June is here, Mother's Day and Memorial Day have come and gone and we're in full-blown tourist season in Rocky Point. Actually, things have been changing over the years to the point that we are pretty busy pretty almost year round, with the exception of a little while during the coolest times in January and February. But, we definitely still get the majority of our visitors from the North in the Spring and the Fall - when the weather is perfect - like it is now. This Spring has been very mild and maybe even a little cool in the mornings. At this point, we're hitting daily highs in the low 80's, which is just about as good as it gets when combined with a nice ocean breeze. Now's the time to visit -so what are you waiting for? 

Besides the nice weather, this time of year is extra busy because the kids have just gotten out of school and families are ready for a vacation break. Well, in the USA, that is. School here runs until late June and then starts up again in late August. T o be fair though, I think that the kids here get more time off during the school year than the kids in the USA. Overall, I think that the actual time in school is pretty similar. I guess that I should know as I have a 15 year old in school here, huh? :) I guess that I never took the time to compare, and we just go when we're told to go...

May was a super busy month for us and any real or perceived effect from the previous border closure talk has definitely gone out the window and both sales and rentals have jumped tremendously over the past month. From what I understand, the same has been true across the board in town as everyone is just about as busy as they want to be.

For those of you who will be coming down for the long weekend over the 4th of July, don't forget to come to our Las Vegas Night for Charity event. This is our 8th year and this year should prove bigger and better than ever. And, for the first time ever, we have set up an online ticket sales account so you can whisk through the door when you arrive without digging out your wallet to buy a ticket at the door. I often have a hard time knowing what to write in these intros because most of what is happening is listed in the stories below. Since the potpourri section came to life, even the little things seem to have a place down there. Seems like this section sometimes ends up being mostly forced commentary about the weather. I'm certainly not complaining but I'm just not sure how useful it is to anyone. So, I guess, with that I'll say goodbye for another month. And as always...

Las Vegas Night for Charity - Counting Down the Days Now 



Interest and excitement for this, the eighth annual Las Vegas Night for Charity has been simply effervescent! Just as a reminder, the fun starts at 7:00 PM on Saturday, July 6th inside the cool air conditioned environment of our beautiful Los Volcanes Ballroom on the second floor in the Luxurious Sonoran Sky beachfront resort on Sandy Beach.
 
We will have a shuttle service so we encourage you to park along the road to the resort and our volunteers will be escorting guests right to the elevators.  We have many charity-minded volunteers from our sales staff and corporate office to handle ticket sales right at the door. Your $50 US Dollar entry is worth $300 dollars in "Charity Chips" and one raffle ticket for the dozens and dozens of drawings held throughout the night. You can, and should purchase additional tickets for cash or chips anytime during the night.  We say "should" because we will undoubtedly again have nearly one hundred valuable prizes. As of today and still coming in.  
 


Oh, your ticket is good for dinner provided this year by Cielito Lindo Fine Mexican Cuisine, located right at the Sonoran Sky Resort. We're still working on the menu for the event, but be assured that it will be wonderful and it will be sure to make you eager to visit the restaurant again after the event.

Once again this year we are lucky and grateful to have Randy Van Hulle, owner of Ace Casino Equipment of Tucson lending his expertise to our event. Through his company founded in 1987, Randy has over 3,000 corporate casino functions to his credit. Randy and his wife Linda drive in from Tucson every year to give of their time and expertise for this charity event. Linda and a few of his employees also volunteer as dealers.
 
Be sure to tell all the volunteers how much you appreciate what they do for the community when you cross paths with them Saturday night. And, please thank and frequent the businesses who donate prizes. This event would not be the same without all of the terrific prizes. Thank you for that gesture!



  One of the main ingredients that make this night so much fun is the jovial camaraderie among everyone, invigorated by the smiling attitudes of all the volunteers who give their time and energy to serve as dealers, ticket distributors, chip counters and everything else to make your evening fun.

Circus Mexicus Celebrates 20 Years in Penasco June 6-9, 2019
 
 
    
Just around the corner, final preparations are being made as Penasco welcomes more than 4000 music lovers to the annual four day festival hosted by Roger Clyne & The Peacemakers held throughout town.  Ticket buyers from 40 U.S. states, Mexico, Canada and 3 other countries have been confirmed.  More than 20 bands are slated to play more than 50 performances in 10 different venues. 

Ok, ok enough with the numbers.  Haven't been?  Check out  www.circusmexicus.net  for everything you need to know.  Even Phoenix Magazine listed it as a top 20 Bucket List item for any Arizonan to experience.



In addition to Circus Mexicus' position as a top tier tourism weekend for Puerto Penasco, what often gets overlooked beyond tequila and rock n roll is the good it leaves behind.  Well over $100,000 has been distributed throughout many Penasco charities since the festival's inception.  "I used to look at the La Casa de Esperanza sign on Hwy 8 and wonder what we could do to help these kids have a better life.  So we started fun ways to raise money and our fans have responded with incredible generosity", says PH Naffah, the only drummer the Peacemakers have ever had. "Now we're able to support kids, families, scholarships, men's and women's shelters and safe tourism initiatives to name a few. It's a great thing to be a part of."

Mayor Kiko Munro Reinaugurates Plaza a la Madre


 
Mayor Kiko Munro inaugurated the first inclusive recreational space for persons with disabilities in Puerto Peñasco during reinauguration of renovated work to Plaza a la Madre.
 
Together with his wife, First Lady Linda Pivac de Munro, and several city officials, the mayor made assurances that under the Municipal Planning Institute (IMPLAN), infrastructure planning and use of Public Works in the city is geared toward creating inclusive public spaces.
 
