Carroll County Economic Development Corporation (CCEDC) is dedicated to helping local employers grow through Business Retention and Expansion (BR&E) efforts. These visits strengthen relationships, identify business needs, and ensure companies have the support to succeed in Carroll County.

CCEDC Helps Drive Regional Transit Expansion into Carroll County
Regional Collaboration Paves the Way for Inclusive and Equitable Transportation Solutions
The Carroll County Economic Development Corporation (CCEDC) has been busy advancing solutions that strengthen local workforce access and quality of life. On May 5, 2025, Interim Director Jonathan Blake presented a proposed interlocal agreement to the Carroll County Commissioners that would bring expanded public transportation into the county.
That proposal became a reality on June 2, when the Greater Lafayette Public Transportation Corporation (GLPTC), Tippecanoe County, and Carroll County signed a formal interlocal agreement. The partnership enables GLPTC to operate public transit services into Carroll County, providing essential connections to jobs, healthcare, and services for residents—particularly those who are elderly, disabled, or transportation-limited.
This expansion supports the growing CityVan program, part of the College & Community Collaboration (CCC) Initiative, funded by Lilly Endowment Inc. CityVan offers employer-based vanpools that help rural workers commute affordably and reliably across a seven-county region. With this agreement, Carroll County joins six other counties already participating in the program.
A Vision for Regional Equity and Growth
The interlocal agreement and CityVan initiative reflect a shared commitment to workforce access, economic mobility, and equitable infrastructure. Through regional collaboration, local leaders are building a stronger, more connected future—where transportation access no longer limits opportunity.

READI Arts and Culture Planning Process in Carroll County
Over the past several months, Carroll County has been actively involved in the development of a regional arts and culture plan through Indiana’s READI (Regional Economic Acceleration and Development Initiative) program. This planning effort, funded by Lilly Endowment Inc., is part of a broader statewide initiative aimed at strengthening arts and culture in communities across Indiana.
As a key part of the Greater Lafayette Region—which includes Tippecanoe, Montgomery, Benton, White, Fountain, and Warren counties—Carroll County residents had the opportunity to share their perspectives through focus groups, surveys, and community meetings. These local voices played an important role in shaping a plan that reflects the unique character, history, and creativity of Carroll County, while also aligning with broader regional goals.
This planning process marks an important step toward expanding cultural opportunities and supporting creative growth in Carroll County for years to come.
