EPA’s technical Request for Information (RFI) on zero-emissions heavy-duty vehicles and port equipment is open for responses through June 5, 2023. The responses collected from this RFI will inform the development of the new Clean Heavy-Duty Vehicle and Clean Ports Programs in the Inflation Reduction Act. EPA invites manufacturers, fleets, ports, municipalities, school districts, utilities, and other stakeholders with zero-emission technology experience or understanding to respond.

EPA is specifically requesting information on the following technologies:

1. Zero-emission class 6 and 7 heavy-duty vehicles (e.g., electric or fuel cell delivery trucks, refuse trucks, utility trucks, school buses, and day cab tractors)
2. Zero-emission port equipment (e.g., electric or fuel cell dray trucks, harbor craft, locomotives, and cargo handling equipment)
3. Associated charging and other fueling infrastructure

For each of these technologies, EPA is requesting information on:

• Availability including manufacturer production capacity.
• Performance including durability and maintenance requirements.
• Pricing including payback period and lifecycle costs relative to those operating on conventional fuels.
• Practical considerations for program design including project development best practices and workforce training needs.

EPA requests responses to this technical RFI on or before June 5, 2023.

The Federal Highway Administration is accepting applications for the Reduction of Truck Emissions at Port Facilities Grant Program. This Notice of Funding Opportunity (NOFO), closes on July 26, 2023.

The anticipated $160 million in funding will be awarded to projects that reduce emissions from idling trucks at our nation’s ports. Further, the Reduction of Truck Emissions at Port Facilities Grant Program will fund charging stations and electrical hookups for trucks alongside auxiliary electric power units that are used to provide power to the cab or sleeper berth while allowing the truck’s engine to be turned off and save fuel.

Eligible project activities include:

• Development of port-related infrastructure to reduce emissions from port-related truck idling;
• On-truck technologies that reduce emissions from port-related truck idling;
• The use of zero or low emissions powertrains or fuels on trucks;
• Reducing truck congestion within or adjacent to ports, including through enhanced intermodal rail connections; and
• Reducing port-related emissions from idling trucks, including through port electrification and improving the efficiency of port operations.