The mayor detailed Puerto Peñasco has undergone a transformation since 2015, as this space has included renovation of the Francisco León García baseball stadium, and paving of Ave. No Reelección to Ave. Juventino Rosas. In coming days, he furthered, this will include the creation of a Bievenido / Welcome mural.
 
Comprehensive renovation to Plaza la Madre was carried out through an investment of 8.9 million pesos and included installation of children's playground spaces along with handicapped-equipped, iron benches, remodeling of the monument to the plaza's namesake, as well as laying of pavers and concrete, among other details.
 
The mayor called on the community to care for public spaces, noting "these spaces are for all of us, and we are all obliged to take care of them and to report those who do not do so, and only so may we continue to advance."

Donate Your Bottle Caps to Help Children with Cancer



Many people, at some point, have heard that donating plastic bottle caps help pay for treatments for children with cancer. that donating plastic caps represents a benefit for children with cancer. But, most people do not know how it works, or even if it is really true. Rest assured, it is true and here's how it works.

The basic premise is one of recycling. The caps are plastic, which can be recycled and therefore have a value. Basically, it allows everyone to donate and make a difference in small amounts with donations of plastic instead of coins, commented María José Elizarrarás, General Director of Luz de Vida A.C.

The caps are sold to generate money and thus help the cost of comprehensive treatment of children with cancer. But, be aware. Not all plastic caps are created equal. Bottle caps which can be donated should have the following characteristics:

They should be clean: When the caps are completely clean, the recycling process is optimized, thus processing a greater amount of plastic in a shorter time.

Caps can be separated by color: For recyclers to pay a better price per kilo of bottle caps, they must be classified by color. Some of the classifications are: green, silver and gray, blue, black, yellow and gold, red, and transparent tones.
They should be free of any material that is not plastic: Being 100% free of other materials saves time in separating and the impact on recycling is increased.























































Through the #TapitasXSonrisas campaign, Luz de Vida A.C. maintains its commitment to the children who suffer from this disease, and strive to offer the best quality of life to the children and young who need the benefits.
"Maybe one bottle cap does not say anything individually, but with a global goal like this, it can make a huge positive impact on our planet," added the director.
 
It is important to point out that, since 1961, plastic has had indiscriminate use, becoming one of the main sources of contamination of the planet and our oceans, so limiting its use or encouraging its reuse is of vital importance to conserve the environment.
 
According to figures from Ecoce, Mexico maintains its levels of recovery of polyethylene terephthalate (PET), with a rate of around 60% recycling of the total discarded daily, positioning itself as the leading country in the Americas in processing the material for reuse.

Puerto Peñasco Topped Expectations for Semana Santa 2019
 
 
 
Héctor Vázquez del Mercado, president of the Puerto Peñasco Convention & Visitors Bureau (OCV), reported with close to 125 thousand visitors and economic revenue of over 100 million pesos, Semana Santa (Holy Week) has solidified itself as the main generator of tourism and economy for Puerto Peñasco.

While during the first week of the vacation period hotels and resorts were showing 69% capacity, by Easter weekend this had gone up to 90%, with some of them at 100% capacity.  Vázquez del Mercado detailed that hotels and resorts alone, representing 6,500 rooms and condos, were host to some 61,500 visitors, while local homes and camp sites accounted for another 60 thousand.

A press release issued by the Puerto Peñasco Convention and Visitors Bureau provided further insight into the busy weekend.

Semana Santa 2019 in figures:
  • 300 state police agents helps strengthen safety measures
  • The Red Cross responded to over 100 emergency calls including injuries from road accidents, illnesses, stingray stings, and other emergencies that arose.
  • More than 15 minors were reported lost in the most heavily visited areas, who were reunited with their parents.
  • More than 30 vehicles were impacted after being flooded by the high tide in the area of Cholla Bay
  • No cases of food poisoning were reported.
  • Nearly 50 tons of trash were collected over the period from Thursday, April 18th through Monday, April 22nd
  • Twenty-five members and 11 workers from the temporary jobs program participated in clean-up and trash collection efforts on public beaches and main streets.
Airbnb Won't Disappear so its Regulation is Essential: Hotel Owners
 
 
 
Mexico must improve its tourism competitiveness, says head of Grupo Presidente
 
Greater regulation of Airbnb and similar accommodation platforms is needed to ensure a level playing field in the tourism sector, according to the head of a national hotels association.
 
"We're conscious that Airbnb is not going to disappear and we know that no country has found the perfect formula to regulate it but we believe that there is a lot to do, in terms of regulation," said Braulio Arsuaga Losada, president of Hotels for Mexico, an association that represents 20 major hotel chains.
 
"For the moment, as hoteliers we want to be part of the roundtable discussion; we [the tourism sector] are one of the three largest industries in the country and we generate 9% of GDP," he added.  
 
Seven Mexican states including Guerrero and Mexico City charge Airbnb hosts booking taxes of 2% to 3% but federal Tourism Secretary Miguel Torruco has proposed the introduction of a nationwide regulatory framework for online hospitality services.
 
Speaking at a tourism industry event, Arsuaga said that a review of current regulations should extend to all companies that operate in the sector.
 
"It's about there being game rules that stimulate investment, innovation and sustainable development. We want regulations that foster fair competition but which also make us competitive," he said.
 
Arsuaga, who is also the CEO of the Presidente hotel group, contended that the Mexican tourism industry needs to reinvent itself to better compete in the global market.
 
"The great challenge for Mexico is to react with speed and intelligence to this revolution; that implies the intensive use of technology to get to know the needs of tourists and to attend to them better," he said.  
 
"By the same token, we must improve our tourism competitiveness. We're in 22nd place, according to the World Economic Forum, but we can advance a lot more. That means taking meaningful steps on a lot of things: infrastructure, regulation, human capital and sustainability among other things."
 
