The City of Largo is proud to have served as the 2018-2019 partner for the USF Community Sustainability Partnership Program (CSPP) in our efforts to help ensure a positive, sustainable future for our residents, businesses and visitors. The program has allowed both the City and USF to strengthen our shared vision, increase the livability of our community and improve the quality of our local environment. The three projects resulting from the CSPP have provided valuable insight to the City and are summarized below. The community survey project involved a class of University of South Florida (USF) students designing a survey instrument to gauge community values. The students developed the questions from input of City of Largo staff, residents, and USF faculty. USF faculty and staff have begun to field the survey for data collection after the end of the semester and intend to provide a report summarizing the results of the survey.
Based on the students' recommendations, Environmental Services is selecting one or two privately owned collection and transmission systems (POCTS) for flow metering. The meters will be purchased and installed to investigate inflow & infiltration (I&I) coming from the POCTS. This data and the data collected from ongoing flow monitoring in the public system could be used to derive a threshold which defines what excessive I&I is within the City of Largo. The ultimate goal is to prevent Sanitary Sewer Overflows (SSOs) and reduce the cost of treatment at the Wastewater Reclamation Facility.
USF students from the course The Design of Industrial Information Systems worked to develop technology suggestions for the City to implement in order to support a more responsive and adaptive community. Students also examined how staff collects, shares and distribute data in order to provide policy suggestions and ideas on operational efficiencies that would create a more automated information system. Staff has reviewed student suggestions and will incorporate them as necessary.
