Dear North Penn Community, 


It is that time of year again where the Board of Directors and the Administration work to create the budget for the upcoming school year. It is a lengthy, months-long process, but the community is encouraged to attend or view our finance meetings as we move forward in finalizing the budget for the 2023-2024 school year. These meetings are live-streamed and posted on the North Penn Television YouTube page to view at any time. The schedule can be found here


Additionally, our Office of Business Administration has once again been awarded the Meritorious Budget Award from the Association of School Business Officials International for its 2022-2023 Budget Book. This is the eighth year in a row that North Penn has received this award, and it is a point of pride for the district. The award is given to districts whose budget presentations are clear, concise, and provide the public with a transparent view of the budgeting process and allocations. 


I encourage you to read through the budget book because, as you may have seen in the news recently, the PA Auditor General Tim DeFoors issued a report on school districts and what he deemed to be excessive fund balances in their budgets. North Penn SD was included in his audit, and it is important to note that of the twelve districts included in the audit, every single district had “no non-compliance with laws or regulations”. North Penn only qualified for the audit due to the bonds that were issued for the renovation of Knapp Elementary. 


Per our Board Policy 3620,


“Unassigned fund balance should not fall below two months of regular general fund operating expenditures.”


This policy was approved in 2011 when the effects of the recession were hitting school district budgets the hardest. In fact, that recession hit the PA state budget so hard, that the state simply ceased reimbursing school districts for their share of charter school expenses, because they could no longer afford it. The entire burden of this state mandated expense was then simply pushed down to school district property tax level.


And as it happens, this mandated expense has increased substantially over the years. It may literally be the ONE thing all SB directors in PA - rural, suburban, urban, small district or large- can all agree on and that is that we all want the state to reform how charters are funded.  Over 450 out of 500 districts in PA have issued resolutions asking the state to do something to relieve this burden on school districts and property taxpayers but the state has yet to respond. 


To be clear – we are not opposed to school choice, after all there has always been some form of school choice. We just don’t think the funding mechanism is fair or appropriate.


We also have a lengthy list of capital improvement projects that we need to fund including the major renovation of our high school. You can watch a video about this need here. The March Work Session meeting will be about the planning for this project, so please tune in for these meetings as well!


This board recognizes the burden that property tax can put on the most vulnerable, including senior citizens. The district and board have implemented an award-winning tax rebate program to help those in need. At the last action meeting, the board approved a 90% rebate for those who qualify. I encourage you to take a look at the program and help us get the word out to any community members who qualify. 


February is also Black History Month, and my fellow NPSB Directors and I once again had the privilege of going to the African American Awareness Club’s (AAAC) Colors of Pride Assembly. This year’s theme was “The Black Diaspora”, which highlighted the global nature and impact of Black culture. The students put on a great show full of song and dance, with proceeds from the show supporting senior awards and scholarships. Another event coming up is the Black Oratorical Competition, this Thursday, February 23, from 6-8 at North Penn High School. I highly encourage you to attend! Every year we are so very impressed by our students - from elementary through high school - who are able to give this master class in public speaking.

Meeting Information

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at [email protected] at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email [email protected] for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.

Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

Student Recognition

Students from Gwynedd Square Elementary School came to the Action meeting on February 16 to tell the community about their school and programs throughout the year. Great job Panthers, thank you for sharing what you like about Gwynedd Square!

Committee Reports
Education/Curriculum/Instruction Committee

The ECI committee met this week on Monday evening. At this meeting the committee received updates on several topics. Three schools presented their "No Place for Hate" efforts, with representation from elementary, middle, and high schools. Additionally, information about the development and implementation of the second chance learning program at the high school was shared with the committee. Also, a team of special education supervisors and teachers from the high school discussed the aspects of transition planning for students with disabilities. This discussion included the important role of the PAES lab at the high school for this program. The committee also received updates on curriculum reviews, upcoming professional development offerings, and happenings at the high school. Lastly, three student trips were presented to the committee.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, January 30, 2023, in a virtual format.

The Committee reviewed the following items to be moved to this evening’s action meeting for the Board’s consideration.

  • Four change orders for the Knapp Elementary School project
  • One change order for the Healthcare Center project
  • Two change orders for the Elementary School Chiller and Exhaust Fan project extending the completion date
  • The three year extension of the current grass cutting contract
  • The ratification of the natural gas commodity contract

The Committee was presented and discussed informational items, including:

  • Knapp Elementary project update
  • Update on the Healthcare Center
  • Update on the 10 year Capital Project Plan

Finance Committee

At the February 7, 2023, Finance Committee meeting the financial reports and budget transfers were reviewed in addition to the following items:

 

1. Ms. Marjorie Scott provided an overview of the Extended School Care program as well as a recommendation for 2023-24 camp fees and tuition rates. This item appears on tonight's agenda.

 

2. Mr. Skrocki reviewed the 2023-24 first look healthcare rates.  The first look rates have the medical coverage increasing by 1.2% and the prescription coverage increasing by 14.1% for a composite increase of 3.5%. The actual percentage increase will be even higher due to the one-month premium holiday the district took in the 2022-23 fiscal year. The projected budgetary impact for 2023-24 is $3.0 million.

 

3. Mr. Skrocki reviewed the 2023-24 retirement (PSERS) rate. The employer contribution rate will be 34.00%, down from the current 35.26%. This represents a 3.57% decrease over the current rate.  The net impact on the 2023-24 General Fund due to the rate decrease is approximately $964,678.

 

4. Mr. Skrocki provided an update on the onsite healthcare center which should be ready for opening in late February/early March.

NPSD Educational Foundation

The Foundation did not meet in January.

 

Next up is our annual online auction which will be held in the beginning of May. This popular event offers fun items such as a limo ride to your school, restaurant gift cards and themed baskets. I will be looking to my fellow board members for support of the online auction. 

 

 

The Foundation meets next on February 21st at Knapp Elementary School. In addition to enjoying a tour of the building, we will visit a sensory classroom which we supported this school year though an innovative classroom grant. Policy Committee

On January 30 when the Policy Committee met, they reviewed Policy 011 - Principles for Governance and Leadership and Policy 251- Students Experiencing Homelessness, Foster Care, and Other Educational Instability. Both policies had been previously reviewed and approved but PSBA has recently recommended changes to them based on a task force review and a new law passed by the Pennsylvania legislature. These revised policies are on tonight's agenda for a first reading.

Safe Schools Committee

The Safe Schools Committee met on January 20 in a virtual format.


They received an update on Here Comes the Bus by Dennis Ryan. Mr. Rhone provided a presentation for new surveillance camera analytics and vape detection units. Mr. Rhone also provided an 90 day update and report on meeting with secondary schools student government associations across the district and the districts Behavioral Threat Assessments training. Dr. Bauer provided an update to the Penndale Middle School incident from January 30, 2023.
