Here at City Hall we have received a number of inquiries about two fall traditions, Halloween and voting. Both events will take place in the near future. Details on trick-or-treating in Fairview Park (it is happening) are included in this newsletter. Also, information on how one can vote-by-mail or where to vote on Election Day, Tuesday, November 3, 2020, is described below.
Finally, best wishes to Chief Erich Upperman on his retirement from the Fairview Park Police Department today, October 2, 2020, after thirty-six (36) years of dedicated service to the City, the department, and the residents of Fairview Park. Chief Upperman's work ethic, example to his fellow police officers, and care and concern for the public will be missed. I was proud to present Chief Upperman with a proclamation. The deadline to register to vote for the November 2020 Presidential General Election is Monday, October 5, 2020.
Your application for a Vote-by-Mail ballot must be received by the Board of Elections by 12:00 PM on October 31, 2020, the Saturday before Election Day. To give the County Board of Elections and USPS ample time to get a Vote-by-Mail ballot to you, the best thing you can do is request your ballot as soon as possible.

Your Vote-by-Mail ballot must be received by the Board of Elections (2925 Euclid Avenue):
- By 7:30 PM on Election Day (November 3) if delivered in person by the elector or a close family member; or
- Postmarked by the post office by the day before Election Day and received by the Board of Elections no later than 10 days after the election if sent by U.S. Mail.
The polls will be open on Election Day, November 3, 2020, from 6:30 AM to 7:30 PM. The polling locations for registered voters in Fairview Park are:
- Ward 1 - Fairview Village Apartments
- Ward 2 - The Gemini Center
- Ward 3 - Fairview Park City Hall
- Ward 4 - Fairview Park Branch of the Cuyahoga County Public Library
- Ward 5 - Bain Cabin

Trick-or-treating in celebration of Halloween will take place in Fairview Park on Saturday, October 31, 2020 from 6:00 PM to 8:00 PM. Please review the "Celebrating Halloween" guidelines issued by the Ohio Department of Health by clicking here.
As always, if you or a family member are not feeling well, please stay home and limit your contact with others. All are encouraged to wear face coverings (not just Halloween costume masks), maintain appropriate social distance, avoid crowds or areas where people gather, not distribute candy from a communal bowl, and look for ways to distribute candy that lowers contact (i.e. spread out on a table, hooked on a wall or fence, etc.). It is understandable that some residents will chose not to distribute candy this year due to COVID-19. If you are distributing candy, please light up your porch. Please be safe, respectful of your neighbors, and have fun! Happy Halloween!

CUYAHOGA COUNTY 2020 MUNICIPAL GRANT PROGRAM

The City of Fairview Park is eligible to apply for up to $150,000 in Community Development Block Grant (CDBG) funding, administered through the 2020 Municipal Grant Program by Cuyahoga County’s Department of Development. Funds can be used for a variety of community improvement projects. Past projects funded by the CDBG include the Senior Center roof replacement, sidewalk repairs in Low-and Moderate-Income areas, and Improvement Target Areas within the City. A virtual public meeting will be held on Monday, October 19, at 6:00 PM. Residents are invited to attend on Zoom or observe via YouTube to voice their opinions on local development needs. CUYAHOGA COUNTY 2021 COMMUNITY DEVELOPMENT SUPPLEMENTAL GRANT PROGRAM

The City of Fairview Park is eligible to apply for up to $50,000 in 2021 Community Development Supplemental Grant (CDSG) funding administered by Cuyahoga County through the Department of Development. Funds can be used for a variety of community improvement projects. Past projects funded by the CDSG include the playground equipment at Nelson Russ Park, pavilion at Nelson Russ Park, and the Police Department womens’ locker room. A virtual public meeting will be held on Monday, October 19, following the 2020 Municipal Grant Program public meeting and prior to the Council Caucus meeting. Residents are invited to attend on Zoom or observe via YouTube to voice their opinions on local development needs. COMMUNITY + CONSERVATION + 3C'S