The industry representative also addressed the government's decision to disband the Tourism Promotion Council (CPTM).
 
"We understand the decision of the government and we want to be proactive. There are three tasks that they did at the CPTM and we want to work, with maximum collaboration between the public and private sectors, so that they continue to be done: tourism promotion, public relations and crisis management," Arsuaga said.

How did BBF start?

Several years ago, we were invited to be a part of a team that was building a home for a homeless family in Puerto Penasco, Mexico. The experience was an eye opener for us. We became acquainted with this absolutely wonderful Mexican family that was existing in a burned-out trailer. We were part of a team of about 15 people from a church in Tucson, Arizona who, like us, agreed to spend a few days constructing a small 400 square foot home. It had six windows, two doors and interiors walls separating two bedrooms from the living area. The exterior walls were constructed with wood studs, covered in tar paper, chicken wire and finished with stucco. There was no plumbing and the electricity consisted of wiring for a single light bulb. After a few days of hard labor, it was completed and the family took possession of their new home. The experience left us with two central feelings. One was the excitement of helping a young family to have a roof over their heads and a way of being safe and dry from the elements. The second feeling was a convictionthat what we had done fell far short of ensuring that the family would actually have a high-quality life and that their children would have bright, successful futures. First the home lacked the quality of construction and the basic infrastructure needed for any operational home.Second it is highly likely that the families that these homes are given to did not have the capacity to sustain themselves and to ensure success such as the income to pay the utilities and taxes, to provide the needed food and clothing and to have the children in school.

We began our own exploration: What it would take for a family to build their own bright future and the futures of the next generation? What could we do that would support the family in building their own capacity?

We believed that it had to start with them having a safe, usable home. The home had to have quality construction that would last. It needed to have water and electric and an operating kitchen and bathroom. We began to think about once they were in the home what would it take for them to have success?What training would the parents need to have the income that would sustain the family? We began to understand what it takes for the children to be successful in school including required uniforms, transportation to school, fees for preparation materials and tests to pass from grade to grade, and all of the materials that they need at school including toilet paper.In addition, the tourist industry is growing quickly in Puerto Penasco with the coming of the first home port for cruise lines and many of the jobs are going to Mexicans who speak English. In talking with successful community members such as our Mexican attorney they tell us that the single most important decision that their parents made was to ensure that they learned English starting at an early age.

We committed to developing a system to help families build bright futures. After gathering a lot of information about the challengeswe knew that we needed a comprehensive approach. We created anindependent, nonprofit corporationcalled Building Bright Futures. It links the supports and resources needed to help families in Puerto Penasco to gain and maintain success.

What is BBF?

Building Bright Futures (BBF) is both a US and Mexican nonprofit corporation creating a holistic system that supports families' in building their own bright future: educationally, economically, physically, spiritually and emotionally. It is about building a strong, effective, coordinated system that supports the families in building capacity and sustaining success.

BBF is based on two concepts, helping people by creating capacity not dependency and the belief that we can't fix everything but we can affect what is in front of us. It is like the story of a man walking on the beach throwing stranded starfish back into the water when an onlooker reminded him that there were thousands of stranded starfish and that he couldn't save all of them. He then picked up another starfish, threw it back into the water and said "made a difference for that one". That is what BBF is about-making a difference for those that we touch. BBF depends on people who share its vision and choose to contribute resources to continue to make that vision a reality.

We begin by building the family a home and then work with the family to establish goals and identify where they need support for building capacity over three to five years to be independent and successful.

The work began in March 2018 with building a home for a family and afterward working with the family to develop goals and a plan to build their own bright future. So far, we have built several homes for families and anticipate building about twelve homes a year. It is exciting to see a family moving from living in some sort of makeshift shelter with no facilities to having a home. But the most rewarding part is what happens afterwards. There are many stories of kids being successful in school, of familieshelping other families to build their own home, of families receiving badly needed health services and the local city services being linked to the family needs for the first time.

These are step in the process that BBF uses:
  1. Profiles of families are developed and communicated on dwellingsnow.com.
  2. An individual, group or organization decides that they would like to build a house for one of the families. At that point, they can decide that they want to have a team of 8-10 people come to Puerto Penasco and build the house. Or they may decide that they want to contribution the resources for the home and have others do the building. For people or groups that do not want to build they are welcome to come and visit with the family after they are in the home.
  3. The sponsoringperson or organization commits to collecting the resources needed to build the house on a piece of land that the family owns or buys or land that is given to the family by the City of Puerto Penasco.
  4. A team from that sponsoring group comes to Mexico and with the family in five days constructs the home. It is an attractive, well-built block home with a living area, a kitchen, two bedrooms, and a bathroom.The homes are built with "lego" type cement blocks that allows for quick construction. Rebar and cement is added resulting in a strong structure.
  5. Once the house is built a more comprehensive analysis is done of what the family needs to build their capacity. BBF and the family work together to create a plan.
  6. BBF gathersthe resources needed to support the family over a 3-5-year period. Often these ongoing resources are funded by the organization or a person involved in building the home and normally are about $200 per month.
  7. BBF stays in close contact with the family to implement the plan and make adjustments as needed.
 
