrett-Jackson. "You simply can't put a price tag on all of the good that will come from the millions raised to help our kids, members of our U.S. military and first responders live richer, fuller lives. There's no doubting the generous spirit of this hobby when our consigners and bidders open their hearts to help where help is needed most."

In total, 16 charity vehicles raised $9.6 million, which includes additional donations made on the block beyond the hammer prices. The 2018 Scottsdale charity vehicles include:

2019 Roger Cline and the Peacemakers January Jam XI - Best Yet!

 
This year marked the 11th annual January Jam that began as an impromptu jam session by RCPM at JJ's Cantina back in '08 to celebrate after a grueling, revolutionary recording session in Cholla Bay during which they not only created and completed eight songs in eight days for their famed Turbo Ocho album, but broadcast in audio and video the entire process from inspiration to final mix of each song daily to their thousands of fans back in the U.S.

Roger and the band have always looked at the January Jam as a break in their heavy tour schedule during the year. The band and crew consider Puerto Peñasco a second home and they all tend to get really laid back and enjoy breaking out in music and song throughout the January Jam weekend. This has made for a uniquely intimate party atmosphere for them and the hundreds of loyal and friendly fans (also known as Peacemakers) who come down for the fun in increasing numbers each year.

Ever since January Jam has been scheduled on Martin Luther King, Jr. weekend, the organizers have been able to add new bands, this year bringing eight musicians and/or groups not counting RCPM. They were also able to add an extra night of entertainment, so this year Roger and the organizers decided to give some love to Las Palomas resort for all their cooperation and generosity, opening Friday night in a nice open area between the beach and the golf clubhouse near Phase I. It was a comfortable, welcoming atmosphere with ample food and drink tents, plenty of tables and chairs, all set up by Las Palomas Food and Beverage Manager, Walter Lopez, a consummate professional who is obviously a fan and enthusiastic supporter of everything RCPM, January Jam and Circus Mexicus. The stage, sound and lighting were brought in by the RCPM team who moved that entire set up to Banditos after the show.

There is a subtler, but nonetheless impactful highlight of each and every RCPM concert and event which has become an integral part of the atmosphere right along with the talented performers, non-stop entertainment and family-like camaraderie exhibited by everyone associated with Roger Cline and the Peacemakers as well as the long-time loyal fans (also called Peacemakers) and that is, in a word, Altruism.

Over the years these fun-loving folks have significantly, profoundly benefitted dozens of worthy and deserving local charities in Puerto Peñasco, which, by extension, has made the lives of many needy families and children more tolerable, less painful and in many cases even survivable.

Fans bring new and gently used sports equipment to the annual Circus Mexicus Beach Rock and Soccer tournament that are donated to the Puerto Peñasco Youth Sports Foundation. Even more funds are consistently raised through other ancillary activities such as golf tournaments and high-volume raffle sales due to the many truly one-of-a-kind prizes donated by businesses and musicians, both local and from the U.S. For many years, drummer, PH Naffah sponsored his "Hot Dog and Smile" fundraiser that donated to the Esperanza para Los Niños children's home. Funds raised are donated to different charities selected by local sources each season.

Among the many other charities that have benefitted from RCPM donations, include the city and state sponsored "DIF" (Integral Family Development) program that provides food, medical supplies and transportation to needy families and avail scholarships to their children; Casa Hogar (home for the elderly); Las Montañas School for Special Needs Children; Barb's Pet Rescue; the local wheel chair basketball team; the equine therapy organization; the local dialysis center to name a few.


 
Roger and the organizers believe in and support the very helpful city Tourist Assistance Unit (TAU), who assist with security at the RCPM concerts and events, as well as patrolling the beaches, off road driving areas, and the main tourist areas in Puerto Peñasco, like the Malecon shopping and restaurant district at the Old Port. RCPM has supplied the TAU with a variety of essential supplies and equipment to keep them smartly dressed and prepared to assist tourists in various situations.

The TAU is a relatively new addition to the tourist scene here. The concept was introduced by Puerto Peñasco mayor, Kiko Munro. The TAU agents have proven to be a valuable asset to the tourist community as first responders in emergencies, having saved lives and provided medical a classes several times each month, many of which are facilitated by U.S. law enforcement and safety organization leaders.

