On February 4th, EPA released the public draft of the  Methodologies for Estimating Port-Related and Goods Movement Mobile Source Emission Inventories. This document has specific methodologies on how to develop emissions inventories for criteria pollutants and precursors, climate-related pollutants, mobile source air toxics, and energy consumption for these sectors. The document describes the latest, state-of-the-science methodologies for preparing a port-related emissions inventory for six mobile source sectors:
  • Ocean-going vessels;
  • Harbor craft;
  • Recreational marine;
  • Cargo handling equipment;
  • Onroad vehicles and;
  • Rail
The methodologies in this document are broadly applicable to all types of ports, including seaports, Great Lakes ports, and river ports, as well as railyards, freight terminals, intermodal facilities, freight corridors, and other types of facilities that handle and move goods. This document may be used for regulatory, voluntary, and research purposes. 
 
Interested parties can send any feedback on this public draft to  [email protected] by March 31, 2020. EPA will consider any feedback received on the public draft for a future revision to the document.

EPA is hosting a public webinar covering this topic on  February 25 at 2:00 pm Eastern Time that will include:
  • Background of the work leading to this update;
  • Approach and scope of the document;
  • Updated methodologies by mobile source sector; and
  • How to submit feedback.
