Primary Care during the 88th Texas Legislative Session

TPCC, with support from Episcopal Health Foundation and St. David’s Foundation, brought together a statewide consensus panel to identify and advance bi-partisan, smart public policy that will help increase access, reduce costs, and improve outcomes.

Policy Priorities

The consensus panel proposes a three-pronged framework of solutions for a positive and sustainable impact. The proposed policy priorities for primary care are: increasing access to care, promoting value-based payment, and strengthening primary care.

2023 Policy Priorities Webinar

TPCC welcomes the House Select Committee on Health Care Reform’s Interim Report Recommendations

The House Select Committee on Health Care Reform’s recommendations to the legislature include many changes that overlap with TPCC’s policy priorities. Some of them include: 

  • Interim Charge 1: Consider opportunities to leverage the Texas All-Payor Claims Database to determine true cost impact of benefit mandates
  • Interim Charge 3: Explore ways to implement a pilot program in which low-income or at-risk Texans could access Direct Primary Care at Federally Qualified Health Centers.
  • Interim Charge 5: Pass legislation extending Medicaid coverage for pregnant women to 12 months post-partum.

TWHC Advocacy Day

The Texas Women's Healthcare Coalition is hosting a one-day advocacy day later this month on February 23rd in Austin, TX. They will have several legislators there to talk about bills they are championing on maternal health issues, and will provide some training on how to talk to your representatives about these issues. They are even offering to set up office visits!