According to Greg Ross, the RCPM organizer and promoter for all Mexico events, this year's January Jam enjoyed record ticket sales purchased from more geographical locations such as Colorado, California, Utah, Minnesota, Illinois, Texas, among others, and included more bands-nine musicians and/or groups-and venues (5) than any previous January Jam. All together there were 18 separate performances by the artists. When asked about plans to grow the Jam in the future, Greg explained that the group philosophy is geared more toward making each event a better fan experience, rather than making it necessarily bigger.

One could reason that they have raised the bar so high that making it better will directly affect making it bigger! We've all come to appreciate how Greg can create a better fan experience; the quality of musicians he and Roger can bring to the concerts every year; what new venues will be utilized and what other new creative surprises will be unveiled at the next event. We can also anticipate an increase in attendance at both events each year. After all, between January Jam and Circus Mexicus there is a long and consistent pattern of growth, improvements and new surprises.

For years now, Arizonans have let their thirst be known for a new cruise embarking out of Rocky Point. About 1.2 million people from the state set sail on cruise liners every year, so there was enough interest to get something off the ground-or out of the docking area-as a British-based cruise line has just announced it's opening up a sailing option for travelers from Puerto Peñasco .
 
By the end of 2019, Arizona seafarers can gather their floaties and head to Rocky Point on Cruise & Maritime Voyages' inaugural sailing. The Dec. 7 maiden voyage offers Arizonans another reason to head to the port city of Puerto Peñasco , a popular destination for citizens of oArizona. The drive from Phoenix takes about four hours, which is closer than San Diego, another popular cruise embarking spot, which takes about six hours by car from the AZ capital.
 
The British cruise line will offer six separate 11-day cruises that will sail around the Sea of Cortez, making pit stops in Mazatlán , Cabo San Lucas, and Santa Rosalia before circling back to Rocky Point.
 
"This is great news for Sonora, and for travelers who want to explore the Sea of Cortez from Arizona," Debbie Johnson, executive director for the Arizona Office of Tourism, said in a statement.
 
"It's also another stepping stone toward a completed cruise port in Rocky Point, which would continue to strengthen tourism commerce in - and between - Arizona and Sonora, and is something Governor Ducey and Governor Pavlovich have long supported," she added.
 
While this is a huge get for the Sonoran state in which Rocky Point rests, it's also a possible boost for Arizona, specifically in tourism. Phoenix Sky Harbor could be a fly-in destination for travelers looking for a short-ish drive down south. Phoenix may be a cheaper landing spot than flying directly into Mexico, especially since Sky Harbor is an international hub that sees a lot of international passengers coming in and out.
 
Rocky Point has long been a destination for Arizona travelers looking for a close international beach, even being dubbed "Arizona's Beach." And with the 550-passenger CMV ship taking off from the port there, it may very well be known as the AZ  docking station as well.
 
   
Pricing starts at $1,349 per person, according to the company's website.  
 
CMV is said to be targeting the Arizona source market, which is a short drive from a new cruise pier under construction in Puerto Penasco (Mexico).
 
Among major moves from the quickly-expanding CMV, the company is targeting the Mexican source market with a separate program which will kick off this winter with the Cruceros Marítimos Vacacionales brand using the 1,452-guest Magellan.
 
New Tax Laws as Explained by a Mexican Tax Attorney
 
 
 
AMLO's promises for 8% IVA, 20% Income Tax, and doubling the minimum wage:
 
President Andrés Manuel López Obrador made a promise during his campaign that he would lower the IVA in the border zone to 8%, lower the income tax rate to 20% and double the minimum wage. He should have added a "but" or an "except" to that statement. On December 31, 2018 a disappointing effort was made to complete this campaign promise.
 
There has been much discussion about this Decree; a lot of people are confused and so a prominent Mexican Tax Attorney studied the Decree, translated it to English and also reviewed the new minimum wages for 2019. Here are his opinions: 
 
DECREE for fiscal incentives in the northern border region.
 
On December 31, 2018 the President Lopez Obrador (AMLO) published the Decree for fiscal Incentives in the Northern Border Region. 

IVA - Value Added Tax
 
The Decree DOES NOT lower the IVA (Value added tax) to 8%. The Decree offers a "fiscal incentive" to provide a "fiscal credit" for companies that sell tangible products. Those persons or companies can apply during January 2019 for this program with SAT and they can then charge 8% IVA and apply a fiscal credit for the remaining 8%. Stores that are now advertising that the IVA is lowered to 8% are incorrect. The program is not automatic, vendors must apply for it and can opt not to.
 