The Cuyahoga, Franklin and Hamilton Soil and Water Conservation Districts (SWCD) are teaming up for their first-ever collaborative annual meeting. On Thursday, October 22, from 6:00 PM- 7:00 PM the three most urban SWCDs in Ohio are inviting their respective communities to Zoom-in and come together in yet another initiative that breaks down regional differences and unites us on what we hold common – Community, Conservation, and the fact that we are all Ohioans. Cleveland Hopkins International Airport has announced that a public workshop will be held on Wednesday, October 14, 2020 from 6:00 PM – 7:30 PM. Public involvement is critical to the successful outcome of a Master Plan Study. CLE’s early involvement with the public is essential in gathering views on important issues such as safety, environmental impacts, and opinions of airport users. This fall, Cuyahoga County residents are invited to learn more about residential composting and creating the perfect soil composition for their yard.
The informative, free webinars teach how to properly compost residential yard waste and food scraps. Composting and vermicomposting help reduce the amount of organic waste sent to landfills while creating a healthy soil additive that can be used in gardens and landscapes.
Three types of webinars are offered:

- Composting Creatures for Kids

COMMUNITY SUPPORTED COMPOSTING
|
|
The City has partnered with Rust Belt Riders to offer a community-supported composting program. The City is pleased to offer this option for residents interesed in diverting food waste from landfills. There is a $10 per month fee paid to Rust Belt Riders. The program is strictly voluntary. All members can bring table scraps and all BPI-certified compostable products, such as coffee cups and burrito bowls, to the drop-off location behind City Hall at the south end of the parking lot 24/7.

The Cuyahoga County Solid Waste District is offering Recycle Right webinars and Wishcycler Video Series. Learn best practices for recycling and what you can do to make a meaningful difference in your community. Get answers to questions about curbside recycling and discuss what, where, how and when to recycle other items you need to part with.

UNEMPLOYMENT AND RETRAINING RESOURCES
|
|
For those whose employment has been impacted by Coronavirus (COVID-19), resources, instructions, and guidance regarding unemployment benefits have been compiled by the City.
|
|
The State of Ohio Office of the Lieutenant Governor has compiled a list of training and online retraining opportunities for those who are looking for new employment opportunities that require such training.
|
|
|
CUYAHOGA COUNTY RENT RELIEF FUND
|
|
The COVID-19 pandemic has affected the financial health of residents tremendously. Over 21% of Ohio residents are currently unable to make their monthly rent payment. To help combat this, County Executive Armond Budish submitted to County Council a resolution for the Cuyahoga County Rent Relief Fund, which provides countywide emergency rental assistance for up to 3 months to income-eligible tenants unable to pay their rent due to COVID-19. Payments are made directly to landlords.

SERVICE AND DEVELOPMENT UPDATE
|
|
On September 26, 2020 members of Boy Scout Troop 421 worked together to enchance Grannis Park. The troop worked to spread mulch and topsoil and did a general spruce-up of the park. The Shade Tree Advisory Committee (STAC) provided the scouts with water and snacks. Thank you to STAC for supporting the scouts and thank you Troop 421! Your hard work is very much appreciated!

SIDEWALK AND TREE LAWN
TREE IMPROVEMENT PROJECT
|
|
This month the City of Fairview Park will begin a sidewalk and tree lawn tree improvement project on Belvidere Avenue, Stanford Avenue and west of West 210 Street on Eastwood Avenue and Northwood Avenue. Through the good efforts of our Community Development Planner, Monica Jordan, the City was awarded a Municipal Grant from Cuyahoga County to replace sidewalks damaged by tree lawn tree roots and replace those tree lawn trees with new varieties that will interact better with the soils to ensure fewer roots grow at the surface and interfere with the sidewalks. Replacing tree lawn trees that have caused sidewalk hazards will offer our residents a safe venue for healthy walks and better access to nearby amenities. By replacing aged tree lawn trees that are causing hazards with new tree varieties we add diversity to our tree canopy. Diversifying trees species protects against large tree losses if disease or pests eradicate a specific species (a recent example was the Emerald Ash Borer infestation). This project will begin this month and continue through November, as weather allows. KIDS ARE BACK IN THE CLASSROOM
|
|
The students of Fairview Park City Schools are returning to the classroom on Tuesday, October 6, 2020. The Fairview Park Police Department has a few reminders to help our kids make a safe return to in school learning.
- Pay attention to traffic control signals and signs (20 MPH Zone, No Turn on Red etc.). Officers will be in school zones and at intersections to ensure compliance.
- Please obey school crossing guards at intersections, they are there to keep our children safe. Be aware of young children walking to and from school. Fairview Park is a very pedestrian friendly city and a large portion of our students walk to or ride a bicycle to school.
- Be patient and give yourself time to get where you need to go safely.

