Two UPPCC-Certified Leaders in Public Procurement Receive Prestigious Honors

UPPCC would like to congratulate David Gragan, CPPO and Norma Hall, FNIGP, CPPO, CPPB, CPM for receiving prestigious honors in our field.

Norma Hall, former Director of Procurement Commodities and Services with South Carolina Department of Transportation and Chair of UPPCC Board of Directors (2008-2013) was selected by the National Association of State Procurement Officials (NASPO) as the recipient of its 2019 Giulio Mazzone Distinguished Service Award. The Mazzone Award is NASPO's highest honor and recognizes service, on a continuing exemplary basis, to the public purchasing profession.

David Gragan, Chief Learning Officer with DC Office of Contracting and Procurement and Chair of the UPPCC Board of Directors (2014-2016) was selected by the National Academy of Public Administration (the Academy) for inclusion in its 2019 Class of Academy Fellows, in recognition of his years of public administration service and expertise.