The program only applies to persons or companies selling "tangible products" only. It does not apply importations, Real Estate, intangible products, digital content, professional services and internet sales. Persons and companies must have at least 18 months in the region with 90% of their income in the border region.
 
ISR - Income Tax 20%
 
To whom does it apply?  
 
Individuals or companies with business activity (actividad empresarial) in the northern border region. 
The requirements are at least 18 months in the border region before the Decree was published. It applies to companies with income of 90% in the border zone. Applicants must apply for the program by the end of March 2019 - SAT will respond within 30 days.  
 
Excluded from this program are: Maquiladoras, Financial institutions, Fideicomisos, Real Estate, production cooperatives, intangible products, internet commerce, outsourcings, those with problems with SAT, companies in bankruptcy.  
 
Doubling the Minimum Wage 
 
On December 26, the new minimum wages were published by CONASAMI (Consejo de Representantes de la Comisión Nacional de los Salarios Mínimos) - The Council of Representatives of the National Commission of Minimum wages in the DOF and they took effect January 1, 2019. The Decree divides the country into 2 geographical regions, the northern border zone and everyone else.  
 
In the border zone, the general minimum wage and the minimum wage for 59 professions is set at $176.72 per day in the northern border zone which consists of the following:  
 
BAJA CALIFORNIA - Ensenada, Playas de Rosarito, Mexicali, Tecate and Tijuana;  
SONORA - San Luis Río Colorado, Puerto Peñasco, General Plutarco Elías Calles, Caborca, Altar, Sáric, Nogales, Santa Cruz, Cananea, Naco and Agua Prieta;  
CHIHUAHUA - Janos, Ascensión, Juárez, Práxedis G. Guerrero, Guadalupe, Coyame del Sotol, Ojinaga and Manuel Benavides;  
COAHUILA - Ocampo, Acuña, Zaragoza, Jiménez, Piedras Negras, Nava, Guerrero and Hidalgo; NUEVO LEON - Anahuac;  
TAMAULIPAS - Nuevo Laredo, Guerrero, Mier, Miguel Alemán, Camargo, Gustavo Díaz Ordaz, Reynosa, Río Bravo, Valle Hermoso and Matamoros.  
 
How does this effect your employees?
 
All of your employees must be registered in IMSS (Social Security) with at least $176.72 pesos per day if you are in the northern border zone. The new Minimum wages are different in the rest of the country.

Building Bright Futures (BBF) is a US based non-profit organization in Puerto Penasco that uses a holistic system to support families' in building their own bright futures: educationally, economically, physically, spiritually and emotionally. BBF uses a strong, effective, coordinated community system in partnership with the city that supports families' in building capacity to sustain success. The support system is designed to meet each family's unique needs.
 
 
 
HOW IT WORKS
 
Profiles of families are developed and communicated on the web. Groups or individuals from churches, businesses, social clubs or other groups, identify a family that they want to build a home for. They provide the resources needed to build the home on a piece of land that the family owns or is paying for. A team from that supporting group comes to work with the family to build the homein five days. The homes are block homes built with a "Lego" type block and reinforced by rebar and cement.In 2018 BBF was supported in the building of the homes by Alternative Missionsan experiencedorganization that has a long history of building homes for families in Honduras and Cuba.If groups or organizationschoose to not actually do the building they may make the contribution and a local builder will build the home anda team could help with the finishing work such as painting and/or installing tile if they choose to.
 
When a family is chosen and the home is built a more comprehensive analysis is done of the needs of the family to increase their capacity to support themselves. This support is provided for3-5-years. Local services and supports are identified and the appropriate, coordinated services are provided in collaboration with the city social services.
 
The work began in March 2018 with building a home for the first family and working with the family to develop goals and a plan to build their own bright future. So far, three homes have been built for families and hopefully eight more homes in 2019. Watching a family move from living in a temporary shelter with no door, windows or facilities to having a home is very rewarding. But the most rewarding part is what happens afterwards. There are already many stories of kids being successful in school, of familieshelping other families to build their own home, of families receiving badly needed health services and the local city services being linked to family needs.  
 
Yeimi: A twelve-year-old in one family was not in school because of no transportation. With the resources, she began attending. After her first semester, she had all 9's and 10's on a 10-point scale on her report card and became eligible for some scholarships and additional educational opportunities. 
 
Abraham: A seven-year-old in the second family to receive a home helped to build their own home and then he and his father helped to build the home for the next family.
 