What are some examples of supports that families need?
  • Resources to ensure that the children are in school such as uniforms, transportation since it is not provided, books, school fees including study guides and tests that allows the student to be passed to the next grade level.
  • Training for parents so that they can get a higher paying job giving them enough money to live independently
  • Equipment for the parents to start a new business
  • Lessons to learn to speak English
  • Technology to support parent and student learning
  • Every home has a modem to ensure access to the internet to support their education
 
What are some of the successes that BBF and the families have had?
  • BBF has already built several homes and anticipates building eight in 2019 and by 2020 one a month.
  • All of the children are in school.
  • A studentwho hadnot been in school because the family did not have the money for uniforms and transportation to school are now attending. Oncein school one 13-year-old girl is scoring at the top of her class and now is eligible for scholarships and additional educational experiences.
  • Often the families we build for help other families with their build. For example, a 7-year-old helped do the drywall finishing in his own house and then volunteered 8 hours a day to helped build a home for the next family. He did anexcellent job and is looking forward to helping with other homes.
  • A two-year-old has serious heart issues and is now receiving medical care and support from theRocky Point Clinics in Puerto Penasco.
  • Families are beginning to learn English 
Who are BBF's partners?

Alive Church in Tucson: This partner that has a number of roles. Churches play a significant role in the lives of Puerto Penasco families. Alive Church provides ongoing leadership developmentthat supports faith leaders in developing a clear mission, vision and plan to improve the lives of the families that they serve.

Alive Church annually sends mission teams to Puerto Penasco to build homes for families and they also provide ongoing support for those families.

Casago: A large quality rental agency that provides booking and management services to several resorts in Puerto Penasco. Casago supports BBF with services such as English classes for families and accounting services for the Mexican nonprofit.

Castaways Vacation Rentals: They provide an opportunity for renters of the vacation properties that they manage as rentals to make a contribution to BBF.

Dwellings: They are the partner who works with the organization to actually build the homes for families. Build Homes, Change Lives, is the motto of Dwellings now.com, a US based non-profit that has been building homes throughout Latin America since 2008.

Ministry founder, Tom Hackett has been working in the non-profit sector for over 30 years. In that time, he has constructed schools, medical and dental clinics, churches and houses in various locations. In 2008 he began Dwellings in the small community of Cofradia De Coyutlan, Nayarit, Mexico, and also has built homes in Roatan, Honduras and Cuba, In the past 10 years, Dwellings has built more than 130 homes in 3 countries. 

BBF began working with Dwellings in 2018 andbegan building homes in Puerto Penasco. BBF identifies familiesand Dwellings posts the p rofiles of families on dwellingsnow.com.

Larry Fultz, Executive Director of Arizona Interfaith: Larry is one of the Directors of BBF and a critical partner. Arizona Interfaith movement's mission is to build bridges of understanding, respect, and support among diverse people of faith through education, dialogue, and service. It is the largest interfaith organization in the world with the 25 religions bound by their shared committed to the Golden Rule. Larry supports the connections and partnerships needed for BBF to be successful. He and his wife also demonstrate their personal commitment to BBF in supporting families.

Integral Family Development (Mexican Social Services): This partner helps to identify families for BBF to work with, provides school supplies for some of the children, and helps families know how to have the city deliver water to their homes ifrunning water is not available.

Rocky Point Medical Clinics/Center: This partneris a ministry of Family of God Fellowship in Puerto Penasco, seeing hundreds of patients each month, providing much needed health care as well as the life-savingGospel of Jesus Christ. Begun by George and Susie Stavros, the clinics are staffed by volunteer doctors, nurses and other health care workers to provide patient care and health screenings. In addition, funds channeled through the ministry help provide surgeries and procedures which could not be afforded by the local people.

How can you help?
  • Identify a team of colleagues from your church,community or organization who wish to be a part of building a home for a deserving and highly motivated family.Contact BBFand choose a family from the pictures and descriptions of families on the dwellingsnow.com website. Although the costs vary based on the features you would choose 15,000 dollars would build a wonderful two-bedroom home with kitchen, living area and bath. Then identify a team of six to eight persons desiring to spend five days working with a building coordinator to build the home. The home is a strong block home. The foundation is prepared before the team arrives.We ensure the team has a rewarding experience.
  • Identify a family from the website and finance a local builder to build the home for the family.Although you may not want to actually build the home you still may send a team to assist the builder with finish work, paint or tile or just visit with the family once the home is built.
  • Identify a family from the BBF website and decide to support the children in reaching their goals and becoming independent.
  • Supporting children in their educational expenses such as transportation to schools, school supplies, books, uniforms and/or fees for study guides and tests that allow them to move to the next grade level.
  • Contributing resources for one or both parents such as providing additional training to qualify for a better job, learning English and/or buying equipment to help them start their own business.
  • Identify a component or articles for the home that you would like to provide such as an extra bedroom to make it a three-bedroom home, furniture, a roof for the front porch, appliance(s), clothes, blankets,

Tourist Assistance Unit Receives Equipment Donation from Roger Clyne and the Peacemakers

Cholla Bay's "Tucson Beach" Closed to Vehicle Traffic
 
After several cars were flooded in the extreme high tides around the Easter holiday, the local Director of the Federal Maritime Land Zone (ZOFEMAT) has decided to close the beach to all vehicle traffic. Posts were installed and a chain strung between them along with a sign stating that the area is closed to vehicle traffic and only open to pedestrians. 

The move has proved less than popular with many residents and visitors who have, for years, been enjoying that beach by driving their cars, ATVs, or UTVs right up to the shoreline. Vehicles are prohibited on beaches in Mexico anyway, so the move technically is in accordance with the law.



    
  
  
   
 
    
   
Guard Shack at Las Conchas Removed from Public Roadway
 
The security gate located at the entrance to Las Conchas was torn down on May 27 th in accordance with the laws and public policy of Puerto Penasco, said Mayor Kiko Munro.

The road passing through the subdivision is a public road and, even though it has been mostly maintained by the HOA of the subdivision, legally, the guards impeding free passage is not legal. The other issue that has been raised by the City is the fact that when constructed all the way back in 1990, there had been no construction permit issued and no special permissions granted by the City for its existence. 