Please remove items, including keys, from your unoccupied cars and lock the car doors. Like a lot of Cuyahoga County communities, Fairview Park is having a rash of thefts from autos, and at least one car stolen because keys were left inside. The thieves are oppotunists and take advantage of our complacency or forgetfulness. As always, if you see something suspicious, please give us a call at 440-333-1234.

RECREATION AND GEMINI CENTER UPDATES
|
|
For ALL Group Fitness Classes:
- Masks will be required until the start of class.
- Participants will be asked to wipe down their equipment at the end of class.
- No congregating at the end of class.
- If members are not in compliance with the rules put in place for everyone's safety, the Gemini Center can revoke classes at any time.

Unfortunately, due to concerns about COVID-19, this year's Winterfest scheduled for Friday, November 27, 2020 is canceled. While we will not be able to gather at Bain Park there will be opportunities to get into the holiday spirit. More details to come on Virtual Visits to the North Pole, Zoom calls with Santa Claus, and our first ever "Light Up the Neighborhoods" contest. So keep working on your Christmas lists, being good, and planning your holiday decoration displays!

BITS AND PIECES OF FAIRVIEW PARK HISTORY

The Fairview Park Senior Life Office is delivering frozen meals, fruit, bread, and milk every Wednesday to Fairview Park seniors who are age 60 and older. Please call the Fairview Park Senior Center at 440-356-4437 to register or for more information.

Transportation services will resume on Monday, October 5, 2020, for medical appointments and essential services such as grocery shopping and prescription pick up. Masks are required. No exceptions. The service shopping schedule will be: Mondays - Marc’s, Tuesdays - Giant Eagle and Wednesdays - Aldi. Only one rider will be transported at a time. However, two riders will be allowed if they reside together. All riders must sit in the rear of the vehicles. Please call the Senior Center at 440-356-4439 to make your reservation.

VIRTUAL AND CALL IN BINGO
|

“Virtual” and “Call in” Bingo begins with two games on Monday, October 12, 2020, at noon and 2:00 PM. Seniors can join the game with their regular telephone or by using a computer, smartphone or tablet. This program is generously sponsored by Devoted Health Care. Fairview High School Seniors will be volunteering this year to rake leaves for Seniors in the Fairview Park community. The “Seniors Helping Seniors” leaf raking will take place on Monday October 26, 2020. Please call 440-356-4436 to sign up!

The Senior Center is currently taking appointments for the flu vaccine from Marc’s Pharmacy on Thursday, Octobrer 15, 2020, from 10:00 AM to 1:00 PM. As the Senior Center remains closed, Seniors may only arrive at the time of their appointment. Please call the Senior Center at 440-356-4436 to reserve your time slot.

HELP KEEP SENIORS ON THEIR FEET
|
|
Did you know that missing handrails and buckling carpets can pose falling risks for seniors and older adults? To help prevent these falls and potential injuries, the Division of Senior and Adult Services (DSAS) has partnered with The MetroHealth System and Fairhill Partners to develop a proactive falls prevention program, which includes assessing older adults to identify those who may be prone to falling and putting supports in place to lessen the likelihood of a fall that could result in injury.