 
 
David: A two-year-old has a serious heart problem and is now connected with George and Susie Stavros Medical Clinic in Puerto Penasco to receive medical care and support.  
 
Families received school supplies donations from the city DIF.
 
Families received food donations from the annual Sonoran Resort Food Drive.   
 
HOW YOU CAN HELP
 
Anyone can be involved in building the home or they may prefer to support the family in building their capacity to succeed. Those supports include:
 
1. Supporting children in their educational expenses such as transportation to schools, school supplies, books, uniforms and/or fees for study guides and tests that allow them tomove to the next grade level.
 
2.Contributing resources for one or both parents like providing additional training to qualify for a better job,learning English and/or buying equipment to help them start their own business.
 
It is exciting to play a role in the success of a family.

430 Baby Turtles Released Following 2018 Nesting Season



Federal Maritime and Land Zone (ZOFEMAT) authority, Cesar Garcia, reported the 2018 sea turtle nesting season concluded with the release of a total of 430 baby turtles at different points along Puerto Penasco's coasts. 

Of the 696 eggs recovered from nearly a dozen turtle nests found in Puerto Penasco last year, only 430 baby turtles managed to hatch and make their way to the sea. Most of these baby sea turtles hatched in special incubation chambers, while others hatched naturally as they were nested in areas without much human presence. 

The number of hatched turtle eggs in Puerto Penasco is less than those from 2017, which saw a little over 500 eggs hatch. However, it is still considered to be a successful amount, proving that the sea fauna continue to choose Puerto Penasco for their natural processes due to its optimal conditions. 

Areas where the sea turtles have been arriving to lay their eggs are mainly Playa Encanto, Las Conchas, Mi Playa, and Sandy Beach. 

Personnel from ZOFEMAT, Profepa, CEDO, the Clean Beach Committee, Tourist Assistance Unit, Biologist Itzel Cardenas, and other civilians have been a key factor for the detection, safekeeping, conversations, and release of baby sea turtles for the last few years. 

Clean Beaches: The key to the sea turtles' return, Cesar Garcia highlighted, is constant upkeep of beaches along with the Clean Beach Certification of 1.5 kms of Puerto Penasco's coastline. It has had a positive effect on the sea turtles return the the area for nesting. 

Though there is yet to be a concrete study to substantiate this claim, marine biologists have also noted beach clean-ups in Puerto Penasco may be a key factor as to why these sea turtles are choosing these coasts to lay their eggs. 
No Gasoline Shortage Foreseen in Puerto Peñasco


 
Getting gasoline in Puerto Peñasco will not be an inconvenience for tourists or residents given that local gas stations have made assurances regarding ongoing fuel supply, reported Héctor Vázquez del Mercado, President of the Puerto Peñasco Convention and Visitors Bureau.
 
Similarly, Lilian Castillo Félix, Puerto Peñasco representative for the National Petroleum Vendors Organization, mentioned the chaotic situations seen in other parts of the country due to gasoline shortages can be ruled out in Puerto Peñasco as gas stations in the region have enough product supply.
 
What is certain is that local gasoline retailers must be supplied from a plant in Rosarito, Baja California, and not from that which is traditionally used, situated in Mexicali, Baja California. Therefore, local gasoline businesses are prepared to compensate for additional time for transporting tankers to the city.
 
The PEMEX plant in Rosarito has committed to prompt and timely distribution to gas stations across the region, including Puerto Peñasco.  This guarantee ensures gasoline supply will not be a problem at gas pumps in Puerto Peñasco, at least in the short to mid-term.

Whale Season Going Strong 
 
This is the time of year when people from all over have a chance to fulfill a once in a lifetime dream or a bucket list item by getting up close and personal with these giant mammals of the sea. The captains who take out the excited groups of people several times each week know what they are doing and have a great track record of finding the whales on every trip. As a bonus, it is very common to see large pods of dolphins, sea lions, and many species of ocean birds.  
 
If you have never gone on one of these whale watching trips, do yourself a favor and schedule a tour. You won't regret it and you will very likely return with some memories, and photos, that will last a lifetime. There are several boats that go out regularly. The best known are probably Del Mar Charters and Eco Fun. You can find both by doing a simple online search and both have nice boats, experienced captains, and a great track record of finding the whales.  
 