The demolition had been attempted a few days earlier but a group of owners from the subdivision had formed a human chain to stop the machine. They later met with the Mayor and the removal of the guard shack was delayed. In the end, however, the machines came in and the guard shack came down. Only time will tell if a new agreement will be reached with the City to allow a new structure to be built but, in the meantime, the HOA security is still present and patrolling the subdivision. 

 



   
Sand on Road Causes More Accidents on the Coastal Highway
 
The ongoing problem of drifting sand is nothing new in our area. Even the road along Sandy Beach fills with sand during windy days and it is a common sight to find people and equipment removing sand. The problem along the Coastal Highway between Puerto Penasco and El Golfo is a more serious problem though, because there is much more road to clean and vehicles travel at much higher speeds. 

The latest serious accident occurred last week at km 57 when a vehicle traveling at highway speed struck a sand dune in the road seen too late. This type of accident is difficult to avoid, especially at night because the obstructions are hard to see until it's too late. If you are traveling the Coastal Highway, please pay special attention to the roadway and, especially if traveling at night, reduce your speed to stay safe. 

 
 
 
 
 
 
 
Mayor Kiko Munro swears in new Puerto Peñasco Red Cross Board of Directors
 
During the swearing-in of the new board of directors for the 2019 - 2021 period, mayor Kiko Munro urged the new board members to continue working for the common good of the people, without any distinction of class.
 
On this occasion, the new board of is made up of Rommel Bustamante as president; Pedro Rodriguez, Vice-President; David Soto, treasurer; along with Ángel de la Puerta, Leonardo Mesa, Hildegardo Hernández, Lorenzo Cuadras, Enrique Rodríguez, and Jorge Valdés Félix who will be serving as representatives.
 
Mayor Munro made assurances that the municipal administration will continue its commitment to the well-being of Puerto Peñasco families by stating that the Red Cross will continue to receive support through modernizing of its facilities, subsidized fuel, and economic contributions, among others.
 
The mayor also thanked members of the Red Cross for their efforts during Semana Santa, during which time they provided medical care to 286 residents and tourists. Strange Boat/Car Vehicle Spotted in Cholla Bay 
 
Is it a boat? Is it a car? This funny looking contraption was spotted in and out of the water in Cholla Bay recently. The land/sea vehicle seemed to have no problem transitioning in and out of the ocean and attracted a number of curious onlookers. 
     
 
 
    
  
  
Mayor Kiko Munro presents Peñasco promotional campaign to business leaders in San Luis Rio Colorado
 
During a presentation of the "Peñasco attracts you" promotional campaign to business leaders in San Luis Rio Colorado, Mayor Kiko Munro encouraged businesses to take advantage of economic growth opportunities and number of visitors that Puerto Peñasco has registered in the last 4 years.
 
During the event, Mayor Munro explained that Puerto Peñasco has become Mexico's favorite northwest destination, and is already known as "Arizona's beach."  "Let yourself be drawn to Puerto Peñasco," stated Puerto Peñasco's mayor, "and I assure you the best for the future. We share the desert, sea, and way of life, but above all we share an enormous desire to transform our cities for the betterment of our families."
 
Mayor Kiko reported during the present administration, Puerto Peñasco is now visited by 2.5 million people annually; 7 new tourist resorts have been built, and it is now home to 20 artistic and business events in the year.
 
Accompanied by city officials from Puerto Peñasco, the mayor emphasized, "We are particularly interested in having business leaders from San Luis Rio Colorado, Mexicali and the valley, Yuma, and from across the border region to invest in and enjoy our city."

How Arizona's Strengthening Relationship with Mexico is Driving the State's Economy

When Jessica Pacheco started working for APS in 1997, she immediately learned how important Arizona's neighbor to the south was to the state - and what potential economic opportunities existed between Arizona and Mexico.
 
"My first trip on behalf of the company to a community outside of Maricopa County was to Douglas," recalls Pacheco, vice president of state and local affairs for APS. "Spending some time with local officials and local business leaders and talking through the importance of the border relationship, the importance of border infrastructure, the importance of transportation infrastructure, I saw how critical those things were to Arizona achieving its economic goals."
 
Since then, Pacheco says, "It's been on fast forward."
 
Now president of the board of directors of the Arizona-Mexico Commission (AMC), Pacheco talked with Az Business about the importance of the relationship between Arizona and Mexico and what it means to the business community.

Az Business: How do you view the current relationship between Arizona and Mexico?
 
Jessica Pacheco: The current relationship between Arizona and Mexico is exceptional. We have a relationship between Arizona Gov. Doug Ducey and Sonora Gov. Claudia Pavlovich and Gov. Ducey and the federal government in Mexico that is better than it's ever been before at any time in our history. It's been a drive of this governor - supported by the business community and our border communities - to ensure that our story is told and we focus on the areas of commonality and agreement, which is the vast majority of issues and situations that we have to deal with. There is a tremendous amount of mutual respect, admiration and willingness to collaborate and work together.
 
AB: What are some examples that illustrate the collaborative environment?
 
JP: From a security standpoint, the Highway Safety Corridor between the Arizona border and Rocky Point is a great collaboration between our two states. There's Unified Cargo Processing, which was a pilot program that began here in Arizona, which is the co-location for customs. With Unified Cargo Processing, a commercial truck shipment will go through Mexican and U.S. Customs at the same time, which really expedites the process. It's been a tremendous partnership between Arizona, U.S. Customs and Border Protection, and the Mexican federal government. We have numerous types of collaborations that start off as potential pilot projects and evolve into national best practices.
 
AB: How did you become involved with the Arizona-Mexico Commission?
 
JP: APS serves the majority of our border communities, which are important parts of our service territory and those are growing economies and growing communities. The relationship with Mexico is important in that geographic region, so that's how I initially became involved. Since then, understanding how important the relationship is to the entire state and taking what is happening in the microcosm of the border communities to a broader platform has been my goal since I became involved with the AMC.
 