 
 
 
   
   
   
Use Caution on the Road from Puerto Penasco to El Golfo
 
The new Coastal Highway again has areas with large sand drifts covering part or all of the road and these can be very dangerous, especially if driving at night. The government has installed and continues to (slowly) install fences to block drifting sand in areas which are commonly affected by the drifts, but it has not completely alleviated the problem. Be extra cautious if traveling on this road.

The  Puerto Penasco Scouts cheer Squad have been active in doing cheers for the exciting games and they would like to invite everyone to come support our Scouts and Tiburones. The next tournament is Feb 16-17 at City Stadium. For a fun time, come and support your home team and cheer along with the Scouts.
 
Traditionally, the town hosting the tournament provides meals and lodging for the visiting teams, as these leagues are all volunteer and supported almost entirely by donations. The City Administration rents hotel rooms for the players but there is still a need for donations in order to provide the meals needed. They can also donations for fuel and expenses to help our Tiburones when they travel to other towns for upcoming tournaments. And, they also need your support and enthusiasm. Please attend a game if you have a chance. You're sure to enjoy yourselves.

CEDO Field Station Invites Public to Visit
 
A recent study found that "around 98% of the U.S. population lives within within 120 miles of a biological field station."  
 
The CEDO field station is just over 200 miles from Phoenix and Tucson. CEDO, like most field stations, wants people, academic groups, and researchers to come visit.  
 
We want to show off our science, and we exist in this area because it is unique, important and worth knowing about! In the words of Dr. Jill Zarestky, from Colorado State University, "this is just a tremendous opportunity and I think we have a lot more bandwidth to increase."  
 
  
    
 
   
Telephone Dialing will Change and Become Simpler in August

All numbers dialed will be 10 digits long, with no more prefixes

Making phone calls in Mexico will become less complicated next summer with the implementation of a new and simplified dialing system.

First announced by the Federal Telecommunications Institute (IFT) in the fall of 2017, the new system will standardize phone numbers, making them all 10 digits long.

Starting August 3, dialing a phone number will only require the input of 10 digits, whether the call is local or domestic long distance or connecting to a landline or mobile phone.

The prefixes being phased out include the 01 entered before long-distance calls or non-geographical numbers (think 01-800 numbers), and 044 and 045, used to make local and long-distance calls to a mobile phone from a landline.

A long-distance call from abroad to a mobile number in Mexico will no longer need the number 1 before the area code.

The new updated system also means that IFT guarantees equal phone number availability for all telecommunications services providers.

The agency said the system will allow for a more streamlined and standardized dialing procedure and a more efficient administration of numeric resources.

 

    
    
  
  
Burning Asparagus Fields    
 
If you have been in Puerto Penasco over the past couple weeks, you have undoubtedly seen large black clouds of smoke drifting through the sky in the distance. Every year at about this time, the rumors are the same: "Oh No! The Children's Home is on fire!" or "Trash in the dump has caught fire again". Well, neither is the case and the smoke is not due to an accident or act of vandalism.  
 
Each year about this time, farmers burn last year's crop remains before planting the asparagus that we all love. This has been going on for as long as most of us can remember and it is nothing to be concerned about. So, don't listen to the rumors about some disastrous fire if you see smoke in January or February. They're just preparing to provide you with a delicious treat later in the year.  
In an event that aspires to off road extremes like the fabled Dakar treck across Africa, the Yokohama Sonora Rally will cross the rough back country across a good chunk of the state.
 
Previous years saw participants navigating the imposing dunes to the northwest of Rocky Point, Mexico. This time, racers will start in San Luis Rio Colorado near the US border near Yuma, and continue well south through all that the desert has to offer. Dunes, mountains, and wide open beaches.

Yokohama Sonora Rally is a multi-day cross-country off-road rally in Mexico's scenic Sonora Desert, utilizing Dakar style rally road books for navigation.
 
The emphasis is on challenging rally style navigation through a wide variety of desert terrain.  Race categories include motorcycles, quads, cars, trucks, and UTVs.  The non-racing Adventure Raid class allows street licensed cars or trucks that may not have a roll cage.
 
The event is the brainchild of off-road and rally specialists Scott Whitney and Darren Skilton.  Their vision was to present an off-road race unlike any other, introducing innovative elements that challenge the machine, and the competitor's body, mind, and soul.  They succeeded in that vision the first year, 2015, and Darren continues with that goal each year.
 
The aim is to provide a unique world-class rally that is both challenging for the best off-road competitors, as well as manageable by the less accomplished.  Dakar vets will find familiarity in the rally format and terrain, while rally newcomers will get a strong taste of what Dakar is really like.
 