AB: How does the Arizona-Mexico Commission fit into the state's international trade efforts?
 
JP: The AMC is vitally important in helping Arizona establish, nurture and expand its relationships within Mexico, so it's been front and center in creating opportunities for businesses to engage with one another, for government officials to engage with one another, and for local community leaders to engage with one another. What the AMC has really been able to do is set a standard - a national best practices - for any international relationship that Arizona is going to have, whether it's with Israel or China or Europe. The model has really been established at the Arizona-Mexico Commission.
 
AB: How do the AMC and Arizona's relationship with Mexico impact Arizona's economy?
 
JP: It's not enough to lead with our numbers. It's not enough to just talk about the $16.6 billion in trade value we have with Mexico or the 228,000 jobs that are directly supported by our trade with Mexico or the fact that those number are up 7.7 percent over 2017. Those numbers are great, but what we want to do is take that and enhance it through relationships.
 
AB: What do you consider as the Arizona-Mexico Commission's greatest accomplishments over its first 60 years?
 
JP: First and foremost, just surviving 60 years through different political administrations and through different national appetites and tenor in regards to the relationship with Mexico is an amazing accomplishment. Then, it goes back to the dedication to the people who engage in our committee infrastructure on both sides of the border, the folks who are living this day in and day out and want real-world, workable solutions to challenges they might have in that region. The heart of the Arizona-Mexico Commission is personal relationships and the one-on-one connections. It's being able to pick up the phone and say, "Hey, we have a challenge. How can we work through this together to find a resolution?"
 
AB: How much of an impact do events like the Mexican ambassador's recent visit to Phoenix and the AMC's summits impact Arizona's relationship with Mexico?
 
JP: They're wildly significant. I cannot emphasize enough how much leadership Gov. Ducey has shown in this space. It takes a tremendous amount of diplomatic skills to be able to navigate the new Mexican administration - President Andrés Manuel López, his ambassador and his secretary of state - and at the same time be able to navigate the administration in the United States as well. The level of understanding, being able to manage nuances, engaging productively, focusing on what works and resolutions that we have at the highest level of our state is really tremendous. It's evidenced by the ambassador coming here, by the warm reception and valuable conversation she and the governor shared, and her outreach to get the governor's advice and guidance. On multiple levels, we see that his thoughtful approach to leadership - that is based in the business community - in approaching some of these challenging public policy conversations has really borne a tremendous amount of fruit for Arizona.
 
AB: How does the United States-Mexico-Canada Agreement (USMCA) position Arizona to lead in a global economy?
 
JP: First and foremost, the USMCA must be ratified. We need Congress not to play partisan politics with this. There is not a state in this country that does not benefit from the USMCA agreement. NAFTA was something that needed to be updated, particularly with the evolution of new industries. USMCA is an agreement that sets up a platform that allows us to engage and exchange with our neighbors in both Canada and Mexico productively and to grow the economy in Arizona and in the United States. Through this agreement, we will only be expanding and deepening our business relationships with Mexico and Canada and that only creates a greater position of strength. The more economically prosperous we are and the more economically prosperous our neighbors are, the better our foundation will be to have this conversation with the world.
 
AB: How do you see the relationship between Arizona and Mexico boosting our state moving forward?
 
JP: A healthy, strong, vibrant relationship between the State of Arizona and country of Mexico only enhances our economy and only enhances our prosperity. It's that simple. We will work diligently on ensuring that our relationship with Mexico is growing and expanding and business development opportunities grow and expand for the entire state. It's important to remember that this relationship doesn't only benefit our border communities. It benefits the entire state's economy.
Sonoran and Arizonan Youth Share Ideas at the Second Annual Cross-Border Youth Summit
 
 

Everyone wants what's best for future generations, but very rarely do children get the chance to share their ideas with leaders.
 
Officials in Arizona and Sonora are working to close that barrier with the Cross-Border Youth Summit (CBYS), which provides junior high and high schoolers from both sides of the border a place to gather and share their experiences while also proposing solutions for a wide variety of topics.
 
"This is a game changer for our region," said Emilio Gaynor, Chicanos Por La Causa Director of International Development and co-chair of the Arizona Mexico Commission's Community & Social Organizations Committee. "It just opens up [their] mind and eyes and shows [them] that people and kids are very similar to you even though they're in a different country and they speak a different language."

Collaborative Research & Design Lab (CRADL) started the CBYS to empower tomorrow's leaders and community builders by providing them with tools to inspire others. Last week, more than 500 students convened in Phoenix to collaborate on solutions regarding topics from prejudice and bullying to commerce, education and media.
 
"Every day, politicians, business leaders, and community advocates on both sides of the Mexico-United States border make decisions they hope will improve the lives of future generations. What does the future generation think of these decisions?" CRADL writes. "What can politicians, business leaders, and community advocates learn from the youth of both countries?"
 
"It was a great opportunity to come together with our Sonoran partners [and] converse with youth and learn from them... [ways] to help potentially shape our work," said Maria Cristina Fuentes, director of the Governor's Office of Youth, Faith and Family, and co-chair of the Arizona Mexico Commission's Community & Social Organizations Committee.
 
According to CRADL, Generation Z or the "Plurals" - people born after 1997 - have a lot to teach the older generations and the summit gives them that opportunity.
 
"These kids are our future and having them meet at such a young age opens up worlds of opportunity in the future," Gaynor said.
 
The students spent two days together at the Phoenix Convention Center discussing the future of youth in both countries and put together policy statements that will help guide current leaders.
 
The group arranged a detailed presentation based on what they concluded on how they want to be educated; what they want from future jobs; the products they want to buy and the companies they want to support; how they want to be portrayed in the media; ideas for eliminating bullying and prejudice; and creating a better future.
 
But the summit did more than provide students with a space to problem solve, it allowed them to make connections with peers across the border and break down cultural barriers.
 
"Phoenix and Hermosillo, the largest city in Arizona and the largest city in Sonora, we are sister cities, which means as you look across the rows here and you see the young people, the students from across the border, they are familia," Congressman Greg Stanton (CD-9) told the students. "The closer we can come together from a business perspective, trade, education, arts and culture, the closer we can come together, the better off we will be together."
 
"The biggest benefit is that you link the two countries together through our youth," Gaynor added. "By doing this you get rid of prejudices, you get rid of the wrong idea of what the other might look like or might be like, you actually get to meet people and know how they really are and who they really are... It really is an unbelievable opportunity."

Mexican Scientists Develop Mosquito Bio-insecticide
 

 
Mexican scientists at the National Polytechnic Institute (IPN) have developed a bio-insecticide capable of stopping the genes involved in the development of the Aedes aegypti mosquito, preventing it from reaching adulthood and transmitting diseases like Dengue, Chikungunya and Zika.

The institution indicated that the serum is able to block the genes involved in the development of the mosquito, preventing it from reaching the adult stage, and thus breaking the transmission cycle of the viruses.

The director of the Center for Biotechnology Genomics (CGI) investigation, Eric de Luna Santillana, s aid the bio-insecticide is an important step in reducing the population of the 'yellow fever mosquito' on a global scale.
This could help reduce transmission rates of viruses that pose a serious threat to public health and for which there are no specific anti-viral treatments.

"We applied a mechanism called 'gene silencing,' using RNA interference to develop the biological insecticide, which will be an important tool to control mosquito vectors without harming the environment," stated the team leader.

"The product as such is of purely biological origin, it is produced in a bacterial system and this biological sequence is specific to a particular organism, i.e., it will not harm other types of insects or other aqua culture surfaces," he said.
At this point, IPN scientists are working on fine tuning the technology.

Beach Access in Mexico



Most of the laws regarding beach access in the Unites States, Canada and Mexico (as well as other parts of the world with coastlines) were established well before beach access for tourism became a major factor. These laws have changed little over the years, and tourism and private property rights have been tested as access to the coast has become increasingly popular.

In the United States individuals and companies can own property on the coast down to a point above the ocean waters called the 'Mean High Tide Line'. This is a point on the sand (or rocks) where the high tide averages on an annualized basis. Land above that mean high tide level can be privately owned and restricted, and land below that high tide line is owned by the government and accessible to the public. Anyone who has walked the beaches below the million dollar homes in Malibu, California has seen the signs clarifying the location of the Mean High Tide Line on those great beaches.

Mexico, however, is a whole different enchilada. Many years ago the Mexican government established a law that stipulated that no coastal land could be privately owned within 20 meters inland of the Mean High Tide Line. For those of you who aren't keen on the metric system, that's about 60 feet. For those of you keen on beach access, that means you have a right to walk on any beach in Mexico without any restrictions. That's pretty cool if you like exploring beaches, not quite so cool if you own beachfront property and want a little privacy.

As with many laws in Mexico, this one also has a little twist. This 20 meters (60 feet) above the Mean High Tide Line (also known as the Federal Zone) can be leased by individuals or companies. Those who choose to lease this stretch of land (usually those who own the land behind the Mean High Tide Line) cannot obstruct public access to this property and cannot build permanent structures on this property.

Over the years this beach access issue in Mexico's Federal Zone has gone through a few tests, including the leasing of the Federal Zone by individuals. Ultimately the courts have upheld the fact that vehicles can be prevented from accessing the Federal Zone, but individuals cannot. Since beaches are theoretically off limits in Mexico for vehicles anyway, this is not much of a restriction for most people who want beach access.

What does all of this mean for the average Mexico visitor? Basically it's great news! This means that you can walk on, hang out on and take a nap on any beach in Mexico within this 20 meter zone. Even those beaches in front of the swankiest hotels and houses on the Mexican coastline.

So how does this fit in with some of the hotels in Mexico where the owners really don't want the public stomping around? It's an interesting situation to be sure. Of course if you are on the beach of an all-inclusive hotel you are indeed able to walk on the beach in front of that hotel with no restrictions. But you can be pretty sure that if you try to swagger on up past the Federal Zone line into the private zone that you will be asked to leave the property. And they have every right to do so.

This law explains the fact that on any beach in Mexico you may be approached by vendors trying to sell you hats, jewelry, or even a miniature superman with a parachute. Even though the resort would probably rather keep these vendors at bay, these local people have the right to access the Federal Zone, just like you do.
Garbanzos en Amarillo
 


Garbanzo beans (also known as chickpeas, Bengal grams, and Egyptian peas) have a delicious nutlike taste and buttery texture. They provide a concentrated source of protein that can be enjoyed year-round and are available either dried or canned. The Latin name for garbanzo beans, Cicer arietinum, means "small ram," reflecting the unique shape of this legume that somewhat resembles a ram's head.

Garbanzos have a delicious nutlike taste and a texture that is buttery, yet somewhat starchy and pasty. A very versatile legume, they are a noted ingredient in many Middle Eastern and Indian dishes such as hummus, falafels and curries.