One aspect that sets this rally apart from all other off-road races in North America, and mimics the famous Dakar Rally, is the massive sand dunes, and extensive "HP" (off-track) compass heading navigation that is required to find your way.


Rocky Point's Bomberos, or firefighters, got a big boost this weekend. 3 fire engines and an ambulance were donated to local first responders.

In a ceremony this past Saturday, firefighters received the keys to the vehicles. The groups that helped make this happen include the local Rotary Club International, the Las Conchas Home Owners Association, as well as the Rotary Club from Surprise Arizona.

Speakers at the event, which took place at the cities main fire station, included Rotary Club President Shandra Keesecker, Las Conchas HOA President Ginger Beauchamp, and Rocky Point Mayor Ernesto 'Kiko' Munro. All affirmed the importance of these donations to the towns ability to respond to emergency situations.

The Bomberos continually work to improve their skills in emergency response.  Along with proficiency in Jaws of Life rescue technology, the Bomberos are certified in Vertical Rope Rescue, Life Guard duties, as well as High Rise Rescue techniques.

At the conclusion of the ceremonies, the new vehicles were taken out for a spin around town, in a an impromptu parade.
Vehicle Insurance Becomes Mandatory in Mexico



All vehicle owners using Mexico's federal highways must now have insurance or face fines of 2,000 to 4,000 pesos (US $100 to $210).
 
As of January 1, vehicles must have at least third-party insurance to guarantee damage payment in the event of an auto accident, therefore, it is essential to compare and choose the most appropriate insurance policy according to the needs of each driver, says the director of Quálitas.
 
Víctor Castillero, a director of Quálitas, says drivers need to comply with the new requirement before going on the road, otherwise drivers could be heavily fined.
 
He explained that "In 2013, a law in the Diario Oficial de la Federación was issued to regulate the transit of vehicles on roads and bridges." This provision had several stages until 2019, where it was determined that not only people, but their assets be covered.
 
"Authorities will be able to demand proof of insurance during an infraction, road incident or road emergency, so people must be prepared and have this insurance," he said.
 
According to the Asociación Mexicana de Instituciones de Seguros, drivers who already have an insurance policy with liability coverage for damages to third parties do not have to acquire new insurance.
 
According to the association, it is estimated that in Mexico, road accidents account for approximately 1.7 percent of the Gross Domestic Product, in addition to leaving families in financial ruin when they do not have the means to pay damages for an accident, which they add, can amount to around 3 million peso.
 
They point out that in Mexico, there are an average of 2.4 million road accidents each year.
Celebrate The Day of the Child 2019


 
This is your chance to make a difference by helping the forgotten children of Mexico! Celebrate Mexico's National Day of the Child on Sunday, April 28th, 2019 by supporting Esperanza Para Los Niños! This children's home is located 18 miles outside of Rocky Point.
 
Become Friends of Esperanza! Groups, churches and individuals can provide for Esperanza Para Los Niños, which is a non-governmental, children's home for abandoned and orphaned children serving some 35 children.
 
For the last three years we have been trying to make a difference by celebrating and raising funds for Esperanza by sponsoring a big beach party for the children at Sandy Beach. On Sunday, April 28th, 2019 we will be celebrating Mexico's National Holiday, "The Day of the Child". All the children from the home and some community children will join in games, food,and competitions. This year's beach party is being held in front of the Princessa Resort on the Sandy Beach from 2-6pm.
 
Volunteers from the USA and Mexico make this happen. They are building an all-volunteer team to ensure the event continues and is successful. Calling themselves "Friends of Esperanza" they plan the event, advertise the event, collect donations, get prizes, set up the day's agenda and anything else that needs to be done for the children to enjoy their special holiday.
 
 
 
In the last three years over $80,000 has been raised. These dollars have assisted in building a solar farm for the home, two new homes for missionaries, aided children with medical needs, increased counseling services and supported other needs of Esperanza. This year's goal is to raise $50,000 for a new home for older boys, which will be built in Puerto Peñasco. 100% of the funds raised for the event go directly to Missionaries and children's needs.

Financial Criteria for Residency in Mexico



If you plan to live, work, or retire in Mexico, Mexican Immigration Law stipulates that applicants for residency must fulfill certain criteria, including financial criteria.  The financial criteria are intended to ensure that people applying for residency have the means to sustain themselves in Mexico. This is updated information based on the changes in 2019.