There are two basic types of garbanzo beans. Most commonly seen at salad bars and in canned products are the "kabuli-type." These beans are cream-colored or sometimes whitish in color, fairly uniform and rounded in shape, and about twice as large as the second "desi-type." In addition to being much smaller, desi-type beans are darker (light tan to black in color) and more irregular in shape. From a botanical standpoint, the desi-type beans also have a thicker seed coat (the seed coat is the protective outermost layer of the bean). While kabuli-type beans are the ones we are accustomed to finding in U.S. salad bars and grocery stores, they actually represent only 10-20% of the garbanzo beans consumed worldwide, where the vast majority of garbanzos are desi-type beans. There are great health benefits from both types of garbanzos. However, in the case of some nutrients-including some antioxidant nutrients like quercetin, kaempferol and myricetin-desi-type beans provide more concentrated nutrient amounts since these nutrients are found in the seed coat and this seed coat is thicker in desi-type beans.

History
 
Garbanzo beans originated in the Middle East, the region of the world whose varied food cultures still heavily rely upon this high protein legume. The first record of garbanzo beans being consumed dates back about seven thousand years. They were first cultivated around approximately 3000 BC. Their cultivation began in the Mediterranean basin and subsequently spread to India and Ethiopia.

Garbanzo beans were grown by the ancient Egyptians, Greeks and Romans and were very popular among these cultures. During the 16th century, garbanzo beans were brought to other subtropical regions of the world by both Spanish and Portuguese explorers as well as Indians who emigrated to other countries. Today, the main commercial producers of garbanzos are India, Pakistan, Turkey, Ethiopia and Mexico.

Recipe: 
 
This thick soup is almost a stew, and makes a very satisfying vegetarian meal. It contains the orange sweet potato, which the Center for Science in the Public Interest has named the most nutritious vegetable. If you don't care for chile, don't let that stop you from enjoying this soup, since it's such a winner in terms of flavor, fiber and nutrition. Try using some smoked Spanish paprika instead.

Ingredients:
  • 2 cups dry garbanzo beans, soaked overnight
  • 5 cups water or stock
  • 2 tablespoons olive oil
  • ½ onion, chopped
  • 2 cloves garlic, minced
  • 1 sweet potato, peeled and diced
  • ¼ teaspoon ground cumin
  • ¼ teaspoon saffron
  • Pinch ground cloves
  • 2 roma or plum tomatoes, roasted and peeled
  • 4 guajillo or cascabel chiles, seeded and soaked until soft
  • salt and pepper to taste
Cook the soaked garbanzos with the water or broth until tender. (In Mexico, this is often done with a pressure cooker, which saves time.)

Puree half of the cooked beans. Set aside the cooked beans, their broth and the bean puree.

In a large stockpot, heat the oil, add the onion and sauté until transparent. Add the garlic and cook a couple of minutes more. Stir in the sweet potatoes and spices.

Puree the tomatoes and chiles in a blender and add to the pot. Add the beans, their cooking liquid, and the bean puree to the pot. Simmer, covered, 45 minutes-1 hour. Add salt and pepper to taste.

Serve garnished with chopped parsley, if desired, and bolillos or French bread. Serves 6.

Why Asking for a Lime isn't so Easy in Spanish-Speaking Countries 


 What's the Spanish word for lime? What about lemon? The answer isn't simple.
 
Almost every Spanish-speaking country has a different set of definitions. In Spain, historically people have called limes limones verdes, or green lemons; in Mexico the term is limon or lima, depending on the person.
 
In Chile there is no word for lime: "The word for lemon is limon, as it is in most other varieties of Spanish. The word for lime doesn't exist really," said Scott Sadowsky, a professor of Chilean linguistics at Universidad de La Frontera, in Temuco, Chile. "That's due to the fact that there really is nothing like a lime here. Every once in a while, someone will download a recipe from the Internet and you will see it translated as lima, which is more or less a literal translation from English, and people will normally shrug and just use lemons."
 
Some Spanish speakers even flip the English definitions of lemon and lime: "A Bolivian and an Ecuadorian and a Venezualan and a Salvidoran all said to me that in their experience limones are sour and green and smaller than our lemons. And that lima for them is a larger fruit that is sweet and yellow." explained Terrell Morgan, a professor of Hispanic linguistics at Ohio State University. "And so it's as if the colors are completely opposite from what they are in English."
 
And what about the famous capital of Peru, Lima? In fact the name has nothing to do with limes, but comes from an oracle or limaq that used to live in the area.
 
This all makes sense, considering that lemons and limes are not native to any Spanish-speaking country, or even their own species of fruit.
 
"Citrus appears to have originated in southeast Asia - China and northern India - and then citrus has been moved around the world." explained Tracy Kahn, a specialist in citrus at the University of California, Riverside. Originally there were four basic species that were cross-bred, creating the many kinds of lemons and limes that exist today.
 
"Lemons and limes are actually hybrids. So a citron, which is one of the basic species, was crossed with a small flowered pepita, and that generated what we think of now as small fruited limes, things like the Mexican lime or key lime."
 
The variety called the Mexican lime, that is now an intergral part of South American cuisine, was brought from southeast Asia to Spain by the crusaders, and then to South America by the conquistadors.
 
Though they traveled far, historically, these citrus varieties weren't all sold in the same place, so Spanish-speakers didn't need different words. Today they do. When Spanish-speakers go to the grocery store there are a host of citrus options and American-based brands that boast lima-limon flavors, and it seems more and more speakers are shifting to lima.
 
"I think it's a recent phenomenon in the Spanish-speaking world that now there are both green and yellow fruits. And so in some places they have given it the name lima even though it may not have existed a while back," explained Morgan.

The Great Rockypoint Rubber Duckie Race Will begin on June 9th at 1:00 ish  from the sea in front of the Sonoran Spa and Sonoran Sea .  Gentle volunteers  will be setting all the little birds loose while trying not to ruffle any feathers . Boat departing Port around  12:30 ish or as soon as we can wrangle the Duckie wranglers and get them heading out.

Dump time around 01:00 - 02:00 ish.