The financial criteria required to live in Mexico vary depending on:
  • What type of visa you apply for
  • Whether you have any assets in Mexico (e.g. own a home here)
  • Whether you have certain kinds of family ties in Mexico
By way of an example, if you're a retiree and intend to apply for temporary residency in Mexico, the law stipulates that you need to demonstrate an income per month over the past six months derived from foreign sources (e.g. pension, investments) of at least 300 days' worth of minimum wage (approximately US$1,620*) or have a savings balance equivalent to at least 5,000 days' worth of minimum wage (approximately US$27,000*) over the past 12 months.  If you intend to apply for permanent residency you will need to demonstrate an income per month over the past six months of at least least 500 days' worth of minimum wage (approximately US$2,700*) or have savings equivalent amounting to 20,000 days' worth of minimum wage (approximately US$108,000*) over the past 12 months.

Married couples: If you're applying for residency as a married couple, to qualify financially you will need to demonstrate income or a savings balance in the amounts above plus an additional 100 days minimum wage (approximately US$540*) for the dependent spouse.

Consulate Applications

Most people who apply for residency need to make their application from outside of Mexico.  In a small few situations, it's possible to exchange a Visitor's permit for a resident permit in-country, but most people apply through a Mexican Consulate abroad.

Mexican Immigration Law stipulates the minimum income or savings requirements in Mexican pesos; however, Mexican Consulates express the required amounts in the local currency of the country where they are based, and the income or savings they ask to see may or may not reflect the current market exchange rates in relation to the amount required in Mexican pesos. This can cause variations in the specific amounts asked for, and it's not uncommon for consulates' requirements to vary from one another.

If your income or savings balance is near the cusp of qualification, we recommend you contact your nearest Mexican Consulate to determine how it's currently applying the rules regarding financial criteria for residency applications. Every application is dealt with individually and the Consulate retains discretion on acceptance or denial of your residency application on a per-case basis.

Super Bowl Avocado Shipments Threatened by Fuel Shortages



The prolonged fuel shortage currently afflicting several Southern states could have an unwelcome consequence in the United States: a lack of avocados with which to make guacamole on Super Bowl Sunday.

Mexican producers ship thousands of tonnes of the fruit to the U.S. in late January and early February to meet increased demand for game day, which this year is February 3.

But the gasoline shortage, caused by the federal government's decision to change distribution methods as part of its anti-fuel theft strategy, could affect producers' capacity to get their avocados to people's homes north of the border.

Mexico's biggest avocado-growing state, Michoacán, is also the worst affected by the fuel shortage crisis.

Producers in the state expect to send 120,000 tonnes of avocados across the northern border in the lead-up to this year's Super Bowl, 20,000 more than last year.

"Our three most important weeks of the year are this one and the next two. This is when we ship for Super Bowl week," Ramón Paz, a spokesman for the APEAM avocado growers' association, told the news agency Reuters.

To date, 27,000 tonnes of avocados have been shipped for the big sports event.

Paz said the fuel shortage hasn't yet affected exports to the U.S. but explained that it has begun to make it difficult for workers to get to avocado plantations and to transport the fruit within Mexico.

He added that producers also have regular commitments they need to be able to meet with supermarkets and restaurants in the United States, which depend heavily on Mexican imports.

The avocado growing season in California and Peru won't restart until March or April and there is only a small quantity of the fruit currently being shipped from Chile, Paz explained.

President López Obrador said yesterday that the government's anti-fuel theft strategy, which has included the closure of some pipelines, has generated savings of 2.5 billion pesos (US $129.1 million).
The Venomous Tacos from Zacatecas (Tacos Envenenados)
 


Tacos are nothing revolutionary and everyone knows that the Mexican fondness for this soft tortilla, meat and sauce concoction knows no bounds. However, if there's anything you can say about Mexico, it's that nothing is basic when it comes to Mexican food and there are a wealth of specialty, region-specific tacos that you can find in different parts of the country. One great example of this taco pride are the tacos envenenados from Zacatecas - which literally translates to poisoned tacos. Don't freak out though, the only poisoning you'll be at risk at after eating tacos envenenados is a high dose of calories and cholesterol. 

With the usual Mexican sense of humor, always with a strong side of irony, someone decided to name his special recipe for tacos Envenenados or "Venomous"... You will see these authentic Mexican tacos only in the state of Zacatecas - there are two things about this intriguing taco: it is delicious and its recipe is supposed to be kept secret. 

The story goes that there was a very small mobile Taco stand, at a train station in Zacatecas in the 1950s, that was operated by a man who would enthusiastically call out his taco by this catchy name. Often intrigued by this unusual name a passer-by would inevitably stop to try this mysterious taco - the stand would be here only a day or two - gone elsewhere by the next. By the late 1960s the name caught on and people started seeing this taco sold at fixed locations. Fast forward to today, and they are sold all over the state.

Basically this taco is made with a red homogenous paste-like red stuffing which includes potatoes, beans, chorizo, serrano chile, onion, cumin and cheese. Following tradition, this taco is offered "blandos - soft" or "dorados - golden crispy" i.e. deep fried longer in oil or lard. Patrons can ask for extras in their tacos, such as shredded beef and another type of cheese. These tacos are inexpensive and usually eaten as a snack.
 
The Secret Recipe of the Envenenados Tacos

Ingredients:
 
* 12 Corn tortillas
* 1/2 lb. (250 g.) Chorizo sausages
* 1 lb. (500 g.) 2 big potatoes
* 2 chiles guajillos
* 1 lb. (500 g.) pinto beans, already cooked
* 1/2 lb. (250 g.) fresco cheese
* 1 yellow onion, chopped finely
* 4 ripe red chiles serranos (other red chiles if unavailable)
* 1/2 cup (125 ml.) Chicken broth
* 1 tablespoon tomato paste
* 1 tablespoon oil
* 1 teaspoon cumin, or to taste
* 1 teaspoon paprika
* Salt, to your taste
 
A deep fryer will be needed to deep fry these tacos in the last step.
Preparation 
 
1) Peel and boil the potatoes; they need to be very tender so that now you can mash them to a very smooth texture; add the paprika, the fresco cheese, and the cumin; mix and reserve.

2) Put the guajillo chiles in a bowl with hot water; leave to soak for 10 minutes; when tender remove its seeds and stem. In a large saucepan, fry the chopped onion a little bit, until translucent.

3) About the same amount of pinto beans as you had potatoes; using a blender, blend them with the cooked onion, the tomato paste, the guajillo chiles, the red chiles and the chicken broth - to a very smooth paste.

4) Fry the chorizo sausages in a regular saucepan (not nonstick) with the oil, breaking them up in the process as small as you can.

5) When the chorizo are cooked, add the potatoes mixture and also the pinto beans mixture. Mix and simmer, stirring every now and then - careful, this thick mixture will burn if left for too long without mixing. Season with salt, to your taste.

6) Heat up the corn tortillas in the microwave oven in a towel; fill them with the mixture we did earlier. Close them tightly and put them to fry in the deep fryer, one pressed on the other, so their mixture will not seep out.

7) Fry until the tortillas change color and become crispy - golden; that's it your envenenados are ready!
 
'Mamá Coco' Recognized in Purépecha Town in Michoacán

 

Family and friends claim that the great-grandmother in the animated hit film was inspired by María Salud Ramírez

María Salud Ramírez Caballero has become the face of Santa Fe de la Laguna, a town of Purépecha potters in Quiroga, Michoacán, thanks to the 2017 Disney-Pixar animated film Coco.

Family and friends claim that the character of Mamá Coco, a warm-hearted, supportive and kind great-grandmother was based on the 105-year-old Salud.

Granddaughter Patricia Pérez Hernández told the newspaper El Universal that Mamá Coco's appearance, gait, way of speaking and other mannerisms are based on those of Salud and that it is a mistake that the film's producers have not given her official recognition.

Whether Nana Salud, as the woman is affectionately called, is the single source of inspiration for the filmmakers is a matter for another day. In the meantime, the residents of her hometown have embraced her and municipal authorities have gone as far as giving her official recognition and appointing her ambassador of the region's artisans.

The film did draw inspiration from the town of Santa Fe as it did from towns across the Mexican southeast, and a young potter asserted that sales have improved since Coco's release.

The film "has benefited us a lot, because more tourists come. The town is known due to [Salud's] fame, and [visitors] buy our handicrafts, all our handmade products . . . " said Gabriela Gabriel Fabián, 23.
 
Even though she was diagnosed with chronic obstructive pulmonary disease three years ago and prescribed oxygen tanks to help her breathe, Salud remains an active woman, briskly walking the streets of Santa Fe.
